AUTHORIZE THE SPECIAL MAGISTRATE TO CONDUCT THE 2006 HEARINGS AND APPROVE THE HEARING DATES — NOVEMBER 1 THROUGH NOVEMBER 17, 2006 9. ADJOURNMENT r.. Value Adjustment Board - 2 - July 19, 2006 2006 VALUE ADJUSTMENT BOARD (VAB) MEETING MINUTES OF JULY 19, 2006 The Value Adjustment Board of Indian River County, Florida, met in Conference Room "A" in the County Administration Building, 1840 25th Street, Vero Beach, Florida, on Wednesday, July 19, 2006, at 9:00 a.m. Present were County Commissioner and VAB Chairman Wesley S. Davis, VAB Vice Chairman; Gary C. Wheeler, Commissioner Thomas S. Lowther, and School Board District 4 Member Ann Reuter, and District 2 Member Lenora Quimby. Also present were County Attorney William G. Collins II, Property Appraiser David Nolte, Chief Deputy Darlene Silverstein and Clerk of the Value Adjustment Board Maria I. Suesz. 1. CALL TO ORDER .. Chairman Wesley S. Davis called the meeting to order at 9:00 a.m. 2. INVOCATION The Chairman delivered the Invocation. 3. PLEDGE OF ALLEGIANCE School Board Member Lenora Quimby led the Pledge of Allegiance to the flag. 4. APPOINTMENT OF CHAIRMAN AND VICE CHAIRMAN FOR 2006 VALUE ADJUSTMENT BOARD Chairman Davis and Commissioner Wheeler were both nominated for Chairman of the 2006 Value Adjustment Board. 2006 Organizational Meeting - 1 Minutes 7-19-06 ON MOTION by Commissioner Lowther, SECONDED by School Board Member Quimby, the Board by a 4-0 vote (School Board Member Reuter not present), elected Commissioner Wheeler as Chairman of the Board. School Board Member Ann Reuter joined the meeting at 9:03 a.m. Commissioner Wheeler took the Chair. School Board Member Reuter nominated Commissioner Lowther for Vice Chairman of the Value Adjustment Board. There were no other nominations. There was CONSENSUS to elect Commissioner Thomas Lowther as Vice Chairman of the Board. 5. APPROVAL OF VAB MINUTES ON MOTION by Commissioner Davis, SECONDED by Vice Chairman Lowther, the Board unanimously approved the VAB Minutes of May 22, 2006, as written and distributed. 5. APPROVAL OF RULES AND PROCEDURES FOR 2006 VALUE ADJUSTMENT BOARD ON MOTION by Commissioner Davis, SECONDED by Commissioner Lowther, the Board unanimously accepted the Rules of Procedures for 2006 Value Adjustment Board. 2006 Organizational Meeting - 2 `�•- Minutes 7-19-06 `�- 6. AUTHORIZE THE CHAIRMAN TO EXECUTE CONTRACTS FOR 2006 SPECIAL MAGISTRATES — JOHN A. ROBINSON, PA, MAI, AND JULIE A. ZAHNISER, ESQ. ON MOTION by Vice Chairman Lowther, SECONDED by Commissioner Davis, the Board unanimously authorized County Attorney Collins to execute the Special Magistrate contracts for John A. Robinson, PA, MAI, and Julie A. Zahniser, Esq.. 8. AUTHORIZE THE SPECIAL MAGISTRATE TO CONDUCT THE 2006 HEARINGS AND APPROVE THE HEARING DATES — NOVEMBER 1 THROUGH NOVEMBER 17, 2006 ON MOTION by Vice Chairman Lowther, SECONDED by Commissioner Davis, the Board unanimously authorized the Special Magistrates to conduct the 2006 hearings November 1-17, 2006. County Attorney Collins updated the Board of the following schedule for hearings, and notified the Board that their final meeting may not take place until 2007. Exemption/Classification hearings—November 1,2,3, 2006 Valuation/Tangible hearings—November 8-9, and 16-17, 2006 Tentative reschedule dates: Exemption/Classification- Last Week in November Valuation/Tangible - December 12-13, 2006 Commissioner Davis commented that the VAB process seemed to be a waste of time. A brief discussion followed and Property Appraiser David Nolte commented that VAB was a result of property tax agents who were unhappy that decisions were not going in their favor.
