BE IT FURTHER RESOLVED, that said applications and the making thereof and the exe-
cution thereof are herewith ratified and approved.
The motion for the adoption of the resolution was seconded by Commissioner 'Vickers
and unanimously adopted.
The several bills and accounts against the County, having been audited, were examinedil
and found correct, were approved and warrants issued in settlement of some. Such bills and ac..
ijoounts being on file in the office of the Clerk of the Circuit Court, the warrants so issued
from the respective funds being listed in the Supplemental Minute Book, as provided by the rule
of the State Auditor, reference to such record and list so recorded being made a part of these
minutes.
The County Depository filed its monthly statement, showing receipt and disbursements
of the various funds, which having been audited were found to be correct.
There being no further business, on motion made, seconded and carried, the Board then
adjourned.

The Board of County Commissioners of Indian River County met at the Court Rouse in
Vero Beach, Florida at 10f00 O'clock A. M. Tuesday, May 7, 1946 in regular meeting with the

ifoilowing members of the Board present: W. C. Graves, Jr., Chairman, Frank C. Vickers, R. W.
Graves, S. E. Glover, and Albert 0. Relseth. Also present were Charles A. Mitchell, Attorney,
E. X. Carter, County Engineer, L. W. O'Steen, Sheriff, and Douglas Baker, Clerk.
The minutes of the previous meeting were read and approved.

Notary Public_ -Bond in the sum of $500.00 for Earle G. Thatcher with American Surety
Company of New York as surety was approved by Douglas Baker, Clerk Gircuit Court, as provided
by law.
Mrs. S. Buss and Miss Edna Tyler representing the Vero Bbach Library Association ap-
,;peared before the Bbard and requested a certain sum be placed in the yearly budget of this
Board in order to purchase new books and assist in the cost of maintenance of the Vero Beach
..Library. These ladies submitted a tenative budget showing the need for subscriptions from the
County, City and individuals and stated the City of Vero Beach had given the sum of $250 -Oa and
that a contribution from the County would be appreciated at this time.
After careful consideration it was moved by Commissioner R. Graves, seconded by
Commissioner Glover and unanimously carried, that the sum of $250.00 be appropriated and paid
(from the General Revenue Fund to the Vero Beach Libfary Association for the Budget year 1945-
r1946.
Ellis Duncan and Bill Stewart appeared before the board and announced theoppening of
their office in the Arcade Building and stated that they would specialize in building, design,
,drafting and house plans. These men stated their qualifications and requested an opportunity
to submit architectural plans, after studying the County's building needs with regard to the
remodeling or building a new jail or any other building needs of the Gounty. The Board advised
they would be glad t0 o®�operate in every way possible at such time as it was deemed advisible
.and necessary to obtain such services.
MPs. L. M. Newman representing the Indian River County Federation of Vomen's Clubs
appeared before the Board and offered to co-operate and lend their assistance in order to
d! �.Dim- --+ f+ obtain a home for the care of aged people in Indian River
;County. Charles A. Mitchell, Attorney, advised Mrs. Newman that .certain plans were in the
f;makiag to obtain a building for such a purpose from the 'United Mates Government and located
on the local Navy Base, and that he was very #q that these plans would materialize favor
!!ably in the near future.
V' Charles S. Kuster and Lou4.Burger appeared before the Board and requested the County
to marl a continuation of a present and existing street in the area of Spruce Park Bub-dlvision.ti
Thur further stated it would require approximately 1500 feet of marl. The Board authorized
E. E. Carter, County Engineer, to do this work as soon as possible or in the very near future.
County Agent, M. A. Bbudet, submitted a report of his activities for the month of
uApril and said report was ordered filed with the Clerk and made a part of these minutes.
Alice M. Selleso, County Nurse,.appeared before the Board and submitted a report of
her activities for the monthc.of April and said report was ordered filed with the Clerk and made
,,a part of these minutes.

the cost of room, board, and care of Jonah Chambers, age 82, former resident of Indian River
County, effective May 19 1946.
Report No. 2826,.whioh was made on the Audit of the accounts of the officials of Indian'
!,River County by Phillip S. Shaw was presented to the Hoard, of County Commissioners in connect -
'ion with the provisions of section 125.09, Florida Statutes 1941, and it was ordered filed as
is part of the Public Records of Indian River County.
The following was appointed -Deputy Sheriff -by L. B. O'Steen, Sheriff, and Douglas,
Baker, Clerk, announced that said appointment had been filed with him.

Sheriff L. B. O'Steen called the Board's attention to the dire needs of colored
!'toilets to be eonstriuoted in or near the Court House. The Sheriff further stated that such
;toilets were needed practically all of the time, particularly so during the several terms of
!County and Circuit GoUrt. E. E. Carter, County Engineer, was instructed to confer with the
firm of Duncan & Stewart as to the possible plans for the colored toilets.
It was ordered the election officials for the first primary be paid the sum of $8.00
per day,plus $2.00 to the person returning the ballot box,plus 5¢ per wile; further, that the
Deputy Sheriffs' conducting said election to receive the sum of $3.00 per day; further, that tpe
owners of the buildings.where the elections were conducted to receive the sum of $3.00 per day
for rental.
Commissioner Glover introduced the following resolution and moved its adoption as
follows to -wit:

BE IT RESOLVED That the Board of County Commissioners of Indian River Gouat y,Florida,
being the governing body of the said county, requests the United States Navy to use D.D.T.
solution or mixture dispersed by plane or otherwise for the control of mosquitoes and mosquito
^larvae in Indian River County, Florida, and is accord with the program followed by the United
States Navy in such area in the mosquito season of 1945•
