FINAL MEETING MINUTES OF JANUARY 9, 2013
The Value Adjustment Board (VAB) of Indian River County, Florida, met on
Wednesday, January 9, 2013, in the County Administration Building, 1801 27th Street, Building
"A", Room A-102, Vero Beach, Florida. Present were Vice Chairman Wesley S. Davis,
Commissioner Peter O'Bryan, School Board Member Carol Johnson, and Citizen Member
Duane Weise, VAB Attorney David Hancock, and VAB Board Clerk Maria I. Suesz. Citizen
Member Rose Spytek arrived late.
Also present from the Property Appraiser's Office was Property Appraiser David Nolte,
Supervisors Bruce Goodwyn and Janine Hicks, Office Manager Helen "Sissy" Long, and
Assessment Control Clerk Breezy Neuberger. Present from the public was Petitioner Peter
Lyons.
1. CALL TO ORDER
Vice Chairman Davis called the meeting to order at 8:00 a.m.

School Board Member Carol Johnson delivered the Invocation.

3. PLEDGE OF ALLEGIANCE — Duane Weise
Citizen Member Duane Weise led the Pledge of Allegiance to the Flag.
4. APPROVAL OF MINUTES OF VAB ORGANIZATIONAL MEETING OF
MAY 16, 2012
ON MOTION by School Board Member Carol Johnson,
SECONDED by Citizen Member Duane Weise, by a 4-0 vote,
(Citizen Member Rose Spytek absent) the Board approved the
Value Adjustment Board Organizational Meeting Minutes of
May 16, 2012, as written.
5. ADDITIONS AND DELETIONS
ON MOTION by Commissioner Peter O'Bryan, SECONDED by
School Board Member Carol Johnson, by a 4-0 vote, (Citizen
Member Rose Spytek absent) the Board approved the agenda as
presented.
6. ACT UPON MATTERS PENDING BEFORE THE VALUE ADJUSTMENT
BOARD - NONE
7. APPROVE AND ADOPT THE SPECIAL MAGISTRATES'
RECOMMENDATIONS AS THE VALUE ADJUSTMENT BOARD'S DECISION AND
AUTHORIZE DISTRIBUTION OF FORM DR485V, PURSUANT TO SECTION 194.032,

ON MOTION by School Board Member Carol Johnson,
SECONDED BY Citizen Member Duane Weise, by a 4-0 vote,
(Citizen Member Rose Spytek absent) the Board adopted the
Special Magistrates' Recommendations as the Decisions of the
Value Adjustment Board, and authorized staff to distribute the
Final Decision Forms DR -485V to the Petitioners.
Citizen Member Rose Spytek entered the meeting at 8:06 a.m.
8. AUTHORIZE AND APPROVE THE CHAIRMAN TO EXECUTE FORMS DR -
529 (TAX IMPACT NOTICE) FOR PUBLICATION, AND FORM DR -488 (THE
CERTIFICATION FOR REAL PROPERTY AND TANGIBLE PERSONAL
PROPERTY), PURSUANT TO F.S. 193.122
A. Tax Impact Notice DR -529 for Tax year 2012
B. Certification Form DR -488 Real Property
C. Certification Form DR -488 Tangible Personal Property
ON MOTION by Commissioner O'Bryan, SECONDED by
Citizen Member Rose Spytek, the Board unanimously approved
and authorized the Chairman to execute: 1) the Tax Impact
Notice Form DR -529 for publication, and 2) the Certification
Forms DR -488 for Real Property and Tangible Personal
Property, as presented.

9. AUTHORIZE THE VALUE ADJUSTMENT BOARD CLERK TO SOLICIT FOR
L ATTORNEY AND APPRAISER SPECIAL MAGISTRATES FOR THE 2013 TAX YEAR
HEARINGS

ON MOTION by School Board Member Carol Johnson,
SECONDED by Commissioner O'Bryan, the Board
unanimously authorized the Value Adjustment Board Clerk to
solicit for Attorney and Appraiser Special Magistrates for the
2013 Tax Year Hearings.
10. ACCEPTANCE OF RESIGNATION OF SCHOOL BOARD BUSINESS CITIZEN
MEMBER
A. Appreciation for Rose Spytek's 3 years of public service
B. Report on Status of Nomination of Successor — Carol Johnson
Vice Chairman Davis, along with comments of several other Board Members, expressed
deep regret in receiving the resignation of Citizen Member Rose Spytek from the VAB, and
expressed appreciation for her time and effort that she contributed to the Value Adjustment
Board.
ON MOTION by Commissioner O'Bryan, SECONDED by Vice
Chairman Davis, the Board unanimously accepted the
resignation of Rose Spytek from the position of Business Citizen
Member of the Value Adjustment Board, effective at the close of
the VAB 2012 tax cycle.
School Board Member Carol Johnson announced that the School Board was seeking a
replacement to fill the vacancy of Business Citizen Member to the VAB, and asked everyone to
notify the School Board if they knew of a qualified applicant.

Value Adjustment Board Attorney David Hancock requested that a Public Comment item
be included to the agenda of future VAB meetings.
11. ADJOURNMENT- 8:17 a.m.
There was no further business, and Vice Chairman Davis called for adjournment.
ON MOTION by Commissioner O'Bryan, SECONDED by
Citizen Member Rose Spytek, the Board unanimously adjourned
the meeting at 8:17 a.m.
