HomeMy WebLinkAbout09/22/2008 September 22, 2008 VALUE ADJUSTMENT BOARD (VAB) 2008 MEETING MINUTES OF SEPTEMBER 22, 2008 The Value Adjustment Board (VAB) of Indian River County, Florida, met in Building A, Room 102 at the County Administration Building, 1801 27th Street, Vero Beach, Florida, on Monday, September 22, 2008. Present were Chairman Peter D. O'Bryan, Vice Chairman Joseph E. Flescher, School Board Member Debbie MacKay, Citizen Members Rose Spytek and Duane Weise, VAB Attorney David Hancock, and VAB Clerk Maria Suesz. Also Present was Property Appraiser David Nolte. 1. CALL TO ORDER Chairman O'Bryan called the meeting to order at 9:00 a.m. 2. INVOCATION — Debbie MacKay Board Member Debbie MacKay delivered the Invocation. 3. PLEDGE OF ALLEGIANCE — Rose Spytek Board Member Rose Spytek led the Pledge of Allegiance to the Flag. INTRODUCTIONS Chairman O'Bryan asked for introductions of those in attendance. 1 Value Adjustment Board September 22, 2008 4. APPROVAL OF MINUTES OF THE VAB MEETING HELD AUGUST 26, 2008 On Motion by Vice Chairman Flescher, Seconded by Board Member Weise, the Board unanimously approved the VAB Minutes of August 26, 2008, as written and distributed. 5. INTRODUCTION OF NEWLY APPOINTED VAB BOARD MEMBERS DUANE WEISE AND ROSE SPYTEK, AND NEWLY HIRED VAB ATTORNEY DAVID HANCOCK Chairman O'Bryan gave a brief explanation of how VAB hearings have been handled in prior years, and he explained the current petition hearing process for the newly appointed VAB Members. The Board Members posed questions to Property Appraiser Nolte and Attorney Hancock to obtain more information regarding their responsibilities and the responsibilities of others in the VAB process. Chairman O'Bryan announced that the Board of County Commissioners on July 15, 2008 approved Resolution 2008-105 appointing the 2008 Value Adjustment Board Members, and providing statutory per diem compensation, and the School Board approved to accept per diem at their meeting. He asked the VAB Clerk to have the appropriate form available for the Board Members, if needed. Rose Spytek inquired about schooling for Citizen Members, and VAB Clerk Suesz explained that the Department of Revenue (DOR) would be providing training in five different locations around the State, but the training schedule would not be available until the summer of 2009. 6. SECURITY AT HEARINGS — OFF DUTY DEPUTIES Chairman O'Bryan briefed Board Members telling them there has been some concern in the past about maintaining order at the hearings, and that the Sheriff had been contacted to provide some type of security at the hearings. Vice Chairman Flescher spoke with the Sheriff, and he relayed that the Sheriff would have the 2 Value Adjustment Board September 22, 2008 zoned deputy do a walk-through or drive-by, and make his presence known during the hearings. Board Member Spytek said she would contact the Vero Beach City Police Department to ask them if they could do a drive-by, as well. ON MOTION by Board Member MacKay, SECONDED by Board Member Spytek, the Board unanimously 1) approved not to hire off-duty deputies, and 2) approved to ask the Sheriff to provide zoned deputies to keep a vigilant eye on the building during the hearings, and 3) approved to ask the Vero Beach Police Department to also do drive- bys to make sure security is close, at no cost to the Value Adjustment Board. Commissioner Wesley Davis entered the meeting, and commented on the exciting aspect of the new format to the Value Adjustment Board. 7 ADJOURNMENT There being no further business, the Chairman declared the meeting adjourned at 9:45 a.m. ATTEST: „ "P% ,r—s) 68„,,rs„. f7aerJEFFREY K.
