The Board of County Commissioners of Indian River County met at the Court House in
Vero Beach, at 5:00 o'clock P. M. Wednesday, October 27, 19439 in special meeting with the

following members of the Board present: W. C. Graves., Jr., Chairman; Albert O. Helseth, S. E.
Glover, and Frank C. Vickers. ,Absent: G. E. Barkoskie. Also present were Charles A. Mitchell,,)
Attorney for the Board, Marcell A. Boudet, County Agent, Leila Gray, Deputy Clerk. li
It was announced that the meeting was called with respect to finding location and
suitable quarters for a labor camp proposed to be located in the +dounty. A committee of I
citizens engaged in working on the matter was present, including Messrs. W. S. Buckingham, A.W.,
Young, C. G. Wilhoit, John M. Knight and others. Also present was Mr. A. W. Rohrbaoh, owner
of property at Gifford which was ander consideration by the committee.
Discussion was had on the matter and it was tentatively determined that the Rohrbachil
property would be suitable for the purpose provided that certain funds were obtained to place

the property in proper condition for the camp. Tentative understanding was reached but no

formal action was taken pending final action by the committee with respect to the matter. ii
I, Upon motion by Commissioner Helseth, seconded by Commissioner Glover and unanimously
adopted County Engineer E. E. Carter was designated and authorized, as the representative of i!

the County, to do any and all acts and execute any and all documents necessary in effecting a

settlement with the United States Navy for damage done by a Navy plane to the County Barn on 'I

October 23, 1943.
Upon motion by -Commissioner Helseth, seconded by Commissioner Glover and duly adopted
it was ordered that the County execute and deliver to the United States an easement along State,
Highway No. 40 in Indian River County for the purpose of the erection of a temporary telephone4
;
line aloe such highway ghway by the United States Coast Guard and.whieh easement is to be prepared
by the County Attorney.
There being no further business, on motion made, seconded and carried, the Board
adjourned.

SATURDAY, OCTOBER 30, 1943
The Board of County Commissioners of Indian River County met at the Court House in
Vero Beach, at 4:00 o'clock P. M. Saturday, October 30th, 19439 in special meeting with the
following members of the Board present: W. C. Graves, dr., Chairman; S. E. Glover, Frank C.

Vickers and Albert O. Helseth. Absent: G. E. Barkoskie. Also present were Wm. W. Frick,
Sheriff, Charles A. Mitchell, Attorney for the Board, and Douglas Baker, Clerk.
The chairman announced this meeting was called for the purpose of receiving the Tax.
Rolls for the year 1943 on Real and Personal Property and also Intangible Tax Roll.
The County Assessor of Taxes, W. R. Duncan, appeared before the Board and presented

the tax rolls for the year 1943 on Real and Personal Property and also Intangible Tax Roll,
which were carefully examined and found correct and on motion made by Albert 0. Helseth,second-
ed by S. E. Glover, and carried, were approved, and the warrants to each of said rolls were
annexed thereto and is in words and figures following:
