The Board of aounty Commissioners of Indian River County met at the Court House in
Vero Beach, at 10.400 O'clock, A. M. Tuesday, July 2, 1946, in regular meeting with all members
; present except Frank C. Vickers. Also present were Charles A. Mitchell, Attorney;.E..E. Carter
County Engineer; L. B. O'Steen, Sheriff; and Douglas Baker, Clerk.

The minutes of the previous meeting were read and approved.
Mr. E. W. Knight and Mr. W. B. Crosby appeared before the Board with regard to the
road from Blue Cyprus Lake to the Fellsmere grade. They stated this road had been closed just
prior to entering land owned by Mr. Fondren Mitchell and that in their opinion, this is and

has been for many years a public road. A letter was also.,received from Dr. W. F. Eubanks re-
garding the same problem. The Board advised they would investigate the matter and see what p

I' could be done regarding same, if anything. f
Mayor L. M. Shafor of the City of Sebastian, and Charlie Sembler appeared before
�I the Board as a committee and requested that some immediate action be taken with regard to the
repairing of Louisiana Avenue. Mayor Shafpr stated the City of Sebastian would furnish the
rock provided the County would build the road and furnish asphalt for same. It was agreed to
build the road on this basis; work to begin as soon as possible.
County Deeds Nos. 235, 236, 237 were executed by the Board.under Chapter 22079,
a. Acts of 1943,
Surety Bond of Marren T. Zeuch in the sum of $109000, as MEMBER OF STATE WELFARE
BOARD with U. S. Fidelity and Guaranty Company as surety was approved.
Mr. WarrentT. Zeuch appeared before the Board in behalf of the Indian River Fire I

Trotective Association stating that it would require the sum of $2,500.00 to $2,900.00 from

;the County for the purpose of supplementing firemen's salary, gasoline and other expenses per
year, and Mr. W. C. Graves, Jr., Chairman.of the Board' together with the other members agreed

irresolution -to this effect subject to the approval of the State Comptroller.

County Agent, M. A. Boudet, appeared before the Board with regard to an exhibit from
Xndian River County for the State Fair to be held at Tampa. Mr. Boudet 'out -lined the procedure
d the proposed expenses in connection with the Fair. After considerable discussion and con-
ideration as to expenses and receipts of said Fair together with the advantages and disadvant-
'�ages, the Board decided akainst the proposal,

It was ordered Henry Jackson, Colored,lc/o Standard Shoe Shop, Vero Beach, Florida,
'receive the sum of $15.00 per month until further orders of the Board.
The County Nurse was instructed to issue grocery orders for Mr. Martin in the sum of
,$15.00 per month in lieu jOf $10.00 which he had been receiving. She was also instructed to
;issue grocery orders to J es Brisbane in the sum bf $25.00 per month until further orders.
The Board agree to pay Indian River County Hospital the sum Of $150.00 per mouth

by certify that under and by virtue of Chapter 22079, Laws of Florida, Acts of 1943, the fee
simP14 title in and to Lot 10, in Block 39, Original Town of Vero, (now City of Vero Beach)
"Florida, was vested in Indian River County, Florida, by decree of the Circuit Court in and for
Indian River County, Flor da,duly made and entered on the 16�h day of April, 1945. That pur-
suant to sale made by In4an River County of said property under the provisions of said Chapter
22079, title therein was iest®d in the purchaser thereof by County Deed No. 129, issued July
3, 1945.
That by oversight, said land was sold for delinquent taxes for the year 1944 on June
19 1945, and Tax Certificate therefor issued to Indian River County, Florida, and which Certi-
ficate is now held by said County.
That said Certificate No. 139 was issued erroneously in that at the time of issuance
thereof, the Title to said property was vested in Indian River County under the provisions of
,;said Chapter No. 22079.

For your information we have Marchant Calculators in all of the County offices
that use any machines of -this -type in Palm Beach County and have had them there for ten or
twelve years. They must be entirely satisfied with the service for we have recently been given
an order for two additional machines. Broward County also has recently purchased their first
Marchant and are highly pleased with it.
We feel that we can give you a real calculating machine in the.Marahant, something
that will give you service year in and year out with a minimum of attention. i

The Board then considered the County Budget and Budget estimates as prepared by the
Board at its meeting of July 2, 1946, and duly advertised, as provided by Law' in the Vero
!!Beach Press Journal, in its issues of July $,and 12, 1946. Thereupon Commissioner R. W. Graves
;introduced the following resolution and moved its adoption to -wit:

The Board then proceeded with the matter of fixing the rate of taxation for Indian
{River County for the year 1946 and, after careful consideration of the estimated receipts and
'expenditures, the following resolution was introduced by Commissioner R. W. Graves who moved

WHEREAS, the respective boards and taxing districts being authorized to fig and levy
taxes upon property situated within Indian River County, Florida, as provided by law, fixed
such tax levies and have certified the same to this Board and this Board having considered the
(same and having then found them to be proper, therefore be it resolved that;
Estimates having been made by the Board of Commissioners of INDIAN RIVER MOSQUITQ, CON-
TROL DISTRICT,, and a certified copy of the resolution filed with this Board, as required by law,!
;rand as estimated by the Board of Commissioners, it is determined and hereby declared that a tag
(rate of Three and one-half (3.5) mills upon the do;lar be levied, and is hereby fixed and as-
loessed for the year 19469 on all of the property taxable for such purpose as provided by law in
!the County of Indian River, lying and being within the boundaries of said Indian River Mosquito
duly considered; therefore,
BE IT RESOLVED that the said County Commissioner -'s budget and
estimate of expenses
