The Board of County Commissioners of Indian River,Gounty met at the Court House in
Vero Beach, at 10:00 o'clock A. M. Tuesday, September 14, 19439 in regular adjourned meeting
with the following members of the Board present: W. C. Graves, Jr., Chairman: Albert O.Helsetl�
P
G. E. Barkoskie, Frank C. Vickers and S. E. Glover. Also present were Mm. W. Frick, Sheriff,
Charles A. Mitchell, Attorney for the Board, and Douglas Baker, Clerk. Mr. Vii. T. Nettles,
District Agent of Agricultural Extension Service, Gainesville, met with the Berard in regard to
employing a County Agent. Also present at this meeting were C. G. Wilhoit, Chairman of the
County Foreign Labor Camp Committee, A. M. Hill, Jr., J. Hubert Graves and George Cox.
Mr. Nettles explained the purpose and program of the Agricultural Extension Service
and stated that it was necessary for a County Agent to have an Agricultural Degree, then the
applications for the position of County Agent had to be filed with the Extension Service Board
in Gainesville. Mr. Nettles further stated that the Extension Service had charge of the
personnel and the program insofar as County Agentb.are concerned. However, anyone who might

be selected by the Extension Service for County Agent would require the approval.of the Board
of County Commissioners. He also stated that there was a possibility of obtaining a man by
the first of October and that it was his desire to obtain a man to fit in and be a leader in
agricultural service.
The Board agreed to pay the sum of $150.00 per month and to furnish an office and
office equipment for a County Agent, also perhaps a small miscellaneous fund for the purpose
of telegrams, stationery, etc., with the understanding that said County Agent receive the sum
of $142.00 per month from Government sources. The foregoing agreement to be in full force and
effect until the further orders of the Board.
Application for the position of County Agent was received from Mr. 0. P. Ward of
Pero Beach and the application was referred to Mr. A. F. Spencer of Gainesville in view of the:
foregoing information as to the procedure of employing and selecting a Oounty Agent.
Chairman C. Graves Wilhoit of the Labor Camp Committee, reported that several sites
had been offered gratis and the selection of one of these sites was being considered.
rCommissioner Barkoskie was instructed to authorize E. E. Carter, County Engineer,
to repair.eettaim toads in the Fellsmere area.
On motion made by Albert 0. Helseth, seconded by G. E. Barkoskie and unanimously 1l
carried, the Board authorized Douglas Baker, Clerk, to invest surplus County Funds, according I,
to law, in U. S. Government War Bonds, the type of Bonds to be recommended by Hon. J. Edwin
'I Larson, State Treasurer, from the respective funds and amounts as follows, to -wit:
Special Road and Bridge District #1, Maintenance Fund - - - - 11000.00
Special Road and Bridge District #4, Maintenance Fund - - - - 39000.00
Vero Bridge District Fund - - - - - - - - - - - - - - - - - - 49000.00
Quay Bridge District Fund - - - - - - - - - - - - - - - - - - 79000.00

Commissioner Helseth introduced the following resolution and moved its adoption, to-,
wit:
WIMMAS, the respective boards and taxing districts being authorized to fix and levy,
e taxes upon property situated within Indian giver County, Florida, as provided by law, fixed
such tax levies and have certified the same to this Board and'this Board having considered the;l

same and having then found them to be proper, therefore be it resolved that; (�

Schools of the County, and to pay the salaries of teachers, bus drivers and repair school

houses and busses as estimated by the County Board of Public Instruction, the sum of $1809y53.37
it is determined and hereby declared that a tax rate of 4.5 mills upon the dollar be levied,
assessed and is hereby imposed upon all the property in the'County of Indian River on the first
day of Zanuary, 1943•
Estimates having been made by the Trustees of SPECTAL TAX SCHOOL DISTRICT NO. 1, and the
Trustees having certified the rate of millage voted to be assessed it was determined that a tax
rate of 2.5 mills upon the dollar be levied, and is hereby fixed and assessed for the year 1943:

on all of the property in the County of Indian River lying and being within the boundaries of
the said District No. 1, which boundaries -are as follows, to -wit: Beginning at the Northeast
corner of Sec. 3, Tp. 31,S., Range 39 E., then run west along County line to N. W. Corner of
Tp 31 S., Range 38 E., thence South along Range line to S. W. Corner Sec. 18, Tp. 31 S., Range
38 E., thence East along Section line to Atlantic Ocean, thence North along Ocean beach to
starting point.
Estimates having been made by the Trustees of,SPECIAL TAX SCHOOL DISTRICT NO. 7, and the

Trustees having certified the rate of millage voted to be assessed it was determined that a tax
rate of 2.5 mills upon the dollar be levied, and is hereby fixed and assessed for the year 1943,
on all of the property in the County of Indian River lying and being within the boundaries of
the said District No. 7, which boundaries are as follows, to -wit: Beginning at the Northeast,
corner of Sec. 230 Tp. 31 S., Range 39 E., then run west along Section line to N. W. Corner of
Sec. 19, Twp. 31 S., Range 38 E., thence South along Range line to S. W. Corner of Sec. 31, Tp.
31 S., R. Y8 E., thence East along Section lino to Atlantic Ocean Beach to starting point.

a tax rate of 2.5 mills upon the dollar be levied, and is hereby fixed and assessed for the
year 1943, on all of the property�in the County of Indian River, lying and being within the
boundaries of the said District No. 8 & 9, which boundaries are as follows, to -wit: Beginning
at the Northeast corner of Sec. 11 Tp. 32 S., R, 39 E.., then run west along Township line to
N. W. Corner Sec. 69 Tp. 32 S., Range 38 E., thence South along line to S. W. Corner Sec. 300
Tp. 32 S., R. 38 E., thence -East along Section line to Atlantic Ocean, thence North along
Ocean Beach to starting point.

Trustees having certified the rate of millage voted to be assessed it was determined that a tax
rate of 2.5 mills upon the dollar be levied, and is hereby fixed and assessed for the year 1943)

To meet the interest payments and provide a.sinking fund for the ultimate redemption
of bonds and Time Warrants of SPECIAL. TAX SCHOOL. DISTRICT'NO. 11, and in pursuance of the re-
quirements of law, and as estimated by the County Board of Public Instruction, it is determined,
the Trustees having certified the rate of millage voted to be assessed, it was determined that
a tax rate of 2.5 mills upon the dollar be levied, and is hereby fixed and assessed for the
year 1943, on all of the propertyfin the County of Indian River lying and being within the
boundaries of the said District No. 16, which boundaries are as follows, to -wit: Beginning at
the Northeast corner of Sec. 21, Tp. 33 S., R. 40 E., then run west along Section line to N.W.
Corner Sec. 19, Tp. 33 S., R. 36 E., thence South along Range Line to S. W. Corner of Sec. 310
Tp. 33 S., R. 36 East, thence East along Section line to Atlantic Ocean, thence North along
Ocean Beach to starting

To meet the interest payment and provide a sinking fund for the ultimate redemption
of bonds of SPECIAL TAX SCHOQL DISTRICT NO. 1, and in pursuance of the requirements of law, and.
as estimated by the County Board of Public Instruction, it is determined and hereby declared
of bonds of SPECIAL TAX SCHOOL, DISTRICT NO. 14, and in pursuance of law and as estimated by
that a tax rate of Three 2/5 (3 2/5) mills upon the dollar, be levied, and is hereby affixed
and assessed for the year 1943, on all of the property in the County of Indian River, lying
and being within the boundaries of Special Tax School District No. 1 the boundaries of which
said District being described above in these minutes.
To meet the interest payments and provide a sinking fund for the ultimate redemption
of bonds of SPECIAL TAX SCHOOL. DISTRICT NO. 7, and in pursuance of the requirements of law, and
as estimated by the County Board of Public Instruction, it is determined and hereby declared
that a tax rate of Two and two-fifths (2 2/5) mills upon the dollar, be levied, and is hereby
fixed and assessed for the year 1943, obi all of the property in the County of Indian River,
lying and being within the boundaries of Special Tax School District No. 7, the boundaries of
which said District being described above in these minutes.
To meet the interest payments and provide a.sinking fund for the ultimate redemption
of bonds and Time Warrants of SPECIAL. TAX SCHOOL. DISTRICT'NO. 11, and in pursuance of the re-
quirements of law, and as estimated by the County Board of Public Instruction, it is determined,
and hereby declared that a tax rate of Three (3) mills upon the dollar, be levied, and is here-
by fixed and assessed for the year 1943, on all of the property in the County of Indian River
lying and being within the boundaries of Special Tax School District No. 11, the boundaries of
which said District being described above in these minutes, One and three-fourths (1 3/4) mills)
to be used for the paying of interest and providing a sinking fund for refunding bonds of said
District dated the first day of December, 19369 and one and one-fourth (1 1/4) mills for the
purpose of paying interest upon, and providing a sinning fund for bonds of said district dated]
December 1, 1940. AV
To meet the interest payments and provide a sinking fund for the ultimate redemption,
of bonds of SPECIAL TAX SCHOOL, DISTRICT NO. 14, and in pursuance of law and as estimated by
the County Board of Public Instruction, it is determined and hereby declared that a tax rate
of Three and two-fifths (3 2/5) mills upon the dollar be levied, and is hereby fixed and assese-
ed for the year 1943, on all of the property in the County of Indian River, lying and tieing
within the boundaries of which said District being described above in these minutes.
r- BE IT FURTHER RESOLVED, that the Tax Assessor of Indian River County, Florida, be
and he is hereby directed to assess and levy all the foregoing taxes as fixed and levied by
this Board upon the taxable property in Indian River County, Florida, just and due taxation
within the respective boundaries upon which such taxes are levied; that a certified copy.of
this resolution be furnished to the County Assessor of Taxes.
The motion for adoption was duly seconded by Commissioner Barkoskie, and adopted by.

Hon. W. R. Duncan, Tax Assessor, appeared before the Board and requested additional
time in which to turn over the original and copies of the 1943 Tax Assessment Roll. The re-
quest was granted as per the following resolution:
M OLUTION
Commissioner Albert 0. Helseth introduced the following resolution and moved its
adoption to -wit:
"REAS, it is provided by statute that the County Assessor of taxes shall turn over
the original and copies of the 1943 tax assessment roll to this board at a meeting to be held
on the first Monday in Ootober,.1943, and unless time therefore shall be extended; and,
WH RXkS, by reason of unavoidable delay in the approval of certain budgets and the
certifying to this Board of certain tax levies, the County Assessor of Taxes did not receive
the County tax levy for 1943 in such time that said assessment roll may be presented to this

Board at a meeting on the first Monday in October, 1943; therefore,
BE IT RESOLVED, that the day for the turning over to this Board of said assessment p

Upon being duly seconded by G. E. Barkoskie,., the same was unanimously adopted.
At the request of Douglas Baker, Clerk, the following resolutions with regard to
transferring items which had a surplus to items which were over -expended -in the General Revenue
and Fine and Forfeiture Funds were adopted as follows:

Commissioner S. E. Glover introduced the following Resolution and moved its adoption,
to -wit:
WHEREAS, there is a surplus under the items of numbers 1-219; 241; 1-241; 2714 311;
315; 563; 1-563; 685 and 689 in the General Revenue Fund of Indian River County and which
surplus exists after the payment of all necessary expenditures under such items for -the current
fiscal year; and
WHRWAS, there is a deficiency in funds necessary to provide for the proper and •
authorized expenditures under the items of numbers 211; 212; 221; 224; 225; 4-241; 5-241;
1-261; 262; 269; 1-341;-362 and 2-563 in said General Revenue Fund; and
Whereas, said items mentioned are a part of the same Fund and the transfer ofmonies
herewith authorized is a transfer from one item to another item in the same Fund and is not a
transfer from one Fund to andther Fund; therefore,
BE IT RESOLVED that there is herewith transferred the sum of $4627.42 from the items
of numbers 1-219; 241; 1-241; 271; 311; 315; 563; 1-563; 685 and 689 to the items of numbers
211; 212; 221; 224; 225; 4-241; 5-241; 1-261; 262; 269; 1-341; 362 and 2-563, all in the
General Revenue Fund of the current budget of Indian River County, upon the approval of the

a portion of the cost needed to prosecute a test case through the State Supreme Court to
clarify Chapter 22079 of the 1943 session of the Legislature which amended the 1941 Real Estate
Tax Law.
