Mitchell, Attorney, was authorized to prepare a mortgabe in the sura of $19000 to be given by Mrs. Pohorsky to the Board to secure expenditures already made in her behalf together with anticipated expbnditures for the ensuing year. Renting of the Pchorsky home was also discussed, and it was suggested a rental of approximately $50.00 be requested with the understanding that all rental checks be madelpeyable to Mrs. Pohorsky, and that she.in tura endorse Skid checks to Douglas Baker, Clerk to be credited to her account. It was ordered 4. H. Stevens and Mary Bryant be removed` from the Welfare list until the further orders of the board. H Mr. J. C. Huskisson, executive secretary Florida State Fair and Z= Gaspparilla l`Association Inc.! appeared before the Beard with regard to Indian River County participating I1in the 19.48.State Fair at Tampa, and explained the financial requirements. April 9th, 1947 TAKE NOTICE THAT s WHEREAS the Secretary of War has good reason to believe and does believe that the Wifiter Beach bridge -of Indian River `ounty crossing Indian,River at Winter Beach, Florida, is i { r an unreasonable obstruction to the free navigation of the said Indian River (a navigable water; ;way of the United States), due to hazards to navigation,faulty location, sad inadequate horizon- I;tal clearance through the drawspan,of said bridge; and SAS the said bridge is awned by the County of Indian liver, Florida; add WHEREAS a public hearing was held at Vero Beach, Florida' on May 1, 19469 in conform- ity with the provisions of Section 18 of the River and Harbor Act of March 3, 1899 (30 Stat. 1;1153; 33'.'S.C. 502)f upon due notice given Indian River County amd all other parties in Interest; and WHEREAS i the testimony adduced and the facts presented at said hearing, have been duly !,,considered by the Secretary of War and the Chief of Engineers; and i WHWAS the following changes in said bridge have been recommended by the Chief of Engineers as necessary to render navigation through or under said bridge reasonably free, easy ;and unobstructed, to wits (a) Removal of the existing drawspan, pivot pier, both rest piers' fender systems ail any other parts of the bridge, including all broken piles and stubs, down to the natural bot om "' !'of the waterway for a distance of 142 feet easterly and 185 feet westerly from the center of the i pivot pier' and that the work of the removal of these parts of the bridge be commenced within :two months from the date of service of this order and fully completed within five months from said date. (b) Removal of all parts of the existing bridge not included in subparagraph; (a) :above, from the highwater shore lane at the mainland to the high-water shore line at the west ;side of the barrier beach, down to the natural bottom of the waterway' the work of removal to lbe commenced within one year from the date of service of this orders and be completed within two years from said dates Provided' however, that if it is found that the work of dredging the °proposed realigned channel of the Intracoastal Waterway is to be commenced prior to the time 'specified for complete removal of the bridge, a supplemental order will be issued requiring the owner to remove all remaining parts of the structure for a distance of 150 feet on each side of ,'the center line of the relocated channel, such work of removal to be comm6nesed within two ;:months from the date of service of such supplemental order and completed within five months ,;months date thereof, the original order to remain otherwise in full force and effect. Hammond (Vero Beach Hotel) to sell intoxicating liquorsq wines, and beers was ed, and after carefully considering the same on motion trades seconded and carried, the sam' iwas approved. The several bills and accounts against the County, having been audited' were examined' and found corrects were approved and warrants issued in settlement of same.' Such bills and accounts being on file in the office of the Clerk of the Circuit Court, the Warrants,so issued from the respective funds being listed in the Supplemental Minute Book, as provided by the rules of the State Auditor, reference to such record and the list so recorded being made a part of these minutes. The County Depository filed its.*onthly statement, showing receipts and disbursements of the various funds, which having been audited were found to be correct. M., Tuesdays May 20, 1947, in regular adjourned meeting with �M the following members of the Board present: W. C. Graves, Jr., Chairman; Albert 0. Helseth' J. L. Helpling, and Frank C. Vickers. Absent: Commissioner Glover. Also present ward Charles A. Mitchell, Attorney; Alice Hellesos County Nurse; and Douglas Bakers Clerk. Chairman Graves announced this meeting was being held for the purpose of ,further dts- cussing the County Health Unit and such other business as might be properly brought before this Board. Dr. George DAM810 State Board of Health Officials also Mr. Qu1#9local representative of the State Board of Health together with Mrs.Cleo Cla 2 g appeared before the Board and Dr. DW_® suggested funds equal to 75¢ per capita of population based,on the 1945 State census which would be approximately$6,$00.00 which is the amount required to be furnished by India River County, and that the State would furnish approximately $99647.00 aggregating $169455.00= Dr. DM@ furnished much additional information as to setting up the units and after 11 Ileareful considerations it was moved by Commissioner Helseth seconded by Commissioner Helpling and unanimously carried that Iridian River County Wafted to establish a Health 'Unit and approved funds equal to 75¢ per capita, and that said unit should become effective in the earliest pos- sible and convenient date from July 1, 1947, to October 1s 19479 as designated by State Board �of Health. Said action was taken pursuant to resolution adopted by this Board relating to the Health Unit as of January 79 1947• Notary Public Bond.for Welter,A.
