The Board of County Commissioners of Indian River County met at the Court House in 9
it Vero Beach, at 10x00 o'clock, A. M. Tuesday' October 1, 19469 in regular meeting with
following members presents S. E. Glover, Chairman pro tem; R. W. Graves, Frank C. Vickers,

The minutes of the previous meeting were read and approved.
On motion made by Commission Frank C. Vickers,.seconded by Commissioner R. W. Graves,;
and unamiously carried the salary of the County Nurse, -Alice M. Helleso, was increased $25.00
per month effective October 1, 1946,

Dear Edge:
It is my understanding that the result of our trip to Blue Cypress Saturday is that
you will make an estimate of the cost of construction of the road leading from the existing
grading to the lake, and this will be presented tbothe Board of County Commissioners for con-
sideration at the meeting of the Board on Tuesday, October 1st.
I am sending a copy of this letter to the representatives of the interested groups. y
It is my suggestion that Mr. Tippin and Mr. Reams, together with such other representatives of
the Rod and Gun Club as they may wish to be present, attend the Board meeting of October 1st
at about 11:00 A. M.
It is my thought•that if we should reach a favorable determination of the present
proposal we should then assure ourselves that it does not detrimentally affect Mr. Surrency,
and if no such effect appears, we should then proceed to conclude the matter.

A committee appointed by your chairman consisting of Commissioner Robert Graves,
Attorney Charles Mitchell, and County Road Superintendent Ed. Carter, met with Bud Holman and
his attorney Thad Carlton on the Holman property at Blue Cypress Lake on the afternoon of
September 14th, to view and discuss an alternate road route into Blue Cypress Lake across the i
Holman property to replace the right-of-way over Rich the County now holds an easement. Also
,present was a committee delegation from the Rod and Gun Club consisting of•Mr. Tippin, Mr.
Reams, Mr. Dorman and others.
Mr. Holman's proposition, as outlined by Mr. Carlton, was to deed Indian River County,
',a strip of land sixty feet wide, northward along his West property line from a point where the
new constructed grade intersects the line between he and Mr. Surrancy. He agreed that part
or all of the borrow pit or ditch from which the road fill material could•be obtained from his j
property immediately East of the road fill located on the sixty foot right-of-way and that in
•
the future he would have use of the ditch for drainage and pumping operation. This road waald
lead North to the South line of the North 800 feet of Lot "L" as shown on the Fellsmere Farms
,Company Plat and then East to Blue Cypress Lake. In addition to the above road sight -of -way
he agrees to deed to Indian River County, the North 800 feet of Lot "L" for Park pubWes.
Mr. Holman has planned to construct a dike along the above described road location -and estimateI
that this dike will cost $1000.00. He further agrees tocbnate this1000.0p to Indian River
County to apply as part of the cost of constructing the road which will also act as his West
Dike.
The Committee ask comparative estimate of costs be submitted at the next meeting.

Froute than on the existing route.

For this increased cost the County is acquiring between 20 and 25 Acres of Lake front land to
1be used for Public Park purposes, and is relieved of perpetual maintenance of fences and cer-
tain restrictions now enforced on present right-of-way easement.
'I might also mention that there is no difference in elevation and character of the Lake Shore
of the two locations, both being marshy and under water most of the year: If it became de-
'sirable to develop this tract as a usable Park Site an area would have to be filled or diked

and pumped. This would be true on either of the above mentioned location.

On motion made by Commissioner Helseth seconded by Commissioner R. W. Graves and
unanimously carried, the Board approved the Road Committee's report as submitted by E. E.
Carter, County Engineer, and instructed the Road Committee, consisting of R. W. Graves,
Charles A. Mitchell, and E. E. Carter to proceed along the line of bringing the matter to a
satisfactory conclusion, and in so doing request Mr. W. A. Surrency to meet with the Board at
'a date to be agreed upon in order to obtain his views in the matter.
It was ordered Mrs. Gus Samuelson be placed in the Welfare Home at Indrio, St. Lucie
jCounty, Florida, aAd this Board would pay the Sum of .00 per month for her care.
Application of John Capone (The Paradise Inn) about 1* miles west of Dixie highway
on Oslo road, Oslo, Florida, for a license to sell intoxicating liquors, wines and beer
(Series 7* C.O.P.) was inspected, and after carefully considering the same, on motion made,
'seconded, and unanimously carried, the same was disapproved because the proposed location is
°within 2500 feet of established church and without corporate limits of City or town as location,
,As understood from application; further,second description of proposed location was not suffi-
�ciently specific.
Honorable Troy E. Moody, Tax Collector, appeared before the Board and stated he
needed additional lights for the Collectors office. On motion made by R. W. Graves, seconded
by Commissioner Vickers and unanimously carried, Mr. Moody was instructed to obtain two lights
a cost of
at/approximately $40.00 each.
County Deeds 242 and 244- were executed by the Board as provided under 22W9,, Laws of
Florida.
Attorney J. Pasco Woods appeared before the Board on behalf of Willie Rimes, and the
Board agreed to provide groceryorders not to exceed the sum of $40.00 for the month of October.
Application for Mother's Pension of Maebelle Corbett, Box 141, Gifford, Florida, in
the sum of $12.00 per month was approved until further orders of the Board.

RESOLUTION -- TRANSFERING FUNDS
WHEREAS the Board of County Commissioners of Indian River County
did budget for the Budgetary Year 1945 - 1946, as receipts from the dis-
tribution among the several Counties of Florida, of monies derived from licensing and taxing
racing, the sum of $339000.00, but in fact did receive from such distribution of such funds,
over and above afdy portion thereof paid or payable to the Board of -Public Instruction of said
County, the sum of $24,000.00 in excess of said sum of $33,000.00 budgeted as anticipated re-
ceipts from such source, and which excess sum was deposited in the General Revenue Fund of
said Board; that the estimated revenues under the budget of said Board for said General Revenue
Fund for said year was the sum of $53,556.00, while actual rceipts to date amount to $77,664.00,
or w excess of over anticipated receipts of $24,108.00; that it is within the province of
the Board of County Commissioners to allocate to the various funds under the control of said
Board such excess of monies derived from racing, and being in excess of the amount thereof
heretofore budgeted; therefore,
BE IT RESOLVED THAT of said sum of $24,000.00 excess funds received from s:cing and
deposited in the General Fund of said Board, the sum of $7500.00 thereof be and it is herewith
appropriated and allocated to the Road and Bridge Fund of said Board of said County, and that
the Clerk to this Board be and he is herewith authorized to so transfer said sum of $7500.00
upon receipt of approval therefor from the Comptroller of the State of Florida.
The motion for the adoption of said resolution was seconded by Commissioner Albert
0. Helseth and unanimously carried.

'The County Assessor of Taxes, W. R. Duncan, appeared before the Board and presented
the tax rolls for the year 1946 on Real and Personal Property and also Intangible Tax Roll,
which were carefully examined and round correct and on motion made by R. W. Graves, seconded
by Frank C. Vickers, and carried, were approved, and the warrants to each of said rolls were
annexed thereto and is in words and figures followings

WHEREAS, pursuant to Chapter 22079 Laws of Florida, the City of Vero Beach, Florida,
by its Resolution No. 302 adopted at a meeting of the City Council of said City, held September
27, 19449 did request the Board of County Commissioners of Indian River County, Florida to
dedicate Lots 6 and 71 Block 19 Northwood Subdivision, in said City to public use and purposes
by said City, and said property being property theretofore acquired by Indian River County under
the provisions of said Chapter 22079; and,
WHEREAS, Bursuant to said request of the City of Vero Beach, Florida the Board of
County Commissioners of Indian River County by Resolution adopted October 3, 19449 did dedicatD,
the said above-described parcel for public use and purposes by the City of Vero Beach, Florida;
and,

WHEREAS, the City of Vero Beach now having no need or use for public uses and purposes
of said lots, either present or future, and desiring to evidence such fact and to release its
interest under such dedication in said lots so that the same may be sold or otherwise disposed

I hereby tender my resignation as County Service Officer of Indian River County.
It is with an eye on the future that I take this step. I have at this time the op-
portunity to engage in a business of my own and feel that under these circumstances that I have
no other alternative than to step down from the position of Service Officer.
If circumstances permit I would like to be relieved of my responsibilities on
October 30, 1946. I feel that within this thirty days a reliable man for the position can be
;found and given the rudimentary training that he will need to operate the office. I will
gladly train this man in the Office and I feel that one weeks training will suffice to permit
him to operate the office along. If it is not possible for arrangements to be made for my
„,successor within this period of time I will stay any reasonably length of time until such
�arangements'can be made.
I would like to express my sincere hanks' to the Board of County Commissioners, for
'the privilege of serving in this capacity of vounty Service Officer and extend thanks for the
'unfailing cooperation I have received during the one year I have served.

The Board accepted the resignation of Mr. Cobb, but with regret and stated..to Mr. J
Cobb that he had fulfilled the duties of his office faithfully and efficiently. The Board
j,suggested to Mr. Cobb that the American Legion and Veterans of Foreign Wars recommend his
successor.

The several bills and accounts against the County, having been audited, were examined
jand found correct, were approved and warrants issued in settlement of same. Such bills and
accounts being on file in the office of the Clerk of the Circuit Court, the Warrants so issued
sfrom the respective funds being listed in the Supplemental Minute Book, as provided by the
Pules of the State Auditor, reference to such record and the list so recorded being made a
1'' part of these minutes.
The County Depository filed its monthly statement, showing receipts and disbursements
,,of the various funds, which having been audited were found to be correct.
There being no further business or motion made, seconded, or carried, the Board
!then adjourned to meet at 10:00 o'clock A. M., WednesdaygOctober 16 X46 asrequired by law.

The Board of County Commissioners of Indian River County met at the Court House in
(Vero Beach, at 10:00 o'clock A. M., Wednesday, October 16, 1946, in regular adjourned meeting
lwith the following members of the Board present: W. C. Graves, Jr., Chairman; Albert 0. Hel-
seth, S. E. Glover, R. W. Graves 4 and. F*az*:-.Cy Vickers. Also present were D. L. Sheffield,
Deputy Supervisor of Registration; Chaklegi-A. Mitchell, Attorney, and Douglas Baker, Clerk.
As provided by law the Board then proceeded to revise the registration books of the
County as follows, to -wit:
