Vero Beach, Florida, at 10:00 o'clock A. M., Tuesday, November 4, 1947, in regular meeting with,l.
iI the following members of the Board presents W. C. Graves, Jr., Chairman; Albert 0. Helseth, a
S. E. Glover, J. L. Helpling, and Frank C. Vickers. Also present were Charles A. Mitchell'
Attorney; E. E. Carter, Road Superintendent; L. B. O'Steen, Sheriff; Maude Lambert, County
j Nurse, and Douglas Baker, Clerk.
Minutes of the previous meeting were read and approved.
Maude Lambert, County Nurse, appeared before the Board and made a report of her
f; activities for the month of November. Said report was received and ordered filed with the
Clerk.

Grocery orders in the sum of $6.00 per iWW'd for B. E. Palcho was approved. j
M. A. Boudet, County agent, filed a report of his activities for the month of Nov-
ember, and also an annual report which was received with interest by the Board. Said reports
were ordered filed with the Clerk.
Notary Public Bond for Glenn D. Mood► in the sum of $500.00 with Lumbermen's Mutual
Casualty Company of Chicago, Illinois, as surety was approved November 13, 1947, by Douglas
Baker, Clerk, as provided by Law.

Application of admission to the Florida State Tuberculosis Sanatorium of Mrs. E. R.
Bell was approved.
The Board authorized Mr. N. V. Eve custodian of County land east of Winter Beach
bridge and north of road.
County Deed No. 278 was executed by the Board to the Indian River Farms Drainage
District as proV ded under Chapter 22079' Acts of 1943.
Application for beverage license (Series 1 COP) by Benny Lee Watson and Ray Latharp
"(Friendly Cafe) south of Jackson's grocery store, Gifford, Florida,was approved.
u Application to transfer beverage license No. 14 (Series 8 CCP) from E. W. Knight to
I.Aline Kersey (Greenlear Bar) west of Gifford, Florida, was approved.
On motion made by Commissioner Helpling, seconded by Commissioner Glover and unani-
mously carried the Board granted Sylvester Woods(Wabasso, Florida) permission to extend the
present ditch on the old dock road of County right of way going to marsh.
Commissioner Glover introduced the following resolution and moved its adoption as
follows, to -wit:
WHEREAS, under date of April 15, 19471 J. H. McLean conveyed to Indian River County
property described as:
That part of the West *.of the Southeast * of the Southeast -j lying East of canal in
Section 22, Township 32 South, Range 39 East.
subject to a life estate in .the Grantor and for the purpose of indemnifying the County against
advances made in behalf of J. H. McLean as an indigent citizen and with the understanding that
upon the death of the said J. H. McLean, the County should sell said property and deposit the
proceeds of said sale in the County General Fund to be used for welfare purposes.

And the said J. H. McLean having died on June 24, 1947, an& Indian River County hav-
ing become the owner in fee simple of said property and having publicly advertised the same
for sale and the highest and best offer to purchase the same being that of $500.00 cash
made by Seibert J. Jenkins and Georgia Christine Jenkins, his wife, and this Board deeming it
,"a fair price; therefore,
BE IT RESOLVED that Indian River County, acting by and through this Board does here-
with sell to said Seibert J. Jenkins and Georgia Christine Jenkins, his wife, the above de-
scribed property for the sum of $500.00 cahh, and the members and clerk of this Board are here-
with authorized and directed to execute and deliver to said purchasers the Quit -claim Deed of
this County conveying to them said property and said deed to be subject to all assessments and
levies of Indian River Farms Drainage District and further subject to all taxes assessed and
levied upon $aid property for the year 1948 and subsequent years; and that said conveyance is
made without warranty of title and without the furnishing of abatract of title.
BE IT FURTHER RESOLVED that the Clerk bo this Board is'authorized and.directed to
deliver said deed of conveyance to the purchasers upon receipt of said purchasers upon receipt
of said purchase price and to deposit said purchase price in the General Fund of this County.
The motion for the adoption of the Resolution was made by Commissioner Helpling
pand unanimously carried.

Pursuant to Resolution No. 399 adopted by -the City of Vero Beach On November 26, 19479
';Commissioner Helseth offered the following Resolution and moved its adoption as follows, to -wit:
(� WHEREAS, by Resolution heretofore adopted by the City Council of the City of Vero
,Beach, under date of September 27, 19449 as to all of the parcels of property hereinafter de-
scribed, the Board of County Commissioners of Indian River County, Florida, pursuant to the
;provision of Chapter 22079, Laws of Florida, did dedicate to public use and purposes by the
,lCity of Vero Beach' Florida9 all of the parcels of property hereinafter described9 and by
IlResolution of said Board adopted October 3, 1944, and appearing in County Commissioners' Minute
,Book 3 at page 150, as to all of the parcels of property hereinafter described; and,

WHEREAS, the City of Vero Beach, Florida, has delivered to this Board of County Com-
'missioners of Indian River County, Florida, a duly certified copy of Resolution adopted by the
(City Council of said City under date of November 26, 1947, reciting that said City has no pre-
I''sent or prospective use for public purposes of the parcels of property hereinafter described,
(land releasing all claim of said City thereto, and requesting and authorizing that this Board re -
its dedication of said. -.parcels of property herewith described for public use and purposes,
"and to thereupon handle and dispose thereof as provided by said Chapter 22079; therefore,

after described, and does herewith instruct the Clerk of this Board and the Clerk of the Circuit

said parcels of property to be made available for sale as provided by said Chapter 22079 of the
!laws of Florida, and to forward a certified copy of this Resolution to the Tax Assessor of
;,Indian River County and to the Tax Assessor of the City of Vero Beach, Florida.

BE IT FURTHER RESOLVED that the Clerk of the Circuit Court, in determining the basic
Hand minimum price for which the lands hereinafter described shall be offered for sale, shall
compute the area of each of said parcels and the total area of the parcel or lot of which it is
a part, obtain the percentage that the area, of which dedication is herewith revoked, bears to
11the total area of the parcel or lot of which it is a part; said percentage shall thereupon be
;';applied to the total base or minimum price fixed by law for said entire parcel or lot, and the
result shall be the mum price for which said parcel, dedication of which is herewith revoked,

Douglas Baker, Clerk, advised the Board that several of the County Funds would per-
haps have a surplus which could be invested in Government bonds should the Board so desire.

The Board appointed a Committee consisting of Douglas Baker, Clerk, and Charles A. Mitchell,
Attorney, and suggested they confer with Mr. Ralph Sedgwick of the First Federja Savings and

Loan Association in order to determine the best and proper type of Government bonds in which
Ito invest said surplus funds.
It was ordered the sum of $12.00 per month paid to Maybell+e Corbett be discontinued
i
by reason of the fact that she is now receiving stgte aid.
County Road and Bridge Superintendent, E. B. Carter, called the Board's attention to
.the fact that a number of the road and bridge employees would need funds for the Christmas
holidays, and suggested the ABoard a+ vance each employee the sum of $25.+08 with the understanding
that same would be deducted from the December pay -roll. This suggestion and request by Mr.
Carter was granted by the Board.
