The motion for the adoption of the said resolution for the levy of taxes was seconded
by Commissioner Glover, and unanimously adopted.
The several bills and accounts against the County, having been audited' were examinel
and found correct, were approved and warrants issued in settlement of same. Such bills and ac i
counts being on file in the c•Cfice of the Clerk of the Circuit Court, the Warrants so issued �
from the respective funds being listed in the Supplemental Minute Books as provided by the
it rules of the State Auditor, reference to such record and the list so recorded being made a
h part of these minutes.

liThe Board of County Commissioners of Indian River County met at the Court House in
Vero Beach, Florida, at 10:00 o'clock A. M•, Tuesday, September 2, 1947, in regular meeting
fwith the following members of the Board presents W. C. Graves, Jr., Chelrman; Albert' 0.
I Helseth, S. E. Glovers and J. L. Helping. Absent: Frank C. Vickers. Also present were
Charles A. Mitchell, attorney; L. H. O'Steen, Sheriff; E. E. Carter, County Engineers and
P Douglas Bakers Clerk.
Minutes of the previous meeting were read and approved.
Honorable Troy E. Moody, Tax Collectors appeared before the Board and submitted a

list of errors, insolvencies and double assessments as to the 1946 real estates personal
fl property, taxes and intangible tax rolls which were approved.
j The Board then proceeded to approve the retain commissions due the former Assessor
of Taxes, W. R. Duncan, from the various and several special taxing districts Tdthin the
County, for retain commissions due for assessing the taxes and comparing the tax roll for the
Ij year 1946 as shown by the E.& L report filed by Honorable Troy E.. Moody, Tax Collector of
Indian River County as indicated on statements submitted by Mr. Duncan, and on motion made
by S. E. Glover, seconded by J. L. Helpling and carr.3.edi,s4ereg.approved by the Board.

l Application to transfer beverage license (No. 2) from Frank Lalub to "Eat A Bite
Sand*ibh Shop"' located -north of Sebastian, Florida, was presented to the Board, and after
carefully considering the same, on motion made, seconded and carried, was approved.
County Deed No. ?75 was executed by the Board under Chapter 220799 Laws of Florida.
E. E. Carter, County Engineer, submitted description of land to be considered by the I.
Board for dumping grounds in the Oslo -Vero; Winter Beach and Wabasso district.
The Chairman appointed a committee of Douglas Baker, Clerk; E. E. Carter, County
Engineer, and Charles A. Mitchell, Attorney, to investigate the matter further, and if deemed

advisable to purchase,..for the County, said land if owned by''the State of Florida and to pre-
I�pare necessary resolution dedicating said land if owned by the County.

County Nurse, slice HeIrleso, appeared before the Board and made a report of her act-
ivities for the month of August, and said report was ordered filed with Douglas Baker, Clerk.
It was ordered Mr. W. H. Greene be permitted to deposit the sum -of $150.00 with the
County to cover cost of eye operation$ hospitalization, and glasses.
Charles A. Mi.tchell�.was instructed to write letters regarding clothing for needy
;.families to the churches in each community of the County requesting their cooperation in the
smatter of assisting such needy families with clothing obtained in the respective communities
i;
1 or through the County Welfare Department, and suggesting the names of needy families who may
come before this Board for assistance.

(1) That said tax sale certificates were purchased by W. H. Crosby under the Murphy u!
Act on the 3rd day of April, 1939, and duly assigned to me on the 8th day of April, 1939.
(2) That said tax sale certificates or any interest therein, have not been hypot-
hecated, sold, assigned, transferred or delivered by me and I have received no consideration
therefor.

;diligent search and an unable to locate said certificates.

of said Tax certificates, for payment whereof well and truly to be made, Inibind myself, heirs,
jexecutors and administrators firmly by these presents should said Certificates be posented by
any person whomsoever, assigned or otherwise, for payment or application for tax deed thereon. l

thoroughly investigated said matter and being fully satisfied that said claim is a valid ones

Clerk of the Circuit Court of Indian River County be and he is hereby instructed to issue
duplicate Tax Sale Certificates in favor of the above named applicaht in lieu of the Certi-
ficates above described which has been lost or destroyed, and that proper record of same be
entered in the Tax Sale Record in the office of the said Clerk, as provided i� Chap. 193159 of

Commissioner Helpling introduced the following.resolution and moved its adoption
las follows, to -wit:
RESOLVED that the Board of County Commissioners of Indian River County herewith re-
quests the State Road Department df Florida to,rescind work heretofore authorized on the
State Road numbered 512 in Indian River County and leading from Sebastian to Fellsmere and to
substitute~in lieu thereof necessary work upon the road leading from Fellsmeres Florida, via
Fellsmere Sugar Mill to State Road No. 60.
BE IT FURTHER RESOLVED that the State Road Department is h-.rewith requested to ac-
complish as much work as possible upon said road leading from Fellsmere via Fellsmere Sugar
to Road 60 within the year 1947.
Motion.for the adoption of the Resolution was duly made by Commissioner Helseth and
unanimously carried.

Commissioner Helpling introduced the following resolution and moved its adoption
as follows, to -wit:
WHEREAS, the old Dixie Highway in Indian River Countys designated as State Road
No. 605, is in bad condition leading from Vero Beach South to Ft. Pierce; therefore!
BE IT RESOLVED by the Board of County Commissioners of Indian River County that said
grade and level the paved surface of such dlsignate� po tion of
Board herewith requests that the State Road Department, as main enance, said road and place
the shoulders thereof in good condition and to the end that there shall be an increased degree
of safety for persons making use of such road.
BE IT FURTHER RESOLVED that a certify copy of this Resolution be forwarded to Hon.
H. B. Ft.Lltz, Box 1311, Miami, Florida, as Member of the State Road Department from this
Districts and to Hon. Robert McClure, Secretary, State Road Department, Tallahassee, Florida.
Motion for the adoption of the Resolution was duly made by Commissioner Helseth aid

Commissioner Glover introduced the following resolution and moved its
adoption as follows, to -wit:
RESOLVED, That pursuant to the authority granted by Chapter 23746 of the laws of
Florida adopted by the State Legislature in the year 1947, the hours of sale of alcoholic
beverages within the territory of -Indian River County not included within, any municipality is
hereti:ith regulated and fixed as follows:
No intoxicating beverages may be sold, consumed or served, or permitted to be served
or consumed, in any place holding a license under the State Beverage Department of Florida
and within the above defined area of Indian River County between the hours of 1:00 A. M.
`and 7SOO A. M. of each week day and between the hours of 2:00 A. M. each Sunday and 7:00 A. M.
ii of the Monday next following.
BE IT FURTHER RESOLVED that the provisions of this Resolution shall be effective
immediately upon its adoption.

same was approved.

and himself to make arrangements for a County Welfare worker provided someone suitable could
