Helpling. Also present were Charles A. Ritchella Attorney, and Douglas Bakers Clerk. Chairman Graves announced this meeting was called for the purpose of considering applications for beverages licenses, and such other business as might be.properly brought before this Board. M., Wednesday, April 14, 1948'.in special meeting with the Ifollowing members of the Board present: W. C. Graves, Jr., Chairman; Albert 0. Helseth, S. E. Glover, J. L. Helpling, and Frank C. Vickers. Also present were Charles A. Mitchell, Attorney, and Douglas Baker9 Clerk. Chairman Graves announced this meeting was called for the purpose of determining whether or not the name of R L 'Fendley, a candidate of nomtootIon in the Democratic primary I!In 1948 for the office of County Commissioner from District'Nd. 29 Indian. River County, Florida,. j'i should' appear on the official primary election ballot for the treason he failed to file the statement required to be filed by him under the provisions of Section 102.57. Thi following�actioa of this Board is also recited in the County Commissioners' Minutes under date of April 6, "1:948, vd th regard to the peparng of the ballot for the several precincts within the County. It was ordered that the name of R. L. Fendley, candidate for nomination by the Democratic party for member of the Board of County Sommissioners, District leo. 2, be omitted from the official Democratic election ballot for the reason that he did not file in the office of the Clerk of the Circuit Court of Indian River County a detailed itemized statement of his 'campaign expenses in the period of not more than 30 days nor less than 25 days prior to the first primary elections and as required by Section 102.579 Florida Statutes* The Clerk of the Circuit Court has required by Section 102.64 of the Florida Statutes file certificate with regard to R. L. Fendley and which Section reads as follows s Section 102..64 of the Florida Statutes provides that any candidate who fails to make and file the statements required by such Section 102.57 as required by it "shall not have the right to have his name placed upon the ballot to be used in the primary election, and thosm in- trusted with the preparation of such prfmary ballots shall, upon the certificate of the officer,' 0 1 1 0 1 E. 1 • 17J 1 0 ;!with whom said statements are required to . be filed, that a candidate has fidled to file such i+ statement or statements, omit his name therefrom. CT, SEAL) - Clerk Circuit Court Indian River County, Florida - - - - - - - - - - - - - - - - - - Commissioner Helpling introduced the �fo�lowing Resolution and offers its adoption as follows, to -wit I WHEREAS the Board of County Commissioners of Indian River County did budget for the Budgetary Year of 1947-19489 as receipts from the distribution among the several counties of 1'Florida, of monies derived for licensing and taxing racing, the -sum of $33s000.0O, but -in fact has received from the distribution of such funds in said Budgetary Year the sum of $689000.00 I f; to this date, and being $35, OOO.00 in excess of the amount of anticipated receipts so budgeted from such source and which excess,of $359000.00 is' subject to allocation by this Board;, WHEREAS this Board has heretofore agreed with.the Board of Public Instruction of Indian River County to allocate to it the sum of $209x.00 or so much thereof as shall be received by this Board in this Budgetary Year in excess of $509000.00; therefore BE IT RESOLVED that of.,Isaid excess of $359000.00 of such funds now on hand, the sum of $18,000.00 thereof be allocated and paid to the Board of Public Instruct on.bf Indian River County; that $7:000,600 thereof be allocated and paid to the General Revenue -Fund of this Board of County Commissioners; that the sum of $101,000000 thereof be allocated and paid to the Road and Bridge Fund of'this,Board.of County Commissioners. Bou 3513 Orlando, Florida In Res Mrs. Setty Lou Bell Vero Beach, Florida 'Dear Dr. Thompson: The Board of County Commissioners today took under consideration your letters of April 9 28 and 30 concer the above named patient, Mr,► Eddie R. Bell, the husband of ,this patient appeared before the Board. The Board has diected me to advise you as followss The Board received, investigated and acting upon the application for admission of I '! this patient in the usual manner and relied upon AM accepts `the statement in the application the satement of.the patient that she had been a resident of Florida for four years. There- fore the Board cannot and does not assume the amount of hospitalization from December 59 1947, ;the late of her admission, accepting only to the extent of $1.25 per day being the County portion of the aid. It is the opinion -of the Board that the State be responsible for its !share of the aid until the determination is made that the patient is not entitled to State aid. The Board is further -willing for Mrs. Bell to continue as transient patient and ;under this arrangement the Board is willing to pay the sum of $1.25 toward the hospitali-nation !costs but cannot and does not assume any responsibility for hospital costs above $1,25 -per 'day. If it is not possible for the State to pay its portion to wit $3.00 per day then the: ,County will be willing to continue its $1.25 per day, providing Mr. Bell or some of her family assume full responsibility and pay all of her hospitalization costs above $1.25 per day. These arrangements for payment of this additional sum should be made with the sanitarium Rnd the Aavments made directly to the-sanitorium.
