HomeMy WebLinkAbout7/6/1948s TUESDAY;JULY 6s 1948 i The Board of County Commissioners of Indian River County met at the Court House in Vero Beach, Florida, at 10:00 o'clock A. M., Tuesday, July 6, 1948, in regular meeting with the following members of the Board present:Albert 0. Helseth, Chairman Pro -tem; S. E. Glover, I and J. L. Helpling. Absent: Chairman W. C. Graves, Jr. and Frank.C. Vickers. Also present were S. N. Smith, Jr., Attorney of the firm of Mitchell, Smith & Mitchell, L. B. O'Steen, Sheriff, and Douglas Baker, Clerk. The minutes of the previous meetings were read and approved. Application for admission to the State Tuberculosis Sanitorium for Eula Gertrude Stein was approved. Application for admission to the State Tuberculosis Sanitorium for Francis Lamar Bailey, Sr. was approved. The Board approved payment in the sum of $31.00 representing rental on apartment i; for Mrs. Schleft, said payment being made to assist in meeting the welfare needs of this family. Charles-.,,C:_4e*ett, Charles Pinson, R. W. Young and Jack Strong, members of the City Council together with City Clerk, A. C. MacConnell, and City Attorney, J. W. Boring, appeared before the Board representing the City of Vero Beach and announced that they had adjounned ! from a meeting of the City Council of the City of Vero Beach, Florida, and were meeting with the Board of County Commissioners and as a part of a regular meeting of said City Council with respect to the payment by the Board of County Commissioners of Indian River County to the City County +i of Vero Beach of the portion of the road and bridge district taxes levied by the -fArty/upon u !' property situated within the corporate limits of the City of Vero Beach. After considerable discussion the City Council adylsed the Board that the City of Vero Beach was willing to agree with /the Board of County Commissioners that satisfactory settlement and adjustment -had been made upon all accounts between the City and the County by such road and bridge district taxes to and including taxes levied for the year 1947, that the City Council now requested the Board of County Commissioners to furnish the City with the total amount of the assessed valuation of property within the corporate limits of the City on which road and bridge tax levies are made and furnish the City the amount of the tax levy to be made by the Board of County Commissioners' l�,for road and bridge funds,and an..'estimate of the income which the City of Vero Beach could expect from such tax levy; That the Board of County Commissioners provide in its budget for payment of the City's portion of the sum so received from such tax levy to the City in cash, and that the City of Vero Beach would pay in cash all taxes assessed by the County upon the taxable pro - party of the City and would pay for the loan or rental of any equipment hereafter used by the City and belonging to the County, and that hereafter the accounts between the City and County on all such matters would be on a cash basis; THEREUPON upon motion mad® by Commissioner Helseth seconded by Commissioner Glover the following was duly adopted, THAT the Board of accept the settlem6nt offered by the City Council of the Cityof Vero Beach, Florida, upon all accounts involvg road`and bridge district funds on all prior tax years to and including the year 19479 and that thin Board does agree that there are no sums due and owing from the City to this Board or by the County to the City on said accounts �! and that with respect to the taxes to be levied for the year 1948 and subsequent years; THAT this Board furnish the City of Vero Beach with the information requested by I' said City at this meeting and that this Board will for the tax year 1948 pay the amount due fr F to the City of Vero Beach from said funds, and that hereafter the accounts between the City I l U 1 1 9 I- 0 0 r and the County shall be carried on a cash basis each paying the other as any sums become due and payable. - - - - - --- - -- . Application to transfer beveraka license No. 23 from William A. C1 ens to Earl D. Cope (Cope's Camp)' Hinter Beach, Florida, was approved, Application forw,thespositlon of County welfare worker was submitted to the Board by Mrs. Hunter McClure' and said application was ordered filed with the Clerk for future consid- eration or at such time as the County elected to employ a County Welfare worker, 0 Honorable Troy E, Moody, Tag Collector, appeared before the Board and submitted a list of errors and insolvencies (E & I list) for the year 1947, which was approved by the Board, CERTIFICATE OF CANCELLATION OF BONDS STATE OF FLORIDA AND EVIDENCES OF INDEBTEDNESS COUNTY OF INDIAN RIVER I, the undersigned Douglas Baker, as Clerk of the Circuit Court of Indian River County' Florida, hereby certify that I did on the 15th day of June, 19489 mutilate and cancel each and every of the bonds and evidences of indebtedness herein#fter described and each and every interest coupon attached to any of the same and pursuant to resolution of the Board 6f County ComUssioners of Indian River County adopted June 1st' 1948; and we, Leila Grays a Notary Public, duly commissioned and acting under the laws of the State of Florida' and Robert S. The several bills and accounts against the County, having been audited,were examined and found correct, were approved and warrants issued in settlembnt of same. Such bills and I accounts being on file in the office of the Clerk of the Circuit Court, the 'Warrants so issued from the respective funds being listed in the Supplemental Minute Book, as provided by the ! rules of the State Auditor, reference to such record and the list so recorded being made a part of these minutes. The County Depository filed its monthly statement, showing receipts and disbursements of the various funds, which having been audited were found to be correct. Upon motion duly made, seconded and carried the Board adjourned to meet in special session as equalization Board at the hour of 10:00 o'clock A. M., Tuesday July 20, 1948, and also to meet in regular adjourned session on the same date for the purpose of other business properly brought before the Board.
