The several bills and accounts against the County, having been audited, were ex-
amined and found correct, were approved and warrants issued in settlement of same. Such bills
and accounts being on file in the Office of the Clerk of the Circuit Court, the Warrants so
issued from the respective funds being listed in the Supplemental Minute Book, as provided by
the rules of the State Auditor, reference to such record and the list so recorded being made a
part of these minutes.
The County Depository filed its monthly statement, showing receipt and disbursements
of the various funds, which having been audited were found to be correct.
There being no further business, on motion made, seconded and carried, the Board
then adjourned.

The Board of County Commissioners of Indian River County met at the Court House in
VeroABeach, at 10100 o'clock A. M. Tuesday, September 4,. 1945, in regular meeting with the fol..'
lowing members of the Board present: W. C. Graves, Jr., Chairman, Frank C. Vickers, S. B.
Glover and R. W. Graves. Ateett Albert 0. Helseth. Also present were Charles A. Mitchell,
Attorney, Sheriff L. B. O'Steen, E. E. Carter, County Engineer, and Douglas Baker, Clerk.
The minutes of the previous meeting were read and approved.
Mrs. F. B. Taylor and Miss Edna Tyler, representing the Indian River County Federation
of Womens Clubs, appeared before the Board and urged that some action be .taken toward the es-
tablishment of a County Health Unit with the services of a Sanitary Officer. The Board agreed
to cooperate in every way possible in order that the foregoing request be complied with.
The Board authorized the Hospital Committee, composed of W. C. Graves, Jr., and
Charles A. Mitchell, to file application with the proper Federal authorities, in the name of the
'City ,of Vero Beaeh and Indian River County4as co-sponsors, and to obtain a resolution from the
City of Vero Beach agreeing to One-half of the cost in connection with said application for the
purpose of obtaining the services of an architect, together with the plans, etc., relating to
a new hospital post-war project.
Alice Helieso, County Nurse, appeared before the Board and filed a report of her

Douglas Baker, Clerk, was instructed to write a letter of appreciation from the Board
to t e several doctors of Indian River County for theirservices rendered in connection with
the aunty Health Clinic.
Douglas Baker, Clerk, was instructed to write a letter to Chief C. W. Pierce, repro-
sent g the Veterans of Foreign Wars, in reply to a letter of recommendation received from them
recommending Dr. Leckie as a qualified candidate for the position of Service Officer in Indian
River County.
The following resolution was introduced by Commissioner Graves who moved its adoption;
as follows, to -wit:
RRESOLUTION
WHEREAS, Honorable D. A. Lawson died on August 27, 1945 and at the time of his death
was the Supervisor of Registration of Indian River County; and,
WHEREAS, Mr. Lawson performed his duties as County Supervisor of Registration faith-
• fully and efficiently and to the satisfaction of all citizens of the County and was a highly
esteemed citizen; therefore,
BE IT RESOLVED that the Board of County Commissioners does hereby express its regret,li
as a Board and as individuals, upon the passing of Mr. Lawson and extends sincere sympathy to
'the members of his family.
BE IT FURTHER RESOLVED that this Resolution be spread upon the minutes of this Board;
that a certified copy hereof be forwarded to the family of Mr. Lawson; and that a copy hereof
be published in the Vero Beach Press Journal.
The motion for the adoption of the resolution was duly seconded by Commissioner
'Vickers and unanimously adopted.

The following resolution was introduced by Commissioner S. E. Glover who moved its
adoption as follows, to -wit: i!
RESOLUTION
'WHEREAS, there is a balance in the Outstanding Indebtedness Fund of $6946.86, and not,
sufficient funds in the Road and Bridge Fund to meet current bills of said fund, funds under
the control of this Board; and,
WHEREAS, due to the heavy demand that has been mdde upon the Road and Bridge Fund to
meet current and extraordinary expenses; and,
WHEREAS, all Road and Bridge Bills approved and all other obligations approved at the
time of making said budget and as designated in said Outstanding Indebtedness Fund have hereto
fore been paid in full, either from said Outstanding Indebtedness Fund or from other funds of
said County;
THAT THEREFORE, the otginal debt in said Outstanding Indebtedness Fund for which said
fund is legally responsible and liable has been retired and a surplus remains in said fund of
.said sum of $6946.86;
THEREFORE, BE IT RESOLVED, that the sum of $6946.86 be transferred from the Outstand
,ing Indebtedness Fund to the Road and Bridge Fund, upon the approval of the State Comptroller,
to assist in meeting the current and extraordinary expenses of the County.
The motion for the adoption of the resolution was duly seconded by Commissioner
,Vickers and unanimously adopted.

Commissioner Vickers introduced the following resolution and moved its adoption,
RESOLUTION
WHEREAS, Honorable Albert 0. Helseth and Mrs. Helseth have suffered a most tragic loss
in the death of their son, Captain Albert 0. Helseth, Jr. while on active duty with the Armed
Forces of the United States; and,
WHEREAS, Mr. and Mrs. Helseth are outstanding citizens of Indian River County and Mr.
Helseth has rendered great service to this county for a long period as a member of the Board of
County Commissioners; and,
WHEREAS, Captain Albert 0. Helseth, Jr. was born, reared and educated in this county,
and was one of its outstanding young men; therefore,
BE IT RESOLVED that the Board of County Commissioners -of Indian River County does here-
with express its sincere sorrow upon the loss of Captain Helseth and hereby extends to Mr. and
,/ Mrs. Albert 0. Helseth and all members of the family, its sincere sympathy in this time of
great bereavement.
BE IT FURTHER RESOLVED, that this Resolution be spread upon the minutes of this Board;

The motion for the adoption of this resolution was duly seconded by Commissioner

The Board then proceeded with the matter of fixing the rate of taxation for Indian
River County for the year 1945 and, after careful consideration of.the estimated receipts and
;expenditures, the following resolution was introduced by Commissioner R. W; Graves who moved
its adoption, to wits
WHEREAS, all acts having been performed and all proceedings had as required by law
and preliminary to the levy of taxes in Indian River County, Florida for the year 1945; and,
WHEREAS, the respective boards and taxing districts beinvauthorized to fix and levy
taxes upon property situated within Indian River County, Florida, as provided by law, fixed Sul
'tax levies and have certified the same to this Board and this Board having considered the same
and having then found them to be proper, therefore be it resolved that;
Estimates having been made by the Board of Commissioners of IND?zAN RIVER MONUTTO CON:`:
TROL DISTRICT, and a certified copy of the resolution filed with this Board, as required by law
and as estimated by the Board of Commissioners, it is determined and hereby declared thata tax

,for the ultimate redemption of bonds, notes, or other obligations outstanding, and to pay in
terest thereon, when due, and for general repairs and additional work to be done, and a certi-
fied copyoof the resolution filed with this Board, as required by law, and as hereby declared
that a tax rate of one and eleven -twentieth mills upon the dollar be levied, and is hereby fixed
and assessed, for the year 1945, on all of the property in the County of Indian River, lying add
,being in the boundaries of said Sebastian Inlet District Four-fifthil s of which shall be
,used solely for. interest payments, when due, and to create a sinking fund for the ultimate re*
demotion of Refunding Bonds of said District dated July 1st,. 1936 and three-fourths , (3/4) mills
of which levy shall be used as a maintenance fund and for the purposes authorized and prescribed
in the act creating said district namely Section 15 of Chapter 7976 of the Laws of Florida as
amended by Chapter 12259 of the Laws of Florida.
,BE IT FURTHER RESOLVED, that the Tax Assessor of Indian River County, Florida, be and
he is hereby directed to assess and levy all the foregoing:taxes taxes as fixed and levied 3aythis
Board upon the taxable property in Indian River'County, Florida, Just and due taxation within the
respective boundaries upon which such taxes are levied; that a certified copy of this resolution
be furnished to the County Assessor of Taxes.

Commissioner Vickers introduced the following resolution and moved its adoption, to -wit:

a tax rate of One tenth (1/10) mill upon the dollar, be levied, and is hereby fixed and imposed
and assessed for the year 1945, on all of the property in the County of Indian River lying and
;being within the boundaries of said Florida Inland Navigation District, the boundaries of said
District being described as the entire County as a whole, One -twentieth (1/20) mill of which
shall be used to pay interest and create a sinking fund for the ultimate redemption of bonds
;outstanding and One twentieth (1/20) mill shall be used for all expenses including the. purchase
price of right-of-way and other property.
The motion for adoption was duly seconded by Commissioner Glc r_ers, and adopted by the
following vote:
AYES: Graves, Glover, Vickers and R. W. Graves.

Commissioner Frank C. Vickers introduced the following resolution and moved its adoption,
to -wit:
WHEREAS, the respective boards and taxing districts being authorized to fix and levy
taxes upon property situated within Indian River County, Florida, as provided by law, fixed such'
tax levies aid have certified the same to this Board and this Board having considered the same
and having then found them to be proper, therefore be it resolved that;
To meet the current expenses incidental and necessary,to the operation df the Public
Schools of the County, and to pay the salaries
and busses as estimated by the County Board of
of teachers, bus drivers and repair school houses
Public Instruction, the sum of $240,808.81, it
is determined and hereby declared that a tax rate of 4.5 mills upon the dollar be levied,assessed
and is hereby imposed upon all the property in the County of Indian River on the first day of
January, 1945.

the Trustees having certified the rate of millage voted to be assessed it was determined that a

To meet the interest payment and provide a sinking fund for the ultimate redemption a'

bonds of SwECaAL TAX SCHOOL DISTRICT NO. 1, and in pursuance of the requirementsof law, and as,
estimated by the County Board of 7ublic Instruction, it is determined and hereby declared that
a tax rate of Three -2/ (3 2/5) mills upon the dollar be levied, and is hereby affixed and as -
dossed for the -year 1945, on all property in the County of Indian River, lying and being within
the boundaries of Special Tax School District No. 1 the boundaries of which said District being
'described above in these minutes.
To meet the interest payments and provide a sinking fund for the ultimate redemption of
bonds and Time Warrants of SPECIAL TA; SCHOOL DISTRACT NO. 11, and in pursuance of the require.
ments of law, and as estimated by the County Board of Public Instruction, it is determined and
hereby declared that a tax rate of Three (3) mills upon the dollar, be levied, and is hereby
fixed and assessed for the year 1945, on all of the property in the County of Indian River lying
and being within the boundaries of Special Tax School District No. 11, the boundaries of which
said District being described above in these minutes. One and three-fourths (1 3/4) mills to be
used for the paying of interest and providing a sinking fund for refunding bonds of said Dis-
triet dated the first day of December, 1936, and one and one.fourth (1 1/4) mills for the pur-
pose of paying interestupon, and providing a sinking fund for bonds of said district dated
December 1, 1940.
BE IT FURTHER RESOLVED, that the Tax Assessor of Indian River County, Florida, be and
he is hereby directed toassess and levy all the foregoing taxes as fixed and levied by this
Board upon the taxable property in Indian River County, Florida, just and due taxation within
the respective boundaries upon which such taxes are levied; that a certified copy of this re-

solution be furnished to the County Assessor of Taxes.
The motion for adoption was duly seconded by Commissioner R. W. Graves, and adopted
by the following vote:
Ayes: Graves, Glover, Vickers and R. W. Graves.

BE IT FURTHER RESOLVED that the rate of Taxation necessary to meet the expenditures of
the Board of County Commissioners of Indian River County, Florida, for the fiscal year 1945•
1946 pursuant to the budget of said Board as heretofore published, amended and approved, is as
hereinafter levied and that the tax rate as hereinafter shown and set forth, be and it is -hereby
levied on all taxable property in Indian River County, Florida, for the year 1945, with the rate

Fes, the sum of $16,364.0O, it is determined and hereby declared that a tax rate of three-
fifths (3/5) mills upon the dollar be,levied, assessed, and is hereby imposed upon all the pro-
perty lying and being in the County of Indian River on the first day of January, 1945, for the

shape and for the construction and repairing of bridges and other necessary expenses to keep th

The motion for the adoption of the said resolution for the levy of taxes was seconded

The several bills and accounts against the County, hating been audited, were examined
land found corrects were approved and warrants issued in settlement of same. Such bilis and
,accounts being on file in the office of the Clerk of the Circuit Courts the Warrants so issued
from the respective funds being listed in the Supplemental Minute Book, as provided by the
rules of the State Auditor, reference to such record and the list so recorded being made a part
of these minutes.
The County Depository filed its monthly statement, showing receipts and disbursements
of the various funds, which having been audited were found to be correct.
There being no further business, on motion made, seconded and carried, the Board
then adjourned.

Vero Beach, at 3:00 o'clock P. M. Friday, September 21, 1945, in special meeting with the follow-
ing members of the Board present: W. C. Graves, Jr., Chairman, R. W. Graves, Frank C. Vickers'
and S. E. Glover. Absent Albert 0. Helseth. Also present was Douglas Baker, Clerk.
