Commissioner Waddell duly seconded the Resolution which was unanimously adopted. There being no further burliness on motion duly made, seconded and carried the Board then adjourned. TUESDAYt AUGUST 1, 1950 The Board of County Commissioners of Indian River County met in the office of the Clerk of the Circuit Court at Vero Beach in the County of Indian River, on this the 1st day August Wier, 1950, at 10:00 o'clock A. M., in special session as equalization Board and also in regular session with the following members present: W. C. Graves, Jr., Chairman; Tom N. Stewart, Aubrey L. Waddell, H. C. O'Steen, Sheriff; and Douglas Baker, Clerk. 4'The County Tax Assessor filed with the Clerk to the Board, and there was presented to the Board at this meeting, the applications for the tax exemptions set out in the Resolu- tion next following herein, together with original notice of disapproval of said applications with entry of service upon the respective applicants, and same were duly reviewed by the Board together with evidence presented to the Tax Assessor upon which the respective applicants based their claims for exemption. No =applicants appeared in person or by agent. The minutes of the previous meetings were read and the same approved upon motion of Commissioner Stewart, seconded by Commissioner Waddell and carried. C. H. Coulter, State Forester; Mr. Howgrd, District Forester, and H. V. Barnett, County Ranger, appeared before the Board', and Mr. Coulter made a report of their activities to date with regard to the Indian River Co my forest fire service unit and also outlined future pians of construction and operation. In connection with the fire control and police radio projects between the County and the City of Vero Beach, Chairman Graves appointed a committee consisting of Dale Talbert and Commissioner Stewart to meet with the City Council for the purpose of discussing mutual problems relating to these projects between the City an4the County. E. E. Carter, Road and Bridge Superintendent was instructed to supervise the in- rain_ stalling of/soarm gauges and both fire towers in the County. J. Harold Knight,. R. S. Edsall and A. R. Jones appeared before the Board and pre- sented the following letter. Honorable Board of County Commissioners of Indian Diver County Vero Beach, Florida Gentlemen: August 1, 1950 The undersigned, as well as others, have extensive plantings and contemplated plantings ofcitrus groves so located as to make the same rather inaccessible unless and until your Honorable Board can see it's way cle"ar`to`grade, bridge and maintaii a passable road from Clements Avenue toa point West where a road known as the Kobilgard Road reaches the County line from St. Lucie County.` We, therefore, respectfully request that your Board take such steps -as are necessary to bring this road and necessary bridges into being, and that you apo request the St. Lucie County Board bf-Commissioners to connect the"goblegard Road with the same so as to make a proper outlet for these extensive citrus plantings which will otherwise be inaccessible. Pierce, Florida Gentlemen: A group of -men owning land in both St. Lucie and Indian River Counties appeared before this Board last Tuesday requesting that Indian River County agree to construct a bridge or culvert across out south dike line canal to line up with your Kobblegard Road in Section 1r, Twp, 34,S., Rge. 39 East. This Board has agreed to construct such structure and approaches to it as soon as the St. Lucie County part of the road is opened up for travel. The petitioners requested you be advised of this Board's intent and respectfully request your cooperation. * * * * Respectfully yours, Dque.las Baker Clerk Board County Commissioners pS0 UTION - 4T4TE1? , A S•613 On motion of Commissioner Stewart, seconded by Commissioner Waddell, the following resolution was adopted: WHEREAS, the State Road Department of Florida has authorized and requested Indian River County to furnish the necessary rights of way and easements for that portion of Section 8852, State Road No. 8-611, extending from St. Lucie County line at the Southeast Corner of Section 33, Township 33 South, Range 39 East, Northerly to State Road No. 60, which has been surveyed and located by the State Road Department as shown by map on file in the office of the Clerk of the Circuit Court of said. County, and in the office of the said Department at Tallahassee, and WHEREAS, the said Department will not begin construction of said portion of said Section in said County until title to all land necessary for said portion of said Section has been conveyed to or vested in said State by said County, and said lands physically cleared of all occupants, tenants, fences, buildings and/or other structures, situate upon or encroaching within the limits orf . the lands required for said portion of said Section; now, therefore, be it REV0]VED, that said County, through its board of County Commissioners, comply with the request of said Department and procure, convey or vest in said State the free, clear and unencumbered title to all lands necessary for said portion of said Sectiob, and deliver to the State Road Department said lands physically clear of all occupants, tenants, fences, ,W;#Anfprapplternopfr s ructures situate upon or encroaching within the limits of lands re- required for said portion of said Section, and that the Chairman and the Clerk of this Board be and they are hereby authorized and'directed to execute and deliver, on behalf of said County to said Department, the contract in the form hereto attached; and be it further RESOLVED, that the Attorney for this Board be, and he is hereby authorized and directed to proceed to take the necessary steps for the County to acquire in the name of said County bydonation, purchase of condemnation said rights of way and easements for said portion of said Section, and to prepare in the name of said County by its County Commissioners all condemnation papers, affidavits and pleadings, and prosecute all Condemnation proceedings to judgment; and said Attorney is further authorized to have prepared at said County's ex- pense, and furnish to the Department, the abstract search provided for in said contract. Members of our Board have held several meetings with Mr. A. S. Dobbs, local manager for Southern Bell. We feel that a reasonable attempt has been made to furnish telephone service where necessary. We, also feel that many complaints received by our Board are justified, but that little can be gained through a public hearing at this time due to existing and prospective material shortages. We sincerely appreciate your kind offer of assistance and hope that it will not be necessary to renew our request at a latef date. The several bilis and accounts against the County, having been audited, were examined and found correct, were approved and warrants issued in settlement of same. Such bills and accounts being on filedin the office of the Clerk of The Circuit Court, the Warrants se issued from the respective funds being listed in the Supplemental Minute Book, as provided by the rules of the State Auditor, reference to such record and the list so recorded being made a part of these minutes. The County Depository filed its monthly statement, showing receipts and disburse- ments of the various funds, which having been audited were found to be correct.
