Commissioner Stewart moved that this Board approve the addition of Road 502 in
! Indian River County to the Federal aid secondary system and that the Chairman of the Board be
�I authorized to endorse such approval on a map of ' the county road system furnished by and to be
delivered to the State Road Department. This motion was seconded by Commissioner Waddell and,
upon being put to vote, was unanimously adopted.
There being no further business on motion made, seconded and carried, the Board
then adjourned.

The Board of County Commissioners met in a special meeting held Tuesday, March 299-
19499
991949, at 10:00 o'clock A. M., with the following members presents W. C. Graves, Jr., Chairman;J

Tom N. Stewart and Aubrey L. Waddell, Absents J. L. Helpling and H. C. Watts. Also present

were Charles A. Mitchell, Attorney; and Douglas Baker, Clerk,
Chairman Graves announced this meeting was called for the purpose of considering
beverage license and such other business as might be properly brought before the Board.
Application for transfer of location of beverage license No. 14 from 1148 -21st
Street to 1986.14th .Avenue, "The Champ" of John Capone, was approved.
There being no further business on motion made, seconded and carried, the Board
then adjourned.

The Board of County Commissioners of Indian River County meet at the Court House in
Vero Beach, Florida, at 1Os00 A. M., Tuesday, April 51 1949, in regular meeting with they
following members of the Board presents W. C. Graves, Jr., Chairman; Tom N. Stewart, Aubrey
!° L. Waddell, J. L. Helpling and H. C. Watts. Also present were E. E. Carter, .Road and Bridge
Superintendent; L. B. O'Steen, Sheriff.; Charles A. Mitchell, Attorney, and Douglas Baker,Clerk.
jl Upon motion of Commissioner Stewart, seconded by Commissioner Waddell and carried,
the minutes of the previous meetings were approved as read.
At the request and invitation of the Board Mr.'E. W. Kreher, District Forester,
and another representative of the Florida Board of Forestry and Parks, together with
M. A. Boudet4 County Agent; Charles A. Jewett, President ..of the Vero Beach City Council; Fire
Chief A. P. Baughman; and Deputy Sheriff Henry Delitt, attended this mettliggwith regard to

carried, the Board authorized payment of Race Track Funds in the sum of $209000.00 to the Boardl.
of Puklic Instruction when, as and if received after the sum of $55,000.00 have been received
by the County for the Road and Bridge Fund.

J!County fire control. After considerable discussion, the Board authorized and instructed
' Charles A. Mitchell, Attorney, to prepare an act to be -submitted to the current session of the
I Legislature. The act authorizes . the Board to establish a county fire control unit this year
,in co-operation with the Florida Board of Forestry. Maximum expenditure of the county would be
11$4,500 per year. The County is now spending $31600 annually for fire control.
Under the new plan, three fire control towers would be erected and each would be
j provided with a fire truck. Three men would be assigned to each tower, with radio on ntact i
IIbetween the various trucks and towers, and telephone connection with Vero Beach.
Estimated cost of setting up the unit and equipment will be approximately $709000,
,all to be provided by the State and Federal governments. The project is contingent, however,
,upon the appropriation of funds by the legislature this near:
Twelve counties in the state now have fire control units, and 19 additional counties,
��including Indian River, are requesting units.
The Board also authorized and instructed Attorney Charles A. Mitchell to prepare
•
�iacts to be submitted to the current session of the State Legislature relating to an insurance
kpolicy for County employees and an act relating to surplus bridge funds as follows:
The hospital and medical insurance plan for county employees would tie in with the
"Blue Cross and Blue Shield plans. It would be limited to county employees only, thus excluding
icounty officets and employees of County officers.
It would particularly assist employees of the County road and bridge department and
limit the County's contribution to $3 per month for married men and $1.50 per month for singl®
,nen. Half the cost of the insurance would be paid by the county, the other half by the
!,employees.
i Another act would permit the expenditure of surplus funds now in the Quay And,'Vero
Beach bridge districts for road and bridge purposes within the area, and including cost of re-
moval of portions of the minter Beach bridge as ordered recently by the War Department.
Indebtedness of the bridge districts has been paid and a surplus of several thousand
aollarat''remains to the credit of these districts, it is stated.
Stanley Griffis and Ralph Estes, a committee from the Hods.`%and faun Club, appeared
iibefore the Board regarding the Blue Cypress Lake Road. E. E. Carter, Road and Bridge Super-
Alntendent, advised the committee it would be a month or "six weeks before construction of said
-
;road could be started.
It was ordered Henry DeWitt, Deputy Cheriff, be paid the sum of $200.00 from the Fine
and Forfeiture Fund for services rendered the County in the prevention of the forest and all
Wnedessary fire within the County.
The Board authorized C. E. Strait, Janitor, to purchase a new sweeper for the Court
Hous®.
County Deed No. 292 was executed by the Board under provisions of Chapter 220799

p Application for transfer of beverage license No. 21 from George J. Hammond to George
J. Hammond and Oliver 0. Ellis, "Blue Latern Cocktail Lounge", 2046 Commerce Avenue, was
approved.
On motion made.by Commissioner #elpling, seconded by Commissioner Waddell, and
carried, the Board authorized payment of Race Track Funds in the sum of $209000.00 to the Boardl.
of Puklic Instruction when, as and if received after the sum of $55,000.00 have been received
by the County for the Road and Bridge Fund.

�! Thereupon, report was received from E. E. Carter, who had been heretofore appointed
'to make*a personal inspection and investigation and report to this Board with regard to the
closing of such road, and by means of which Mr. Carter reported that there would be no
i; detriment by the closing of the road and that the action of closing the road would not mater-
�: ially interfere with the County Road System and would not deprive any pers on of a reasonable
!means of ingress and egress to his premises from at least one County, State or Federal
,!,Highway. Mr. Carter recommended that the road be closed in accord with the Petition.
Thereupon¢ Commissioner Waddell introduced the following Resolution and moved its

RESOLUTION VACATING, ABANDONING AND DISCONTINUING
WHEREAS, pursuant to Chapters 23963 and 231+205, of the laws of Florida, Acts of 19479
l!' M. D. 'Kersey, Aline Kersey and A. P. Baughman, owners of land that abuts upon an existing public'I
road situated in Indian River County, Florida, described as follows, to -wits i

l beginning at the center of Section 259 Township 31 South, Range 38 East, and running North
on the center section line of said Section 25 and of 'Sections 24 and 13 to th+ellsmere-
i,'Sebastian paved highway designated as State Road 512,
did on March lst, 1949, petition this Board to close, vacate abandon and discontinue the above
p,',described existing public road and this Board, at a regular meeting held March lst,,1949, did
,adopt a Resolution declaring that this Board would at its regular meeting on April 5th, 19491
,consider the advisability of vacating, abandoning, discontinuing and closing said road and,
thereupon, the Clerk -of the Circuit Court of Indian RiverCounty did publish notice in the

Vero Beach Press Journal, a newspaper of general circulation published at Vero Beach, Florida,
in its issues of March 4th, 11th' 18th and 25th, in theyear 19499 of theproceedings 1 for the
closing of such road, and as provided by statute, and did at such time post a copy -of said
notice in the vicinity of such road and at the Bast door of the Indian Rive*ounty Courthouse,
as will appear by proof of publication of such notice and Clerk's Certificate fi led! at this
meeting of this Board held this 5th day of April, 1949; and E. E. Carter, the County Engineer

;and Road Superintendent, and he being a competent person, having been appointed by this Board
Ito make a personal inspection of said road and an investigation of 'the effect dfclbsing the
same, and he having reported after such investigation that the closing of said road will not
detrimentally affect any person or property owner and he having recommended is closing of such
road; therefore,
BE IT RESOLVED that this Board having today held a hearing on said matter pursuant
to sUeh ,notice and no persons having appeared' objecting to the closing of said road, it is
herewith `determined that such proposed action of a-1,16tedft said road will not materially interfere
with the County Road System. and will not deprive any persons of -a reasonable means of ingress
� and egress to his premises from at lease one county, state or federal highway. •
BE IT FURTHER RESOLVED that the above described road is herewith vacated, -abandoned,
discontinued and closed and that this Board'pnd Indian River County renounces and disclaims
any right of the county and public in and to the land represented by said above +describdd �rodd
fright of way and any interest therein acquired for street, road and tigh-way purposes.

BE IT FURTHER RESOLVED That the Clerkof the Circuit Court and ex officio Clerk to
this Board shall prepare, certify and record in the Deed Book of this County a Transcript of
the proceedings concerning said road.

bills and accounts being on file in the office of the Clerk of the Circuit Court, the
Warrants so issued from the respective funds being listed in thupplemental Minute Book,
as provided by the rules of the State Auditor, reference to such record and the list so

recorded being made a part of these minutes.
The County Depository filed its monthly statement, showing receipts and disburse -
meats of the various funds, which having been audited were found to be correct.

Application of Mr, J. H. Hall, Vero Beach, Florida, for admission to the State

Tuberculosis Sanitorium was approved with the understanding that the sum of $20.00 per math
would be paid to the County and applied on hospitalization costs.
Deputy Sheriff, Lia& Silsby, appeared before the Board and explained the needs of
of a new mowing machine for the jail lawn and property. E. E. Carter, County Engineer, was
instructed to investigate the matter with regard to repairing the present machine or if it
kp seemed advisable to purchase a new one. Authorization was made upon motion of Commissioner
Stewart seconded by Commissioner Waddell and carried.
E. E. Carter, Road and -Bridge Superintendent, reported that approximately 75% of,the
work in removing the Winter Beach Bridge had -.been completed to date.
It was ordered that Mrs. Cassie Conniff have the-catarack removed from her eye by
Dr. Branka of,Ft. Fierce, Florida, provided the.doctor would allow a 50% discouht for his
