M.9 Wednesday, January 199 1949, in special meeting with to following members of the Board present: W. C. Graves, Jr.9 Chairman; J. L. dHelpling, and Toss N. Stewart, Absents W. C. Watts and Aubrey L. Waddell. Also present were Charles A. Mitchell, Attorney; and Douglas Baker9. Clerk. Chairman Graves announced this meeting was called for the purpose of receiving :beverage license Applications and such other buAiness as might be properly brought before the R. Board. Application -for beverage license of Rose Hansen "Circle Inh" t Winter Beach9 Florida, ;;Series 1 CAP in wet or dry counties was approved. Notary Public Bond in the sum of $5W*00 for R. B. Miller with Fireman's Indemnity Company as surety was approved January 179 19499 by Douglas Baker, Clerk, as provided by law. There being no further business on motion made, seconded and carried the Board then i adjourned.#. M., Tuesday, February 1, 1949, in regular meeting with the following members of the Board present: W. C. Graves, Jr.9 Chairman; J. L. Helpling, Aubrey J ,f Vin, L, Waddell9 Tom N. Stewart and W. C. Watts. Also present vote Charles A. Mitche119 Attorney; Al. B. Carter, Road -and Bridge Superintendent; L. B. 018teen, Sheriff; and Douglas Baker, Clerk. The minutes of the previous meetings were read, and on motion of Commissioner ;Stewart seconded by Commissioner Helpling, the same were approved as read. Mr. Mitchell stated to the Board that the anmal lljeonvention of State Association of County Commissioners was to be held in Jacksonville uJon March 3, 4, & 59 and after some discussion it- wase decided that Commissioners Helpling, h lWaddell, Watts and Stew4rt would attend said meeting for and in behalf of Indian River County 1�and that expenses'be paid by the County for attendance at said meeting. M. A. Boudet, County Agent, presented a report of his activities for the month of �I January, 1949. Application -'for change of location of beverage license No., % of Alonzo Williams "Williams' Package -Store", from lots 99-101 11, Block 19 Hall, Carter & James Subdivision to lot 14, Block I, Fall Carter & Jamoa, Subdivision was roved The Board executed County Deed No. 290 under Chapter 194, Florida Statutes 1941. , ' The Board certified to the State Board of control Florida School for the Deaf and f Blind, St. Augustine, Florida, that Leonard Conger is a resident of this County and that he is entitled to free admission to the Florida School for the Deaf and the Blind,,under Section 49 Chapter 942.35 of the laws of Florida* 1 1 El 1 1 1 0 i 1 1 0 1 1 1 Verdict of conorer's jury in the matter .of the inquest on the body of Paul Patterson Ryalls was presented to the Board and ordered filed with the Clerk. . C. E. Cox, President' and Mr. E. G. Thatcher, Secretary, of Indian River County Hospital Association, met with the Board in further discussion of public hospital problems in the county. The representatives of the Association suggest that the County Commissioners concur in the issuance of bonds not to exceed'$200,000.00 to be used as a part of the cost of building and equipping a hospital in the county. There was considerable discussion and an undetermined question as to what amount would be required from the County between the figures -of $150,000.00 and $200;000.00. It was decided that the determination of -the maximum amount -which would be required from the county would be made after the obtain- ng`of further figures' but that the commissioners concurred in the setting into motion of the procedure necessary to bring the matter to a vote of the freeholders of the county and in ord that they might determine whether or not they desired to issue bonds for this purpose. Thereupon' upon motion -of Commissioner Stewart, seconded by Commissioner Helpling, and -unanimously adopted' the attorney for the Board was requested to commVLnicate with Messrs. Caldwell, Marshall' Trimble & Mitchell, New York bond attorneys, with regard to the matter and to ascertain their preliminary requirements in connection with the securing of their approving opinion of any bonds that might be issued by the County for this purpose. =9b ON PAIGL4 NG MSEMA Commissioner Helpling introduced the following Resolution and moved its adoption, to -wits Resolved that the Vero Beach Press -Journal is herewith selected and designated as the newspaper in which shall be published the list of lands offered for sale by the County Tax Collector for non-payment of Taxes on such lands and the list of delinquent intangible Pj personal property Taxpayers and the notice setting forth the names of delinquent Tangible "personal property taxpayers and all other Notices, lists and publications to.be published in a newspaper designated or selected by this Boards That it is herewith found and determined by this'Board that said newspaper meets and fullfills all requirements of law in order that such newspaper may be selected' and designated as Is herewith done; That it is herewith found and determined by this Board that said The Vero Beach Press-doflrnal is a newspaper of general circulation published in Indian River County, Florida, ; and has been continuotLsly so published for 4period of more than one year prior to this date. Motion for the adoption of said Resolution was seconded by Commissioner Stewart and ,:unanimously carried. The several bills and accounts against the County' having been audited,.were examined 11 a and found correct, were approved and warrants issued in settlement of same. Such bills and ae-- oounts being on file in the office of the Clerk of the Circuit Court, the Warrants so Issued dfrom the respective funds being listed in the Supplemental Minute Book, as provided by the rules of the State Auditor, reference to such record and the list so recorded being made a part of these minutes. M., Tuesdayq Rafch,. ,` 1949, in regular meeting with the following members of the Board presents W. C. Graves' Jr.� Chairman; J. L. Helpling' Aubrey J L. Waddell, Tom N. Stewart and W. C. Watts. Also present were Charles A. Mitche;;q Attorney; E. E. Carter$ Road and Bridge Superintendent; L. B. O'Steen, Sheriff; and Douglas Bakers Clerk. The minutes of the previous meetings were read and approved upon motion of Commissioner Stewart' seconded by Commissioner Waddell and carried. County Agent' M. A. Boudet' appeared before the Boards filed a report of his activities for the month of Rebruary' submitted plan of work for the next years and reported as to the Indian River exhibit at the Florida State Fair and Gasparilla held at Tampa' Florida., A letter of commendation was received from the State Fair and Gasparilla Association'] Inc., -relating to the splendid exhibit and servicee rendered by_County Agants $outlet. f` Beset also brought the matter of County width fire control before the Board and stated he had received a letter from Mr. E. W. Kreher' District Forrester' Bos 53: Lakeland, Florida' with regard to conservation and fire corhl in Indian River County' and it was thereupon determined advisable to invite Mr. Kreher to attend the next regular meeting of this Board to be held Tuesday' April 5, 1949' for further discussion in the matter. A letter was received from Mr. Charles E. Duncan calling attention with regard to protecting natural resourcesl grove and residential property from destruction by fire and referred to a saw -mill being operated on Clemmon Avenue 100 yards South of State road 60, as being a fire hazard in deposits of waste lumbers slats and scraps by burning on the premis6s. -The Board appointed a committee of Charles A. Mitchell and E. T. Carter to contact Mr. Mullins operator of the saw -mill to determine the proper way in which to handle the zbttek.
