BE IT FURTHER RESOLVED that the Chairman and Clerk of this Board do any and all acts
necessary to carry out the purposes of this resolution and make proper arrangement for such

The Motion for the adoption of the Resolution was duly seconded by Commissioner Bar-
ing with the following members of the Board present: W. C. Graves, Jr., Chairman, Albert 0,,
Helseth; C• E;�I,Barkoskie. Absent: S. E. Glover and Frank C. Vickers. Also present were
Charles A. Mitchell, Attorney to the Board; Wm. W. Frick, Sheriff; E. E. Carter, County Enginee3
'and Douglas Baker, Clerk.
l The minutes of the previous meetings were read and approved.
f, The following Resolut on was introduced by Commissioner Helseth who moved its adoption

f! as follows, to -wit:
WHEREAS, the Board of County Commissioners of Indian River County, Florida, being the
!1budget making authority with respect to said County, did heretofore prepare its proposed budget
ifor the year 1944-1945, and which proposed budget is attached to this Certificate of Compliance
II and by reference thereto made a part hereof as fully as if herein completely incorporated; and,
WHEREAS, said proposed budget provides that an item or items therein for operating ex-
penses shall be increased more than five percent as compared with the budget for the preoeeding
year or for the year 1940-1941, whichever may be larger; and,
'WHEREAS, pursuant to the provisions of Chapter No. 22079, Laws of Florida, the said
,Board of County Commissioners did at its adjourned regular meeting of July 13,0 1944, adopt a
Resolution calling a special meeting for the purpose of explaining and discussing such proposed
a,increase in the budget and did fix the time and place for said meeting at 10:00 O'clook A. M.,
Eastern War Time, July 27, 1944, in the County Commissioners room in the Indian River County
Courthouse as will be evidenced by a certified copy of such Resolution hereto attached and as
such made a part hereof;. and,
! WHEREAS said Board of Count Commissioners did thereupon I y p publish a Notice of such mee-
�ting for two successive weeks in the Vero Beach Press Journal, a newspaper of general circuia-
�Ition published in Indian River County, Florida, namely in the issues,of said newspaper of July

THE PURPOSE OF EXPLAINING AND
DISCUSSING PROPOSED INCREASEI
IN THE 1944-1945 . BUDGET OF THE
BOARD OF . COUNTY COMMISSIONERS
OF INDIAN RIVER COUNTY, FLORIDA,
Notice is hereby given by the Board
of County Commissioners of Indian River.
County, Florida that it will hold a public
meeting in the County Commissioner's
Room in the Indian River County Court
House at Vero Beach, Florida at the hour
of 10 o'clock A. M., Eastern war Time,
July 27, 1944, for the pu7ose of explain-
ing and discussing a proposed_ increase
in the 1944-1945 budget of the Board of
County Commissioners' of Indian River
County, Florida, and which increase is
in respect to an increase of such budget
for said year as compared with the budget
for the preceeding year or for the'year
1940-41, whichever may be the larger.
At said meeting . an opportunity will
be afforded the tax payers present to dis-
cuss the same and the said proposed in-
crease in said budget. This notice is
published pursuant to a resolution adopt-
ed by the Board of County Commissioners
of Indian River County, Florida under
the provisions of Chapter 22079, Laws of
Florida.
This 13th day of July, 1944.

and which Notice so published did fix the time for said meeting not lees than five nor more
ten days from the date of the last publication of such Notice; and,
WHEREAS, the time fixed by said Resolution and published Notice for the holding of said
meeting having arrived, and said meeting being duly convened and the proposed increase in the
budget having been explained and discussed at said meeting by the budget making authority and
opportunity having been afforded the taxpayers present at such meeting to discuss the same;
therefore,
BE IT RESOLVED, that this Certificate of Compliance be recorded in the minutes of this
meeting duly called and held on July 279 1944, pursuant to published notice as aforesaid and
that said proposed budget, together with a certified copy of this Certificate of Compliance, be
submitted to the State Comptroller for reference to the State Budget Commission as provided by
law.
The Motion for the adoption of said Resolution was duly seconded by Commissioner Barkos-
kie and unanimously carried.
'T'here being no further business on Motion made, seconded and carried, the Board then ad-
journed.
