Moody, Tax Collector of the County of Indian River: You are hereby commanded to collect out of the real estate and personal property, from each of the persons and corporations named in the annexed Intangible Personal Property Assessments Roll, the taxes set down in each roll -opposite each name of person, firm or cor- poration therein described, and in case taxes so imposed are not paid at the time prescribed by law, you are to collect the same by levy and sale of goods and chattels, lands and tene- ments to the person, firm or corporation so taxed; and all sums collected for the State taxes you are to pay to the State Treasurer at such time as may be required by law; and you are further required to make all collections on or before the first Monday in April; and on or before the first Monday in July you will make a final report to and settlement with the Comp- troller and County Commissioners. j ourned. NgO� 1. 1949.- The 949.- The Board of County Commissioners of Indian River County met at the Court House in Vero Beach, Florida, at 10:00 o'clock A. M., Tuesday' November 19 1949, in regular meeting with the following members of the Board present: W. C. Graves, Chairman; Tom N. Stewart, Aubrey L. Waddell, Sylvester Moods, and H. C. Watts. Also present were Charles A. Mitchell, Attorney; E. E. Carter, Road and Bridge Superintendent; L. B: O'Steen; Sheriff; and Douglas Baker, Clerk. The minutes of the previous meetings were read and approved on motion of Commissioner Stewart, seconded by Commissioner Waddell and carried. Mrs. Lucky together with Mrs. Gladys Rice and Mrs: H. C. Watts representing the Women's Clubs appeared before the Board requesting the latent information with regard to the proposed fire control units in Indian River County. Charles A. Mitchells Attorney, speaking for the Board gave Mrs. Lucky and her committee all information to date as to what procedure had been followed, what had been accomplished to date by the Board with regard to the fire control units, and said information was supplemented by M. A. Boudet, County Agent and E. E. Carter, Road and Bridge Superintendent. Surety Bond for J. R. Graves as Commissioner of Indian River Misquoto Bontrol District in the sum of $59000.00 with U. S. Fidelity and Guaranty Company as surety was filed with Douglas Baker, Clerk Circuit Court, October 199 1949 County Deed No. 300 was executed by the Board as provided boder Chapter 194, Florida Statutes' 1941, Deputy Sheriff • The following was appointecy by L. B. O Steen, Sheriff, and Douglas Baker, Clerk, announced that said appointment had been filed with him. NAME PRECINCT N0. ADDRESS U. J. Tillis 5 Bert Beach, Florida Deputy Sheriff's bond for U. J. Tillis in the sun of $1,000.00 with U. S. Fidelity 22 and Guaranty Company as surety was approved. A letter was received from Joe Earman, Jr.s Distributors Gulf 011 Products9 stating the Gulf Oil Company now has a bulk plant located in Indian River County and requested its name added to th6 list of the different oil companies to receive a portion of the purchases of petroleum products by Indian River County. Said request was granted by the Board and E. E. Carters Road and Bridge Superintendent was instructed to advise Mr. Earman as to the date his company would begin furnishing petroleum products to the County. A letter was received from Walter S. Buckingham about a program for getting some County roads.declared in the general territory between Dixie highway and the Indian River and north of the Main canals and was presented to the Board. Mr. E. E. Carters Road and Bridge Superintendents was authorized to proceed in getting the rights-of-way descriptions prepared and transmit same to Mr. Buckingham, who agreed to lend assistance in the promotion of the general programs in order that the same could be executed by the proper persons, and that Bir. Buckingham be advised by the Clerk as to the Board's decision in the matter. RESQUTION -GWEEN SEASON Commissioner Watts introduced the following Resolution and moved its adoption as follows, to -wit: WHEREAS, the membefs of the Board of County Commissioners of Indian.River County have knowledge of the conduct of the young people of this County in this years observance of the Halloween season and which knowledge has come to them through their actual observation and by means of comment made to them by many citizens of the County and by visitors in the Countyl ands WHEREAS, this knowledge of the members of this Board causes them to realize that the conduct on this occasion of the young people of this County is outstandingly favorable and is an illustration of the type of yougg people resident in the County and particularly ih comparison with press reports with regard to happenings elsewhere in the annual observance of this holiday; and, WHEREAS, it is the opinion of this Board that such splendid conduct results from the fine type of young people resident in the County; and from the attention and consideration given to our young people by the parents and by such institutions as the schools and churches of the County; and various organizations in the County interested in the welfare of pur i you.h and, particularly, the Parent-Teacher Associations; therefore, BE IT RESOLVED, that this, the governing Board of Indian River County herewith records and recites its recognition and appreciation of the yofing people of the County as aforesaid and that this Board herewith commends the Parent-Teacher Associations of the County; the teachers and the personnel of our schools; the churches of the County, the Youth Center organizations, the various Boy and Girl Scout groups, the parents of our children and, Above all, the young people of the County for their interests efforts, and cooperation which have brought about this most desirable condition. BE IT FURTHER RESOLVED, that a copy of this Resolution be delivered to the newspapers of the County, and to Radio Station WIRA, in order that the recognition of this Board, as evidenced by this Resolution, may be made known to the many individuals, organizations and institutions throughout the County who are entitled to be so greatly commended for their participation in the Youth program in the County. Motion for the adoption of the Resolution was made by Commissioner Waddell and unanimously carried. ----.,- M. A. Boudets County Agent appeared before the Board and submitted a report of 2. his activities for the month of October which was ordered filed with the Clerk. RESOLUTION - FIXING THE BOUNDARIES OF COUNTY COMMISSIONERS' DISTRICTS IN INDIAN RIVER COUNTY# FLORIDA Commissioner Stewart introduced the following Resolution and moved its adoption# to -wits WHERE AS# the Constitution of the State of Florida provides that there shall be five RESOLUTION - PERMAN:ENT SINGLE REGISTRATION SYSTEM Commissioner Watts introduced the following Resolution and moved its adoption W'.wit s WHEREAS# Chapter X5391 of the Laws of Florid+depted at the regular session of the Florida Legislature in 1949 provides a permanent single registration system for the regis- tration of electors to qualify them to vote in all general, primary and special elections# g including elections held in those municipalities which by Resolution shall elect to use such system as set forth in such Chapter; and# WHEREAS' said permanent single registration system becomes effective# under the provisions of said Chapter 253919 on January 1st subsequent to the date the Board of County Commissioners shall by Resolution# entered upon its minute99'adopt the systems and the Board of County Commissioners of Indian River County# Florida, desiring to adopt said system and to • Districts in Indian River County as is evidenced by this Resolution; therefore# the end thatjit shall be effective in said County on January 1, 1950' therefore# BE IT RESOLVED by the Board of County Commissioners of Indian River County# Florida# that this Board does herewith adopt the permanent single registration system for the regis- tration of electors in Indian River County.to qualify them to vote'in all general# primary and special elections# including elections held in those municipalities which shall duly elect to use such system# in and for Indian River County and as the system for registration of electors in said County and all as provided by said Chapter 253919 and to the end that said system shall become effective in Indian River County on January 1# 1950. BE IT FURTHER RESD LVED that the,system herewith adopted shall be in lieu of and shall supercede any other system of registration of electors in said County and whether heretofore provided by local act or otherwise. BE IT FURTHER RESOLVED that this Resolution be duly entered upon the minutes of this Board and of this regular meeting of this Board held this November lst# 1949. Motion for the adoption of the Resolution was made by Commissioner Woods and unanimously carried. RESOLUTION - FIXING THE BOUNDARIES OF COUNTY COMMISSIONERS' DISTRICTS IN INDIAN RIVER COUNTY# FLORIDA Commissioner Stewart introduced the following Resolution and moved its adoption# to -wits WHERE AS# the Constitution of the State of Florida provides that there shall be five (5) County Commissioners' Districts in each County and that said Districts shall be as nearly as possible equal in proportion to papulation and that the Board of County Commissioners of the respective Counties shall from time to time fix the boundaries of such Districts; and# WHEREAS' by reason of the adoption by this Board of Chapter 25391 of the Acts of the Florida Legislature in 19499 it has been necessary to revise# alter# change and fix the g boundary lines of Election Districts and precincts in said County and by reason thereof it is now necessary to fix the boundary lines of the County Commissioners' Districts in said County and to the end that no election district in said County shall be partly in one County , Commissioners District and partly in another; and# WHEREAS.# all five (5) members of the Board are present at this meeting of said Board and have agreed unanimously on the fixing of boundaries of County Commissioners' Districts in Indian River County as is evidenced by this Resolution; therefore# BE IT RESOLVED, that the boundaries of the County Commissioners' Districts in Indian River County# Florida# be and the same are herewith fixed# effective immediately# as i ,2 f follows and with each of said Districts numbered as hereinafter stated, to -wits COUNTYCCDMHISSIONER'S DISTRICT NO. 1 thence run West along and following Section lines to the Northwest corner of Section 30, Begin at the intersection of the shore line of the Atlantic Ocean and the South boundary line of Section 14, in Township 31 South, Range 39 East, and thence run West along the Section lines to the Northwest corner of Section 199 in Township 31 South, Range 38 East; thence run South along Section lines to the Northwest corner of Section 79 in Township 32 South, Range 38 East; thence run West to the Range line dividing Ranges 35 East and 36 East; thence run North along said Range line to the Northeast corner of Township 32 South, Range 35 East; thence run West along the Township line to the Southwest corner of Township • 31 South, Range 35 East; thence run North to the Northwest corner of Township 31 South, Range 35 East; and being the North boundary line of Indian River County; thence run along and following the North boundary line of Indian River County, in,an Easterly direction, to the point where such boundary line intersection the Atlantic Ocean, and which point is the North: - east corner of Indian River County; thence run in a Southerly and Southeasterly direction along and following the East boundary line of Indian River County to the point of beginning. BE IT FURTHER RESOLVEDt that it is herewith recited and noted that the boundary lines of Election Districts in Indian River County have been fixed and designated at the meeting of this Board at which this Resolution is adopted whereby no Election District in • said County shall lie partly in one County Commissioners' District and partly in another. BE IT FURTHER RESOLVED9 that this Resolutions containing an accurate description of the boundaries.of such County Commissioners' Districts, shall be entered upon the minutes of this Board; that a certified copy of this Resolution shall be published once each week for four (4) consecutive weeks in the Vero Beach Press Journalq a newspaper of general air- culation.published in Indian River County' Florida; that the Clerk to this Board shall forth- with furnish the Secretary of the State of Florida with a certified copy of the minutes of this Board which shall evidence this Resolution in full and the adoption thereof and which shall contain the description of the boundaries of the existing County Commissioners' Districts as herewith fixed and in order that the Secretary of State shall record a description of such boundaries in his office in a book kept for that purpose. Upon roll call the Resolu- tion was unanimously adopted by the following vote. Ayes: Commissioners Graves, Stewart, Waddell, Watts and moods Nays: None The Resolution being so adopted was spread upon these minutes in full as follows: WHEREAS9 by reason of the adoption by the Board of County Commissioners.of Indian River County, Florida' of the provisions of Chapter 253919 Acts of 1949 of the Florida Legis- lature and in order to comply with such chapter, it has become necessary to change certain election districts within said County; and it being prior to the first day of February of a year in which there shall be a general election in said County and it not being subsequent to the first day of February in any such general election year; and all five (5) members of the Board of County Commissioners of said County and the Supervisor of Registration of said • County being present at this meeting at the time of the adoption of this Resolution; and the Supervisor of Registration of Indian River County having recommended and approved the change in election districts as provided by this Resolution; and all five (5) members of this Board having recommended and approved this Resolution and the adoption thereof; therefore] �J 1 1 1 7 __. BE IT RESOLVED, that the respective election and registration districts, voting places or precincts in Indian River County, Florida, are herewith altered, changed, created and fixed and the boundaries thereof determined and defined and designated by number and the 'most suitable place in each district established as a voting place or precinct, at which voting place or precinct there shall be a polling place as follows, to -wits ELECTION DISTRICT NO. 1 Beginning at the Northeast corner of Government Lot 2, Section 19 Township 31 South, Range 38 East and the Fleming Grant line, run Southwest along the said Grant line to the Sebastian River; thence Northeasterly along the center of the Sebastian River to the Indian River; thence Southerly along the Indian River shore to the South line of Section 25, Township 30 South, Range 38 East the same being the North City limits of the City of Sebastian; thence West along the Section line to the Fleming Grant line; thence Southerly along the Western City limits of the City of Sebastian to the point of beginning.
