M., Fridhy, November 18, 1949, in special meeting with the follows members and ng present: W. C. Graves, Jr., Chairman; Tom N. Stewart,/Aubrey L. Waddell. Also present were S N. Smith, Ar., Attorney of the firm of Mitchell, Smith & Mitchell; and Douglas Baker, Clerk, Chairman Graves announced this meeting was called for the purpose of approving bonds and such other business as might be properly brought before the Board. Bond of Member County Board of Public Instruction District No. 2 for Jeanette B. Merriman in the sum of $2,000.00 with U. S. Fidelity and Guaranty Company as surety was approved. There being no further business on motion made, seconded and carried, the Board then adjourned. D� ER 6, 1949,, The Board of County Commissioners of Indian River County met at the Court House in a regular meeting at 10:00 o'clock A. M., Tuesday, December 6, 19499 with the following members presents W. C. Graves, Jr., Chairman; Aubrey L. Waddell, Tom N. Stewart, H. C. E. E. Carter, Road and Bridge Superintendent, Watts and Sylvester Woods. Also present were Charles A. Mitchell, Attorney;/Z. B. O'Steen, Sheriff; and Douglas Baker, Clerk. The minutes of the previous meetings were read and approved upon motion of Com- missioner Waddell, seconded by Commissioner Stewart and carried. of 1941. County Deed No. 301 was executed by the Board under Chapter 194, Florida Statutes The following was appointed Deputy theriff by L. B. O'Steen, Sheriff, and Douglas Baker, Clerk, announced that said appointment had been filed with him. NAME PRECINCT N0. G. W. Adams 2 Sebastian, Florida Deputy Sheriff's Bond for G. W. Adams in the sum of $1,000.00 with U. S. Fidelity and Guaranty Company as surety was approved. Applications for admission to the State Tuberculosis Sanitorium of E. B. Martin, Vero Beach; D. R. Royer, P. 0. Box 1021, Vero Beach, And Irving Atawaj, P. 0. Box 331, Vero Beach, Florida were approved. Larry Maher together with his representative, J. W. Boring, appeared before the Board and requested that a dedication to the City of Vero Beach covering lots 2 to 5 inclusive, Block 2, Edgewood addition,for public purposes be revokedJin as much as the said property had been sold by the City of Vero Beach to Mr. Maher, and it appears necessary that this action be taken in order to clear the title. It was moved by Commissioner Stewart, seconded by Commissioner Waddell and carried, that the request be granted, and the Board instructed their Attorney, Charles A. Mitchell, to prepare the necessary Resolution to be adopted. • Mr. N. T. Eve appeared before the Board and requested permission to build a com- bination work -shop and store on the property east of the former Winter Beach Bridge which is being leased from the County. Chairman Graves appointed a committee consisting of Commissioner. Waddell and Woods together with E. E. Carter, Road and Bridge Superintendent, to investigate To with power to act. County Agent, M. A. Boudet appeared before the Board and submitted a report of his activities for the month of November together with a narrative report from December 1, 1948, to November 30, 1949- Said reports were received and ordered filed with the Clerk. Homer Fletcher, Tax Assessor, and Troy E. Moody, Tax Collector, appeared before the Board and discussed the matter of purchasing addressograph equipment for the Assessor's and Collector's office in this County. Chairman Graves appointed a committee consisting of Commissioners Stewart, Waddell together with himself and Charles A. Mitchell,, Attorney, to investigate the matter, and Douglas Baker, Clerk, was instructed to write the Clerk at Fort Lauderdale, Florida, in as much as Broward had recently installed this system requesting information with respect to the purchasing and financing of the equipment particularly with regard to the State Comptroller's ruling concerning use of excess fees in connection with purchase of the equipment. Upon motion of Commissioner Watts, seconded by Commissioner Waddell and carried, the Board entered into and signed an agreement with the firm of Duncan, Stewart, and McVoy, architects, to alter and add to the County jail located on South 17th Avenue in Vero Beach, Florida, and a copy of said Agreement is on file in the Clerk's office. Douglas Baker, Clerk, was instructed to request Messrs. Bowen, Dobbs and White of the Southern Bell Telephone and Telegraph Company to meet with the Board in the near future for the purpose of.discussing mutual problems. R E S O L O T? O N Commissioner Tom N. Stewart introduced the following Resolution and moved its adoption as follows, to -wits WHEREAS, in preparation of the current budget of Indian River County and the Board of County Commissioners thereof, a major portion of the monies to be derived by this County from licensing and taxing racing was allocated and budgeted to the Road and Bridge Fund of the County and as a result but a small portion of the revenues budgeted to such Road and Bridge Fund is derived from ad valorem taxes while,a large portion of the revenues budgeted to the general fund of the County is derived from ad valorem taxes; ands WHEREAS, this situation results in the County beneral fund having considerable monies din hand at this time by reason of current ad valorem tax levies and the County Road and Bridge Fund has insufficient funds on hand for its lawful expenditures until racing monies are received in the current year by this County; therefore., BE IT RESOLVED, that the sum of Seven Thousand, Five Hundred Dollars ($79500.00) be and it is herewith transferred from the County general fund to the County Road and Bridge Fund and which sum shall be repaid to the general fund by the Road and Bridge Fund upon receipt of funds to such amount derived from racing and budgeted to such Road and Bridge Fund. •`'�fi BE IT FURTHER RESOLVED, that the Clerk to this Board is instructed to transmit a certified copy of this Resolution to the Comptroller of the State of Florida and upon approval hereof by the Comptroller, the Chairman and Clerk of this Board are authorized and directed to effect such transfer of funds. Gentlemen: I, James Kocmond, of the County of State of Illinois, being the owner of Tax Sale Certificate No. 4 dated the 3rd day of August 1936, in the sum of $21.99 covering the following described property, to -wit: All of Wauregan E of Ry. & N of Bay Bt. (less to Morrison & Lots 1, 29 3, 49 5 and E 85 ft. of Lot 6 (see Assessor's Plat) hereby make application to your Honorable Body to issue a duplicate Tax Sale Certificate in lieu of the original described herein for the following reasons (1) That said Tax Sale Certificate was purchased by me November 4, 1936 for which I paid the suss of $24.43. (2) That said',ax Sale Certificate, or any interest therein, has not been hypothe- cated, sold, assigned, transferred or delivered by me and I have received no consideration • therefor.
