The foregoing application coming on to be heard on this date by the Board of County
Commissioners of Indian River County, and after due consideration, the Board having thoroughly
investigated said matter and being fully satisfied that said claim is a valid one,
It is considered and ordered, upon motion -duly made, seconded and carried, that the
Clerk of the Circuit Court of Indian River County be and he is hereby instructed to issue a
duplicate Tax Sale Certificate in favor of the above named applicant in lieu of the Certificate
above described which has been lost or destroyed, end that proper record of same be entered in
the Tax Sale Record in the office of the said Clerk, as provided in Section 8 of Senate Bili
No. 72, Acts of 1929.

The Board then proceeded to approve the retain commissionsdue the Assessor of Paxes,
W. R. Duncan, from the various and several special taxing districts within the County, for corn -
Missions due for assessing the taxes and preparing the tax roll for the year 1944 as indicated
on statements submitted by Mr. Duncan, and the following statements having been audited, on
motion made by. Albert 0. Helseth, seconded by S. E. Glover and carried, were approved by the
Board.

Pursuant to Chapter 22079, Laws of Florida, Douglas Baker, Clerk, Circut Court, deli-
vered to the Board of County Commissioners the schedule or list,duly certified by such Clerk,
of all lands upon which tax oertificates were issued at the County Tax Collector's able of de-
linquent taxes held on said dates beginning with the sale of 1935, for 1934 taxes, to and in-
cluding the sale of 1943 for 1942 taxes, on all such lands as were bid off by such Tax Collect-
or and which taxes have not been redeemed or purchased, such schedule or list of lands being
on file in the office of the Clerk of the Circuit Court being listed in the supplemental minute
book, reference to such record and the list of schedule so recorded being made a part of these
minutes.
Application to cancel tax certificate #107, sale of June 1, 1945, the following reso-
lution was introduced by Commissioner Vickers who moved its adoption as follows, to -wit:
RESOLUTION
WHEREAS, taxes were assessed and levied by Indian River County for the year 1944 upon
-Lots 11 and 12, in Block 19 of Vero Beach Estates, a Subdivision in said County and upon the
non-payment of such taxes said property was sold and Certificate No. 107 issued as of June 1,
1945; and,
WHEREAS, said property during the year 1944 and continuously thereafter was and is
owned in fee simple by the City of Vero Beach, Florida, and said property during such period
was and isused as a public bathing beach and that the same was during said period and is exempt
from the assessment and levy of taxes by Indian River County; therefore,
BE IT RESOLVED that said tax sales Certificate No. 107 issued as of June 1, 1945 be and
the same is hereby cancelled.
The motion for the adoption of the Resolution was duly seconded by Commissioner Helseth
and unanimously adopted.

It was ordered Amy Newton, colored, Gifford,`Floride, be placed on the paupers list
to receive the sum of $8.00 per month until the further order of the Board.
It was moved by Commissioner R. W. Graves, seconded by Commissioner Glover and par-
ried that Mary Green, 200 N. 8th Street, Fort Pierce, Florida, be paid the sum of $22.00 for
board and care of James W. Johnson, colored, of Fellsmere,Florida, and the Board further agreed
to cooperate in the case of James W. Johnson as follows, to -wit:
TO WHOM IT MAY CONCERN:
We, the County Commissioners of Indian River County, do hereby agree that with res-
ipect to James W. Johnson a resident of Indian River County, who is now an inmate of St. Lucie
County Colored Welfare House at Ft. Pierce, that we are and will be responsible for necessary
hospitalization for James and in the event such hospitalization becomes necessary, James W.
Johnson is to be removed by H. H. Floyd of Vero Beach from the House where he now is to the
Indian River Hospital at Vero Beach, such removal to be at our expense; and further, that we
Will be responsible for interment expense.
This 7th day of August, 1945.

Harry W. Damerow and Chas. Buster, representing the American Legion, Glenn Snodgrass
;and Chief Pierce, representing the veterans of foreign wars, together with Doctor Luokie, appear
wed before the Board regarding an appropriation for salary to be paid a service officer for
Indian River County in assisting veterans of foreign wars as provided under Senate Bill No. 1701
' The Board agreed to amend the proposed 1945 and 1946 budget so as to include this appropriation.
On Motion made by Commissioner Helseth, seconded by Commissioner R. W. Graves and una
nimously carried, Douglas Baker, Clerk, was instructed to write the following letter:

otherwise for thecontrol of mosquitoes and mosquitos larva in Indian River County.

At the request of Aline Helleso, County Nurse, the Board agreed to appropriate a sum
;not to exceed $15.00 for the purpose of an increase in salary towards the employment of an as- 1
sistant County Nurse. The present appropriation is $25.00 and a sum not to exceed $15.00 would!
be considered an increase in this amount.
Chas. A. Mitchell, Attorney, was requested to write Mr. Emory of the State Road
' Department, calling his attention to badly needed drainage along the Fellsmere-Sebastian road,
'said road having been greatly harmed by improper drainage.
The following letter from B. L. Holman, together with estimate of S. F. Foster, was,
ordered filed and no action taken.

I am enclosing herewith a bid from Mr. Foster for throwing up road from the county
road to the lake thru the north end of my property --to which I will be glad to deed you a right
of -way.
At the time Mr. Foster was out there, my jeep was not there and we went up there in
Tom's Ford which does not have a speedometer and we were unable to determine the exact distance,
That is the reason the bid is on a mileage basis.

After careful consideration on offering a price for building a dirt road near Mr.
Bud Holman's place in Vero Beach, I am submitting the following bid:
BASE TOP AVERAGE HEIGHT PRICE
14 ft. 10 ft. 2 ft. 1;075 per mile
14 ft. 10 ft. 2i ft. $1,200 per mile
At the time of my conversation with Mr. Holman, I was unable to quote a price as
the exaot distance of the road or size of the fill was unknown. If the above bid is accepted,
it will probably'be some little time before I could actually begin the work.
The same average prices would prevail if the road is to be more or less than one
mile.

Douglas Baker, Clerk, was instructed to write a letter to Honorable Paul A. Bein-
dorf, President of the City Council, advising that the Board of County Commissioners would be
glad to meet with the City Council at such time and place as they may suggest for the purpose
of considering and authorizing application to the Fedetal Government for a loan to cover costs
of preparing plans and specifications for a new post-war hospital for Indian River County.
A letter was received from Mr. Milliard F. Ingalls requesting the purchase of some
land owned by the County and located near the County Jail. Chairman Graves appointed Albert
0. Helseth and R. W. Graves as a committee to investigate said request and report to the Board,'
It was ordered that the sum of $8,000.00 representing excess race track funds be
paid to the Board of public Instruction of Indian River County from the General Revenue Fund.
On Motion made by Commissioners Vickers, seconded by Commissioner Helseth and carried,
it was ordered the sum of $25.00 be paid,to Judge Otis M. Cobb from the Fine and Forefeiture
Fund towards the employment of clerical help for his office.
Judge Otis M. Cobb appeared before the Board and requested permission to purchase the
folio ing supplies and equipment for the County Judge's Office: L Miscellaneous Record. Book
#5, 1 Probate Orders Record Book #4, 2 24 Unit Dooumental Filing Cabinets, 1 Box Legal Size

Lieutenant Frank E. Emerson and Ensign W. R. Keagy appeared before the Board and re-
quested permission to use the Coast Guard Building at Wabasso Beach for navy personnel in carry
-ing on government work. This request received the general approval of the Board and was re-
ferred to Commissioner R. W. Graves and E. E. Carter to complete such arrangements as may be
necessary.

The Board then'considered the County Budget and Budget estimates as prepared by the
Board at its meeting of July 3rd, 1945, and duly advertised, as provided by Law, in the Vero
Beach Press Journal, in its issues of July 6 and 13, 1945. Thereupon Commissioner Helseth in-
troduced the following resolution and moved its adoption to -wit:/
WHEREAS, the Board of County Commissioners of Indian River County, Florida did hereto-
fore at its meeting in July, 1945, adopt its tentative budget for the fiscal year, 1945.1946,
and did duly publish the same as required by law and is now assembled in the first meeting of
said Board succeeding the time of such publication and, for the purpose of finaily;adapting said
budget; and upon due consideration certain changes being found necessary to said tentative bud -
get as advertised; therefore,
BE IT RESOLVED that under the heading "General Revenue Fund" of said budget item #564 be amended

that the amount of said item shall be fixed at #1380 rather than $1200; that a new item be
inserted under an appropriate number and designated "Veteran's Service Officer and Office Ex.
penes".and that the amount of such item be fixed at $2700; that item #699, "Contingencies",
be amended so that the same shall be fixed in the amount of 33159 rather than $1999; that the
total expenses of said General Revenue Fund be fixed at $50,8799 rather than $46, 839. That
Junder estimated revenues the tax levies be fined at 1 4/8 mills rather than 1 2/5 mills and
that the proceeds derived from said item be fixed at $19,131 rather than $14,879; that opposite
the words "Total Revenues" the amount be fixed at $53,556 rather than $49,304; that opposite
the words "Less 5O" the amount be fixed at $2677 rather than $2465; that opposite the words
"95% of Estimated Revenues" the amount be fixed at $50,879 rather than $46,839.
BE IT FURTHER RESOLVED that said budget be amended as to the "Fine and Forfeiture
Fund" by inserting a new item under en appropriate number, ."Clerical Help, Juvenile Court
Judge's Office" p and that the swn of $ 00 be appropriated priated for such item; thdt item #6q'a under
such fund "Contingencies" be' fixed at $1189 rather than $1489.1
BE IT FURTHER RESOLVED that under the heading "Quay Bridge District" item #699 "Con-
tingencies" be appropriated the sum of $1618 and that item #911 "purchases of Investments" be
1 shown to have no appropriation therefor in lieu of the appropriation of $1618.
BE IT FURTHER RESOLVED thatsaid budget be and the same is herewith amended in each
of the foregoing particulars.
Motion for adoption of resolution was duly seconded by Commissioner R. W. Graves and
unanimously adopted.

The several bills and accounts against the County, having been audited, were ex-
amined and found correct, were approved and warrants issued in settlement of same. Such bills
and accounts being on file in the Office of the Clerk of the Circuit Court, the Warrants so
issued from the respective funds being listed in the Supplemental Minute Book, as provided by
the rules of the State Auditor, reference to such record and the list so recorded being made a
part of these minutes.
The County Depository filed its monthly statement, showing receipt and disbursements
of the various funds, which having been audited were found to be correct.
There being no further business, on motion made, seconded and carried, the Board
then adjourned.

The Board of County Commissioners of Indian River County met at the Court House in
VeroABeach, at 10100 o'clock A. M. Tuesday, September 4,. 1945, in regular meeting with the fol..'
lowing members of the Board present: W. C. Graves, Jr., Chairman, Frank C. Vickers, S. B.
Glover and R. W. Graves. Ateett Albert 0. Helseth. Also present were Charles A. Mitchell,
Attorney, Sheriff L. B. O'Steen, E. E. Carter, County Engineer, and Douglas Baker, Clerk.
The minutes of the previous meeting were read and approved.
Mrs. F. B. Taylor and Miss Edna Tyler, representing the Indian River County Federation
of Womens Clubs, appeared before the Board and urged that some action be .taken toward the es-
tablishment of a County Health Unit with the services of a Sanitary Officer. The Board agreed
to cooperate in every way possible in order that the foregoing request be complied with.
The Board authorized the Hospital Committee, composed of W. C. Graves, Jr., and
Charles A. Mitchell, to file application with the proper Federal authorities, in the name of the
'City ,of Vero Beaeh and Indian River County4as co-sponsors, and to obtain a resolution from the
City of Vero Beach agreeing to One-half of the cost in connection with said application for the
purpose of obtaining the services of an architect, together with the plans, etc., relating to
a new hospital post-war project.
Alice Helieso, County Nurse, appeared before the Board and filed a report of her
