Tuesday, August, 1, 1944, in regular meeting with the follow- !lingmembers of the Board present: W. -C. Graves, Jr., Chairman: Frank C. �iokers, Albert 0. 4 Velseth, .S: E: Gover and G. S. Barkoskie. Also present were Wm. W. Frick, Sheriff, Charles A. N i�itchell, Attorney for the Board, E. E. Carter, County Engineer, and Douglas Baker, Clerk. Minutes of the previous meeting were read and approved. The Board authorized payment of $25.00 per month toward salary for Assistant County On Motion made by Commissioner Helseth, seconded by Commissioner B'arkoskie, the Board lagreed to purchase six Fluorescent lighting fixtures for the Court room from Radinsky Electric 11 34op in the sum of $47.50 each, hung and operating. room. The Board decided to postpone action on the purchase of an exhaust fan for the Court On Motion made by Commissioner Helseth, seconded by Commissioner Barkoskie and unani- Imously carried, the Board approved and made official the present Red Cross Volunteer Disaster Preparedness and Relief Committee of Indian River'County, provided such committee shall not be (authorized to incur any obligation or liability against this Board. Application of James Mrazek (Saratoga Bar) for a license to sell intoxicating liquors. Twines and beers was inspected and after oarefully.-considering the same, on Motion made, second - ',ed and carried, the same was approved. Honorable Troy E. Moody, Tax Collector, appeared before the Board and presented a list hof errors, insolvency and double assessments as to the 1943 Intangible and Real estate roll which was approved. The following Resolution was introduced by Commissioner Helseth who moved its adoption �as follows, to -wit: BE IT RESOLVED that the Board of County Commissioners of Indian River County, Florida, does herewith determine that all that portion of the monies received by said Board by virtue of the provisions of Chapter 550, Florida Statutes, during the budgetary year 1944-1945, in excess I of $25,000 thereof which shall be retained by this Board, be converted into the County School (fund and paid over to the Board of Public Instruction of Indian River County, when and as such excess aocrues'and is received. The Motion for the adoption of the Resolution was duly seconded by Commissioner Barkos- kie and unanimously adopted. The Clerk of the Circuit Court prepared a supplement to estimated revenues from sources lother than for taxes for the fiscal year 1944-1945, the said supplement estimates having been properly verified under oath were ordered spread upon the minutes of the Board and the original to be filed as part of the records of the Board and is in words and figures as follows: GENERAL REVENUE FUND Cash; balance (additional amount by reason of intangible receipts) $1125.00 Receipts from Countyts portion of intangible taxes 81125.00 Total $2250.00 The Chairman announced that this regular meeting was held, among other things for the purpose of considering and acting upon and adopting the estimates of the expense for the;f4scal year commencing October 1, 1944 and ending September 30th, 19459 which was prepared anslenter'ed 1 0 1 0 1 1 11 0 1 • 1 0 1 1 upon the minutes of the meeting of the Board of County Commissioners held on the 13th day of July, 1944, and to fix the rate of taxation for the year 1944. .A copy of the advertisement containing the estimates of budget made by the Board of County Commissioners at a meeting held at the Court House on the 13th day of July, 1944, with the pub -I lisher's affidavit annexed and presented to the Board and ordered spread upon the minutes and is in words and figures as follows: co C C n rn O 0 o z i v 0 d l�> ® �.... 0 &.1 A z -o- 0 0 In0 C r��.,rr A 0 z The Board then considered the County Budget and Bridget estimates as prepared by the Board at its meeting of July 13, 1944 and duly advertised, as provied by law, in the Vero Beach Press Journal, in its issues of July 12 and 21, 1944. The following Resolution was introduced by Commissioner Glover who, moved its adoption as follows, to -wit: BE IT RESOLVED that the tentative budget prepared by the Board of County Commissioners of Indian River County, Florida, for the year 1944-1945, under date of July 13, 1944, and as ad- vertised pursuant to law, be and the same is herewith amended as to the ,General Revenue Fund of said budget, in order to evidence therein additional estimated revenues, and by reason thereof to reduce the tax levy budgeted by such fund by one-fifth (1/5) mill. BE IT RESOLVED that said budget as amended with respect to the item of General Revenue Fund shall read as follows, to -wit: 211. The following Resolution was introduced by Commissioner Vickers who moved its adoption as follows; to -wit: BE IT RESOLVED that the tentative budget prepared by the Board of County Commissioners of Indian River County, Florida, for the year 1944-1945, as amended, and as duly published as re+ quired by law, be and itis herewith approved and adopted by the Board of County Commissioners of Indian River County, Florida, subject to its submission to tho ;State Budget Commission, and the action thereon by said State Budget Commission, and furthersubject to its final adoption by this Board upon receipt of the acting of said State Budget Commission. BE IT FURTHER RESOLVED that the Clerk to this Board, b� and he is herewith instructed to immediately forward to the State Budget Commission a certifi dlcopy of such proposed budget, together with a certified copy of compliance as provided by law, and a certified copy of this i resolution. i The Motion for the adoption of the Resolution was duly seconded by Commissioner Helset and unanimously adopted. on Motion made, seconded and unanimously carried, the following Resolution, was duly adopted as follows, to -wit: RESOLUTION WEER S, Miss Leila M. Bunkley served faithfully and efficiently as County Nurse for Indian River County over a long period of years, and in the performance of her duties and her personal sacrifice in assisting others, she endeared herself to all citizens of Indian River County; and IMEREAS, Miss Bunkley has now departed this life; BE IT RESOLVED that the Board of County Commissioners'of Indian River County, Florida-, on behalf of said County and the citizens and officials thereof, does herewith express deep re - Bret upon the passing of Miss Bunkley, and extends sincere sympathy to the members of her fami- ly. BE IT FURTHER RESOLVED that this resolution be spread upon the Minutes,of this Board, and that a copy thereof be delivered to Mrs. Ethel Dudley, sister of Miss Bunkley, and a copy be forwarded to the Vero Beach Press -Journal for publication. The several bills and accounts against the County, ha7ing.been audited, were examined and found correct, were approved and warrants issued in settlement of same. Such bills and so- counts.being on file in the office of the Clerk of the Circuit Court, the warrants so issued from the respective funds being listed in the Supplemental Minute Book, as provided by the rule4 of the.State Auditor, reference to such record and the list so recorded being made a part of these minutes. The County Depository filed its monthly statement, showing receipts and disbursements of the various funds, which having been audited were found to be correct.
