M., Tuesday, April 2, 1946, in regular meeting with !'the followdng members of the Board presents W. C. Graves, Jr., Chairman! Frank C. Vickers, R. 'W. Graves, Aibertc.-8�i Helseth and S. E. Glover. Also present were Charles A. Mitchell, Attorneg91 E. E. Carter, - County Engineer, L. B. O'Steen, Sheriff and Douglas Baker, Clerk, I The minutes of the previous meeting were read and approved. Notary Public Bond for Paul B. Stevenson for $500.00 with American Surety Company of 'iNew Fork as surety was approved March 13, 19469 by Douglas Baker, Clerk Circuit -Court, as pro- vided by law. Notary Public Bond for Mabel K. Holland in the sum of $500.00 with American Surety � ';Company of New Fork as surety was approved April 19 1946 by Douglas Baker, Clerk Circuit Court, !as provided by law. it At the request of Mrs. Gleason of the State Welfare Department, it was ordered that 'i Maude J. Evans , Stuart, Florida, be paid the sum of.$25.00 per month to apply on the ex- penses for the care of Mrs. Helen Sturm (age 81) Vero Beach, Florida. On motion made by R. W. Graves, seconded by Frank C. Vickers and unanimously carried, 'pit was ordered the sum of $150.00 be paid to the Vero Beach High School Band for the purpose of defraying the expense of said band to enter the State contest and to publicize Indian River County. Charles A. Mitchell, Attorney, was instructed to publish.,.a notice in the Vero Beach Tress Journal prohibiting the dumping of refuge on public road rI ts-of•way. It was ordered the sum of $50.00 be appropriated from the General Revenue Rand for the on the several county assessment rolls r�purpose of fixing the bindersAocated in the vault of the county Commissioner's room. J. B. Tipping President, together with Leon Knight and H. H. Giffordo members and re- presentativesof the Indian River County Rod and Gun Club, appeared before the Board and re- i,quested a report to date regarding the Blue Cypress Lake road. Charles A. Mitchell, Attorney (representing the Board, gave an oral report as to the procedure and action which had been taken "by the County up to the present. Alice Helleso, County Nurse, appeared before the Board and -made a report of her activi-r!' ,ties for the month of March, said report being on file in the Clerk's office. I Honorable Alex MadWilliam appeared before the Board and entered into discuitsion with b 'I ;regard to the present condition and the future of the Winter Beach bridge. Mr. MadWilliam jstated that he would further discuss the matter with Attorney Charles A. Mitchell and that they would endeavor to determine the best and proper procedure to follow in order to -determine ( What could be done and if so the nature of the same. The motion for the adoption of the resolution was seconded by Commissioner 'Vickers and unanimously adopted. The several bills and accounts against the County, having been audited, were examinedil and found correct, were approved and warrants issued in settlement of some. Such bills and ac.. ijoounts being on file in the office of the Clerk of the Circuit Court, the warrants so issued from the respective funds being listed in the Supplemental Minute Book, as provided by the rule of the State Auditor, reference to such record and list so recorded being made a part of these minutes. The County Depository filed its monthly statement, showing receipt and disbursements of the various funds, which having been audited were found to be correct. There being no further business, on motion made, seconded and carried, the Board then adjourned. Tuesday, May 7, 1946 in regular meeting with the i ifoilowing members of the Board present: W. C. Graves, Jr., Chairman, Frank C. Vickers, R. W. Graves, S. E. Glover, and Albert 0. Relseth. Also present were Charles A. Mitchell, Attorney, E. X. Carter, County Engineer, L. W. O'Steen, Sheriff, and Douglas Baker, Clerk. The minutes of the previous meeting were read and approved. i' Notary Public_ -Bond in the sum of $500.00 for Earle G. Thatcher with American Surety Company of New York as surety was approved by Douglas Baker, Clerk Gircuit Court, as provided by law. Mrs. S. Buss and Miss Edna Tyler representing the Vero Bbach Library Association ap- ,;peared before the Bbard and requested a certain sum be placed in the yearly budget of this Board in order to purchase new books and assist in the cost of maintenance of the Vero Beach ..Library. These ladies submitted a tenative budget showing the need for subscriptions from the County, City and individuals and stated the City of Vero Beach had given the sum of $250 -Oa and that a contribution from the County would be appreciated at this time. After careful consideration it was moved by Commissioner R. Graves, seconded by Commissioner Glover and unanimously carried, that the sum of $250.00 be appropriated and paid (from the General Revenue Fund to the Vero Beach Libfary Association for the Budget year 1945- r1946. Ellis Duncan and Bill Stewart appeared before the board and announced theoppening of their office in the Arcade Building and stated that they would specialize in building, design, ,drafting and house plans. These men stated their qualifications and requested an opportunity to submit architectural plans, after studying the County's building needs with regard to the remodeling or building a new jail or any other building needs of the Gounty. The Board advised they would be glad t0 o®�operate in every way possible at such time as it was deemed advisible .and necessary to obtain such services. MPs. L. M. Newman representing the Indian River County Federation of Vomen's Clubs appeared before the Board and offered to co-operate and lend their assistance in order to
