Said committee meeting or report was I ,I received and ordered filed with the Clerk. !� I The several bills and accounts against the County, having been audited, were examined; and found correct, were approved and warrants issued in settlement of same. Such bills and ac-' i; counts being on file in the office of the Clerk of the Circuit Court, the Warrants so issued from the respective funds being listed in the Supplemental Minute Book, as provided by the rules of the State Auditor, reference to such record and the list so recorded being made a ai part of these minutes. The County Depository filed its monthly statement, showing receipts and disbursements of the various funds, which having been audited were found to be correct. An adjourned regular meeting of the Board of County Commissioners of Indian River County, Florida, was held in the County Commissioners Meeting Room in the Indian River County Courthouse at Vero Beach, ffiorida, at 3:00 P. M. October 11, 1947. Chairman W. C. Graves, Jr., presided. Present were Commissioners W. C. Graves, Jr., S. E. Glover, J. L. Helpling, Albert 0„ k Helseth and Frank C. Vickers; also Clerk of the Circuit Court Douglas Baker, Board Attorney, ,Charles A. Mitchell, and County Road Superintendent, E. E. Carter. The Chairman announced that all members of the Board were present. Commissioner S. E. Glover -introduced the following Resolution and moved its adoption and which motion for the adoption of the Resolution was seconded by Commissioner Frank C. Vickers. Knight, Bog 845, ;Vero Beach, Florida, for permit to construct a building to house a motion picture theatre at 'jthe Unincorporated Town of Gifford, in Indian River County, Florida. Gifford is populated almost entirely by negroes and there are no recreational or entertainment facilities for them in such community and, in f act, any facilities within the county for such purpose are extremely limited and inadequate. The people of the Gifford area are most essential to the economy of the county and it is the desire of the County Commission that living conditions be such in their community that they will not be inclined to remove to other counties. Further, they are entitled to have adequate recreational and entertainment. facilitie$. For theseieasons, we wish to endorse Cdr. Knight's application for permit to con- struct such building.
