Application for transfer of license No. 60 (Series 7* COP) From Ralph Pondrier to
George J. Hammond (Vero Beach Hotel) to sell intoxicating liquorsq wines, and beers was
ed, and after carefully considering the same on motion trades seconded and carried, the sam'
iwas approved.
The several bills and accounts against the County, having been audited' were examined'
and found corrects were approved and warrants issued in settlement of same.' Such bills and
accounts being on file in the office of the Clerk of the Circuit Court, the Warrants,so issued
from the respective funds being listed in the Supplemental Minute Book, as provided by the
rules of the State Auditor, reference to such record and the list so recorded being made a
part of these minutes.
The County Depository filed its.*onthly statement, showing receipts and disbursements
of the various funds, which having been audited were found to be correct.
There being no further business 'on motion made seconded, and carried, the Board ad-
journed until 10:00 o'clock A. M., Tuesday, May 20, 1947.

The Board of County Commissioners of Indian River County met at the Court House in
Vero Beach, at 10:00 o'clock A. M., Tuesdays May 20, 1947, in regular adjourned meeting with
�M the following members of the Board present:
W. C. Graves, Jr., Chairman; Albert 0. Helseth'
J. L. Helpling, and Frank C. Vickers. Absent:
Commissioner Glover. Also present ward Charles
A. Mitchell, Attorney; Alice Hellesos County Nurse; and Douglas Bakers Clerk.
Chairman Graves announced this meeting was being held for the purpose of ,further dts-
cussing the County Health Unit and such other business as might be properly brought before this
Board.

DW_® suggested funds equal to 75¢ per capita of population based,on the 1945 State census which
would be approximately$6,$00.00 which is the amount required to be furnished by India River
County, and that the State would furnish approximately $99647.00 aggregating $169455.00=
Dr. DM@ furnished much additional information as to setting up the units and after

Ileareful considerations it was moved by Commissioner Helseth seconded by Commissioner Helpling
and unanimously carried that Iridian River County Wafted to establish a Health 'Unit and approved
funds equal to 75¢ per capita, and that said unit should become effective in the earliest pos-
sible and convenient date from July 1, 1947, to October 1s 19479 as designated by State Board
�of Health. Said action was taken pursuant to resolution adopted by this Board relating to the
Health Unit as of January 79 1947•
Notary Public Bond.for Welter,A. Siewert in the sum of $500.00 with American Surety
Igompany of New York as surety was approved May 109 19472 by Douglas Bakers Clerk Circuit Courts
as provided by law.
County Deeds Nod. 263A to both ihol.usive were signed by the Board as provided

Charles A. Mitchells Attorney, was authorized to prepare notice inviting bids for
j'he removal of the concrete center pier of the Winter Beach bridge in Indian River County,

da. Said removal to be in accord with requirements of the War Department of the United
States dated April 9, 1947, and on file in the office of the County Clerk; and specifications of:.�
E. E. Carter' County Engineer, were to be entirely completed by September 7, 1947. Also notice
offering scrap metal for sale as to all metal comprIstng the draw of the Minter Beach bridge
and metal appurtenances attached to in connection with such draw.
All bids relating to the foregoing notices to be considered at a meeting of this
Board to be held at 11::00 o'clock A. M., June 7, 1947, in the County Commissioners' room of
the Indian River County Court House. j

jwas presented by Alton Kitching for the Paradise Inn located on South Emerson Avenue, Indian
River County, was presented to the Board' and after carefully considering the same, action was
postponed until the next regular meeting of this Board to be held Tuesday' June 3, 19471 and
;Douglas Baker' Clerk,was instructed to write to Mr. L. S. Gollnick and Mr. Frank P. Conroy,who
had presented a petition signed by them.and numerous other residents and property owners near
;Emerson Avenue on November 5, 1946, requesting the County to prohibit the sale of Wines, beer
or whisky in that area,in order that they might be present at the next meeting of this ward.
at which time further consideration of the application made by Mr. Kitching would be given.
Charles A. Mitchell, Attorney, was instructed to prepare a notice that the dumping
�of refuse, tree-prunings and/or other debris upon the rights-of-way of County roads is pro-
�hibited by law, and that all citizens having knowledge of such dumping are requested to' -furnish
�Ithe information to Douglas Baker, Clerk, or L. B. O'Steen, Sheriff, and to the -end that the j
(County roads may be maintained free from such obstructions.

B1li.tchell, Attorney; E. E. Carter, County Engineer; and Douglas Baker, Clerk.
The minutes of the previous meeting were read and approved.
Bir. Alton Kitching appeared before the Board in behalf of application for liquor
ease which had been presented at a special meeting of this Board held May 20, 1947, and on
