worker in the case of Louise Brooks colored.
County deeds numbered 30 to 39 inclusive, issued on lands acquired by the County
for delinquent taxes were executed by members of the Board.
On motion made by Commissioner Barkoskie, seconded by Commissioner Vickers, the
Board authorized salary payments on all .county employees as of Deoember 30,. 1944 because of
a change in the -Withholding Tax Program effective January 1, 1945.
A letter of appreciation from County Agent, Marcel A.Boudet with reference to his
increase in salary was received, read and ordered filed:
Bond of Edward M. Bectom, Commissioner Indian River Mosquito Control District in the@
sum of 0000.00 with the Fidelity and Casualty Company of Hew Iork as surety was approved
and filed with the Clerk.
• Bond of W. F.Cox, Commissioner of Indian River Mosquito Control District in the
sum of $5000.00 with U. SJidelity and Guaranty Company of Baltimore, Maryland, as surety
was approved and filed with Douglas Baker,Clerk.
Bond of J. M. Barnes, Commissioner of Indian River Mosquito Control District in
the sum of 45000.00 with U. S. Fidelity and Guaranty Company of Baltimore, Maryland as
surety was approved and filed with Couglas Baker Clerk.

the Board of County Commissioners of Indian River County met at the Court House
in Vero Beach, at 10:00 o'clock A.M. on Tuesday, January 2, 1945, in regular meeting with
the following members of the Board present: W.C.Graves, Jr., Albert 0. Helseth, S. B.
Glover, Frank C. Vickers and R.V. Graves. Also present were E.E. Carter, County Engineer,
Charles A. Mitchell, Attorney, L. B. O'Steen, Sheriff, Douglas Baker, Clerk and retiring
Commissioner from District #2, G.E.Barkoskie.
Douglas Baker, Clerk called the meeting to order.
All officials present stated that they had received their commissions evidencing the
fact that they were duly elected, qualified officials of Indian River County.
There being no old business to be considered at this time, the Board then proceeded
.n the order of new bus inss ..
W.C. Graves, Jr. was selected to servo:as Chairman for the ensuing year.
Chairman Graves then tomdkoverthe chair and Albert 0?.. Helsethwas selected to serve
as Chairman pro tem for the ensuing year.
On motion made by Commissioner Helseth, seconded by Commissioner Glover and tntaim-
ously carried, all County employees were reemployed, salaries remaining the same, with the
exception of E.E. Carter, County Engineer, who was reemployed with an increase in salary of
225.00 per month, effective January 1, 1945.
The following resolution was introduced by Commissioner Helseth who moved `its
adoption as follows, to -wit:
BARKOSKIE RESOLUTION
WHEREAS, Honorable Gilbert E.Barkoskie, by reason of the pressure of personal affairs,
voluntarily terminated his term of office as a member of the Board of County Commissioners of
Indian River County, Florida, on January 1, 1945; and,
WHEREAS, it was the desire of the constituents of Mr. Barkoskie and of the citizens
generally of Indian River County, .that he continue to serve as a member of said' Board, but
that all such citizens recogni za that it has been in his judgment to determine the necessity of
his ending his service as a County Commissioner; and,
WHEREAS, during his period of service as a County Commissioner, Mr. Barkoskie ka s de-
voted a great amount of time to the welfare of the County mad Yes exercised his great ability
in the best interest of the County; that NI.. Barkoskie has at. all times beem most cooperative
with all members of the Board of County Commissioners and the County officials of the County
and the public generally in the exercise of his duties; that during his term of office the

affairs of the County have been carefully and efficiently operated and with benefit to the
citizens and property owners of the county and with saving to the Taxpayers thereof. Therefore, •

ida, herewith extend to Mr. Barkoskie the sincere regrets of the members of the Board ind ivid.

It was ordered "Notice inviting proposals of sale of equipment to Indian River
County for one 12' Power Control operated motor grater, powered wt th not less than 65 H.P.
full Disel Motor, tandem neumatic fired drive and equipped with cab and glass. Gross weight
to be,not less than 20,000 lbs. delivered to Vero Beach, Florida, to be published in the
Vero Beach Press -Journal. January 19 and 26, 1945, returnable on or before 10:00 o'clock A.M.

the County, having been audited, were examined
and found correct, were approved and warrants
issued in settlement of "same. Such bills and
accounts being on file inthe office of the Clerk
of the Circuit bourt, the Warrants so issued from
the respective funds being Listed in the Supple-
mental Minute Book, as provided by the rules of
the 'tate Auditor, reference to such record and
the list so recorded being made a part of these
minutes,
The County Depository filed its mon-
thly statement, showing receipts and dithburse-
ments of the various funds, which having been
audited were found to be correct.
There being no further business, on
motion made, seconded and carried, the Board
then adjourned.
