Solid Waste Disposal District 1. Approval of Minutes Final Budget Hearing of September 16, 2014 — Resubmitted Reflecting a Correction to the Date of the Hearing PAGE ON MOTION by Commissioner Solari, SECONDED by Vice Chairman Davis, the Board unanimously approved the minutes of the September 16, 2014 Final Budget Hearing, as resubmitted. 11:57 2. Request for a Public Hearing for a SWDD Ordinance Update a.m. ®� (memorandum dated October 27, 2014) 263-267 Director of Utility Services Vincent Burke provided background and analysis on staffs request to hold a public hearing on November 18, 2014 to update Chapter 204 (Solid Waste Disposal) of County Code, dealing with franchise issuance/ renewals, and the application process. He stated that the proposed modifications will ensure that the County's Request for Application (RFA) and Request for Proposal (RFP) are consistent with the Purchasing Manual. Solid Waste Disposal Distnct Page 1 November 4, 2014 MOTION WAS MADE by Commissioner Solari, SECONDED by Vice Chairman Davis, to approve the advertisement for a Public Hearing on Tuesday, November 18, 2014 for a Solid Waste Disposal District (SWDD) Ordinance update, to clarify the procurement process for the SWDD collection franchise agreement(s). Vice Chairman Davis asked what brought about the need for the proposed SWDD Code Amendments. Director Burke responded that the County has decided to go out for a bid for the SWDD collection services, which was not previously done. During discussion between the Board and Attorney Reingold, it was stressed that the proposed amendments would help ensure a fair bidding process for all contractors. Bob Johnson sought and received clarification on the proposed Ordinance. Commissioner Zorc suggested having contractors note on their application, under "Vehicle Description Type," if their collection vehicles are fueled by compressed natural gas (CNG). The Chairman CALLED THE QUESTION, and the Motion carried unanimously. 12:04 3. Amendment No. 5 to Republic Services for the Closing of Winter p.m. Beach Customer Convenience Center (memorandum dated October 27, 2014) 268-276 Director Burke recalled the Board's decision on September 23, 2014, to shut down the Winter Beach Customer Convenience Center (CCC), and negotiate for a cost reduction with Republic Services of Florida, LLC (Republic). He said that Republic has agreed to reduce costs by $250,000 annually, and that there will be a savings of $500,000 in proposed capital improvements for the CCC. Director Burke said that staff proposes to send a flyer to notify residents of the Winter Beach closure and the availability of curbside waste pickup by Waste Management, and to direct them to the Gifford and Roseland CCC's. He asked if the Board wanted to change the proposed closing date of Wednesday, December 31, 2014, since the CCC's are normally closed on Tuesdays and Wednesdays. Director Burke thereafter gave staff's recommendation for the Board to approve the distribution of the flyer notifying the public of the closure, and the Fifth Amendment to Republic Services' landfill contract for the closing of the Winter Beach CCC. Solid Waste Disposal District Page 2 November 4, 2014 e<y 1 1' �••:f�1\ • d� Commissioner Solari noted that the closure of the Winter Beach CCC is part of the County's initiative to reach the State's mandated 75% recycling goal by 2020. Commissioner Flescher advocated that the Winter Beach CCC remain open. He maintained that the 75% recycling goal can be reached through education of the CCC employees and customers. MOTION WAS MADE by Commissioner Solari, SECONDED by Chairman O'Bryan, to authorize staff to: (1) approve the distribution of the Public Notification for the closing of the Winter Beach Customer Convenience Center (CCC); and (2) approve and authorize the Chairman to execute the Fifth Amendment to Republic Services' landfill contract for the closing of the Winter Beach Customer Convenience Center, and to reduce the annual contract by $250,000. Vice Chairman Davis mentioned that a lot of material is brought to the CCC's around the holidays. MOTION WAS AMENDED by Commissioner Solari, SECONDED by Chairman O'Bryan, to keep the Winter Beach Customer Convenience Center open on Monday, December 29,,_ 2014; Tuesday, December 30, 2014; and Wednesday, December 31, 2014. Vice Chairman Davis advocated keeping the Winter Beach Customer Convenience Center open for one week after Christmas. AMENDED MOTION WAS ALTERED by Commissioner Solari, SECONDED by Chairman O'Bryan, to shut down the Winter Beach Customer Convenience Center permanently on January 5, 2015 at 6:00 p.m. Director Burke discussed staff's plans for notifying the public of the impending closure. Solid Waste Disposal District Page 3 November 4, 2014 The Chairman CALLED THE QUESTION, and by a 3-2 vote (Commissioners Davis and Flescher opposed), the AMENDED MOTION carried. The Board: (1) approved the distribution of the Public Notification for the closing of the Winter Beach Customer Convenience Center (CCC), with the permanent closing date to be January 5, 2015 at 6:00 p.m.; and (2) approved and authorized the Chairman to execute the Fifth Amendment to Republic Services' landfill contract for the closing of the Winter Beach Customer Convenience Center, with an annual contract reduction of $250,000.
