HomeMy WebLinkAbout11/6/1945TUESDAY, N 40,LI_ER 611 90. The Board of County Commissioners of Indian River County met at the Court Rouse tm Vero Beach, at 9:30 o'clock A. M. Tuesday, November 6, 1945, in regular meeting with the followf ing members of the Board present: W. C. Graves, Jr., Chairman, Frank C. Pickers, S. E. Goer r, and R. W. Graves. Absent Albert 0. Relseth. Also present were Charles A. Mitchell, Attorney,,, E. E. Carter, County Engineer, L. B. 0/Steen, Sheriff and Douglas Baker, Clerk. The minutes of the previus meeting were read and approved. Dr. S. J. Williams, Director of the Southeastern Florida District of the State Board of Health, with headquarters in Vero Beach, appeared before the Board and gave a brief review of the future plus of the Health Unit. The Board authorized payment of the first month's rent, being that of November, 1945, to Ormond Taylor, owner of the Seminole Building, in the sum of $50.00. This was ordered paid from the General Revenue Fqm. Glover introduced . the following Resolution and mowed its adoptions WHEREAS, there is a balance in the General Revenue Fund of $1878,29 and a balance of $5521.29 in the Vero Bridge District Fund, funs under the control of this Board, and, WHEREAS, due to the heavy demand that has been made upon the General Revenue Fun of this County to meet the current and extraordinary expenditures: THEREFORE, BE IT RESOLVED, that the sum of $521:29 be transferred from the Vero Bridge District Fund to the General Revenue Fund, upon the approval of the State Comptroller, to assist in meeting the current and extraordinary expenses of the County. Upon being put to vote the same was unanimously adopted.. didwomona 3 Application of Conger M. Reynolds and Harry Bohannon (Fellsmere Bar and Liquor Store), Hughes Building, Fellemere, Florida, fora license to sell intoxicating liquors i vines and beer, was inspected and after carefully considering the same, on motion seoonded and carried, the same was approved. Application of Barry Bohannon, Conger M. Reynolds. and Stuart Glover (0ifford Liquor Store), North Dixie Highway, Vero Beach, Florida, for a license to sell intoxicating liquors, wines and beer, was inspected and after carefully considering the same, on motion made secondee and 'carried, the same was approved. Application for transfer of Lieense No. 18, tosell intoxicating liquors, wines and beer, from M. D. Kersoy to E. W. Knight, was inspected and after carefully.considering the same on motion made seconded and carried, thesame was approved. The Board authorisedthe. issuance of, and signed County Deeds Numbers 149 to 161, inclusive, on County lands under Chapter 22079, Laws of Florida. Copy of audit of the accounts of the Board of Public Instruction, Report No. 2771, was presented in connection with the provisionsof Section 125.09, Florida Statutes, 1941, and was ordered filed as a part of the Public Records of Indian River County. Chief Pierce, representing Veterans of Foreign Wars, appeared before the Board and verbally withdrew their recommendation of Dr. Leckie, and recommeed the appointment of Thomas W. Cobb as County Servive Officer of Indian River County. . Glen Snodgrass, also, appeared before the Board and made brief remarks concerning the qualifications, etc., or both applicants, Dr. Luckie and Thomas W. Cobb. Judge J. W. Boring was also present and expressed his opinion regarding the County Service Officer. After carefully considering the same, motion was made by S. E. Glover, seconded by R. W. Graves and unanimously carried that Thomas W. Cobb be appointed County Service Officer, effective November 1, 1945, to receive compensation of $200.00 per month, representing salary, plus an amount not to exceed $25.00 per month for other miscelleanous expenses in connection with the office of County Service Officer. On motion made by Commissioner Vickers, seconded by Commissioner Glover, a committee consisting of W. C. Graves, Jr., Charles A. Mitchell and E. E. Carter, were appointed to obtain! the services of an architect for the purpose of preparing plans for an addition to the County Jail. The Board authorized County Engineer, E. E. Carter, to contact pity officials of Fellsmere regarding work on streets within the City of Fellsmere, aspreviouslydiscussed. A letter was received from the Fellsmere Development Corporation with regard to sur- veying and further grading a road extending from the present Lateral 0'. Road, in the Fellsmere area, south to State Road No. 30. The contents of the letter explained the vatious reasons as to why the road is so badly needed. The Board concurred favorably as to the need of said proposed road and a committee consisting of E. E. Carter, County Engineer, and Charles A. Mitchell, Attorney, was appointed to proceed with plans for the constriction of this road to include preliminary surveys of rights -of -ways. Cathroe, as a further consideration acknowledge myself held and firmly bound unto Douglas Baker, Clerk of the Circuit Court of Indian River County, and his successors in office, in the sum of $156.94, being double the amount of the face value of said Tax Certificate, for payment whereof ell and truly to be made, 1 bind myself, heirs, executors and administrators firmly by these presents should said Certificate be presented to any person whomsoever, assigned or otherwise, for payment or application for Tax Deed thereon. 1 solemnly swear, or affirm, that the statements contained herein in support of my application for issuance of duplicate Tax Sale Certificate, are true and correct. Such bills and ac- counts being on file in the office of the Clerk of the Circuit Court, the warrants so issued from the respective funds being listed in the Supplemental Minute B00%,as provided by the rules of the State Auditor, reference to such record and the list so recorded being made a part of these minutes. The County Depository filed its monthly statement, showing receipt and disbursements of the various funds, which having been audited were found to be correct.
