Tuesday, October 2, 1945', in regular meeting with the follow- ing members of the Board present: W. C. Graves, Jr., Chairman, Albert 0. Helseth, Frank C. Vickers, S. E. Glover and R.W. Graves. Also present were Charles A. Mitchell, Attorney, E. E. Carter, County Engineer, L. B. O'Steen, Sheriff and Douglas Baker, Clerk. Minutes of previous meetings were read and approved. Mr. Jess Dixon and Mr. MacDonald, representing the City of Fellsmere, appeared before the Board and requested that certain streets in the City of Fellsmere, approximately one mile, 'be patched and sprayed with asphalt. The Board instructed County Engineer, E. E. Carter, to con- fer with Mr. Dixon and Mr. MacDonald and obtain an estimate as to the cost of the proposed work and report back to the Board at its next regular meeting. Application of Harry Bohannon and Conger M. Reynolds (Gifford Liquor Store) east side i; Dixie Highway, north Vero Beach, for a license to sell intoxicating liquors, wines and beers, was inspected and after ca'fully considering the same, on motion made, seconded, and carried, the same was approved. Application of E. C. Copeland (I. J. Anderson*s'Building) Wabasso, Florida, for a 'license to distribute wines of any alcbhialecontent and malt beverages containing not more than 14% of alcohol -4 by weight in wet Mies, was inspected add, after carefully considering the same, on motion made, seconded and carried, the same was approved. Bond of Supervisor of Registration OrElections, for Louis Harris in the sum of $500.00, with Continental Casualty Company as surety, was approved. The effective date of the appoint - j ment being September 17, 1945, and ending the first Tuesday after the first Monday in January 1949. Boudet, County Agent, submitted a report of his activities for thamonth of September and the same was ordered filed in the Clerk's Office. County Deeds, Nos. 142 to 148, inclusive, under Chapter 194, Florida Statutes, 1941, were signed by the several members of the Board. A committee, composed of Commissioners Helseth and R. W. Graves, recommended that the Board do not sell land belonging to the County to Mr. M. F. Ingalls, County Jailor, who had re- quested to purchase some County land near the jail. The Board accepted the recommendation of the committee and agreed not to sell the land. APPLICATION DUPLICATE TAX SALE. Commissioner Glover introduced the following resolution and moved its adoptionaae follows, to -wit: ALESCLuT ION WHEREAS, pursuant to Chapter 22870 Aets of Florida Legislature, 1945, the City of Vero Beach, Florida has filed with the Board of County Commissioners of Indian River County, Florida, a verified written Petition stating that lots situated in Indian River County,°Florida,, described as follows, to -wit: Lot 5 in Block 1, and Lots 5 and 12`in Block 2, of Walter Kitching's Subdivision, ac- cording to plat thereof filed in the office of the Clerk of the Circuit Court of St. Lucie County, Florida, in Plat Book 4, at page 5. have become the property of Indian River County tinder the provision of Chapter 22079, Aets of Florida Legislature, 1943 and by virtue of Decree e3tered in the Circuit Court of Indian River County, Florida on August 14, 1944 and which Petition sets up the name and address of the City of Vero Beach, Florida and recites that said City was the'ownereof said lots at the time of the entry of such Decree and sets up the price of the lots as previously fixed by Resolution of this Board and the use to which such lots were enjoyed by such former owner at the time of the entry of said final Decree and a statement of the facts and circumstances upon which such former :owner bases the request for the restoration of the described property and an offer to pay an amount equal to all taxes, including municipal taxes and liens, if any which had become de- linquent, together with interest and cost provided by law and together with any subsequently accrued taxes which had not been assessed and representing current and omitted years. Duncan, appeared before the Board and presented the tax rolls for the year 1945 on Real and Personal Property and also Intangible Tax Roll, mhich were carefully examined and found correct and on motion made by Albert 0. Eelseth, seconded Asy Frank C. Vickers, and carried, were approved, and the warrants to each of said rolls were_an-, vexed thereto and is in wordd and figures following: THE STATE OF FLORIDA To Troy E. Mitchell, Attorney, advised the Board that Vero Beach is being considered as headquarters for the new Southeastern Health District which is to be established on October ast. Dr. E. F. Hoffman, Director of the Bureau Epidemiology of the Board of Health, was in the city Tuesday in conference with local health authorities. If suitable quarters can be rented Vero Beach will be the logical place for headquarters. Indian River, Brevard, Osceola, St. Lucie, Martin and Palm Beach Counties will comprise the new district. The new district will make public health facilities available in these counties. The district will be staffed with a health of- ficer, nurse, sanitarian and clerk. Prime duties of the staff will be general public health work as well as some supervision of public health functions being promoted by individual county ;health departments. Mr. Mitchell further stated that space for the headquarters office is being ,considered, on the second floor of the Seminole Building, at a special rental concession by the owners. The Board agreed to underwrite a rental not to exceed $50.00 per month for this space, cif necessary, and it is thought the city will furnish water and electricity. The several bills and accounts against the County, having been audited, were examined and found correct, were approved and warrants issued in settlement of same. Such bills and ac- counts being on file in the office of the Clerk of the Circuit Court, the warrants so issued from the respective funds being listed in the Supplemental Minute Book, as provided by the ruled of the State Aiditor, reference to such record and the list so recorded being made a part of these minutes. The County Depository filed its monthly statement, showing receipt and disbursements jof the various funds, which having been audited were found to be correct.
