Solid Waste Disposal District 1:24 p.m. 1. Indian River County Former Correctional Institution Land (memorandum dated June 25, 2015) 163-167 Director of Utility Services Vincent Burke provided background on the Indian River County former Correctional Institute site, and informed the Board that the Division of State Lands was not interested in pursuing a swap of the four County owned parcels, and would not accept the County's offer of $450,000. He said there has since been a sealed bid of $850,000 from Algae to Omega, and the staff of the Division of Public Lands would be recommending to their Board on August 5, 2015, to move forward with the sealed bid as submitted. Deputy County Attorney William DeBraal revealed that there were three bids submitted: $850,000, $750,000, and the low bid of $740,000, which were far in excess of what the County was willing to pay for the property. He conveyed that Algae to Omega would be using some of the existing buildings; therefore their demolition costs would be much less than the County's would have been. He said this would be heard by Governor Scott and the Cabinet at the Solid Waste Disposal District Page 1 July 7,2015 beginning of August, and the closing would take place in 90 days, pending approval at the August Cabinet meeting. 2. Single Stream Transfer Facility Update (memorandum dated June 30, 2015) 168-171 Director Burke recalled that on April 21, 2015, the Solid Waste Disposal District Board approved the Solid Waste and Recyclables Collection Franchise Agreement with Waste Management, Inc., and pointed out that one of the primary elements included switching from dual-stream to single-stream recycling. He said staff was looking at a turn-key project with Waste Management that would utilize a 6,240 square-foot fabric- based building for a cost of $298,000, which would include demolition of the existing structure, improving the tipping/loading area, and installing push walls. Director Burke used the overhead projector to describe the different structures and how the facility will operate. Due to the short timeline and lower cost of the operation, he recommended waiving the bid process and awarding the turn-key project to Waste Management, in the amount of$298,000. MOTION WAS MADE by Commissioner O'Bryan, SECONDED by Commissioner Flescher, to: (1) waive the bid process and award the turn-key project to Waste Management, Inc., for a not to exceed amount of $298,000, to construct a new single-stream transfer facility, and (2) authorize the Purchasing Manager, in conjunction with the County Attorney, to issue a Purchase Order to Waste Management. George Geletko, representing Waste Management, revealed that Luke Debock, Waste Management's Construction Manager Engineer, had about 30 years of experience with these types of facilities. Luke Debock said the structures have a 10-year warranty, and are basically maintenance free. He thereafter explained how the structure would be erected. The Chairman CALLED THE QUESTION and the Motion carried unanimously.
