Shale in the sum of $500.00 with American Surety Company of New York as surety was approved September 12, 1950, by Douglas Baker, Clerk Circuit Court as provided by law. Notary Public Bond for R. S. Swing in the sum of $000.00 with American Surety Company of New York as surety was approved September 19, 1950, by Douglas Baker, Clerk Circuit Court as provided by law. There being no further business on motion made, seconded and carried, the Board then adjourned. ATTEST s TUESDAY, OCTOBER 3, 1950. The Board of County Commissioners of Indian River County met at the Court House in regular meeting at 10:00 o'clock A. M., Tuesday+ October 3, 1950, with the following members presents Tom N. Stewart, Chairman Pro -tem; H. C. Watts, Sylvester '`oods and Aubrey L. Waddell. Absents W. C. Graves, Jr., Chairman. The minutes of the previous meetings were read and approved upon motion of Commissioner Waddell, seconded by Commissioner Watts and carried. On motion of Commissioner Watts, seconded by Commissioner Waddell and carried, the Board authorized an eye operation for J. J. Blanton to cost approximately $50.00. Leon Finley appeared before the Board speaking for himself and other residents and property owners requestine20th Avenue be extended One mile South of Glendale. Said request was granted upon motion of Commissioner Waddell, seconded by Commissioner Watts and carried with the understanding that rights-of-way be obtained without cost to the County. Mr. N. V. Eve appeared before the Board stating that his present lease with the rescind County Expired November 4 and requested the Board to/xxximg their former action discontinuing said lease, and that said Lease be renewed for another year. UPdrn motion of Commissioner Waddell, seconded by Commissioner Watts and carried the request was granted. _ County Deed No. 316 was executed by the Board under Chapter 194, Florida, Statutes, 1941. Upon motion of Commissioner Waddell, seconded by Commissioner Watts and carried, the Board authorized, payment of $250.00 to the Vero Beach Chamber of Commerce, Inc., for serving and promoting publicity for Indian River County. Upon motion of Commissioner Waddell, seconded by Commissioner Watts and carried, the Board instructed S. #. Smith, Jr., County Attorney, to prepare Notice Iflviting Bids for the furnish#.ng of concrete blocksfor the Indian River County Jail alterations and annex, Said bids to be returnable to the hour of 10;00 o'clock A, M., October 24, 1950. RESOLUTION a CLOSING ROURS,Al TO SALE Q ALCOHOLIC BEVERAGES OUTSIDE, OF CITY LIMITS Commissioner Waddell introduced the following Resolution and moved its adoption as follows, to -Wits BE IT! RESOLVED by the Board of County Commissioners of Indian River County, Florida, that the said Bbard does herewith independently regulate the hours of sale of alcoholic beverages within the territory of Indian River County, Florida, not included within any municipality as. follows, to -wits 1. NO alcoholic beverages, that is, all beveragom containing more than 1% of alcohol by weight, may be sold, consumed or served or permitted to be sewed or consumed in any place holding a license under the State Beverage Department of Florida between the hours of midnight and 7:00 o'clock A. M. of the following day. 2. No intoxicating beverages, that is, those liquors, ithnes and beers °outlining more than 3.2% of alcohol by weight, may be sold, consumed or served or permitted to be served or consumed in any place holding a license under the State Beverage Department of Florida between 12:00 o'clock midnight Saturday and 7:00 o'clock A. M. Monday. The above regulation of the hours of sale of alcoholic beverages within Indian River County herewith adopted being the same regulation as that provided by the Beverage Laws of the State of Florida. BE IT FURTHER RESOLVED that this regulation shall become effective November 1, 1950, at 12:01 A. M. The foregoing Resolution was duly seconded by Commissioner Watts and unanimously adopted. Upon motion of Commissioner Waddell, seconded by Commissioner Watts and carried, it was ordered that the employees of the Road and Bridge Department be paid twice each month in lieu of once a month, and that said payments be made on each regular meeting of this Board and the middle of each month. RESOLUTION - BEACH PROPERTY NORTH OF (R COAST GUARD STATI N Commissioner Waddell introduced the following Resolution and moved its adoption as follows: WHEREAS1 the Board of County Commissioners of Indian River County, Florida, is the governmental body of Indian River County, Florida, charged with the responsibility of promoting public health and welfare of the citizens of this County; and, WHEREAS, said board has determined that the United States of America pis the owner of the following described property situated in Indian River County, Florida, to -wit: The East 10 acres of Government Lot 1, Section 20, Township 32 South, Range 40 East, Tallahassee Meridian; and that said lands are held by said Government for disposal under the Recreation Act of June 14, 1926 (44 Stat. 741; 43 USC 869); Now,Therefore, BE IT RESOLVED that this board does herewith determine that it would be to the best interests of this County and the citizens thereof that said land be acquired by pur- chase under the above quoted Recreation Act and that this Resolution does constitute the formal application of this board for the purchase of said land by Indian River County, Florida, a Political Subdivision of the State of Florida. That said lands are unoccupied mineral and are non *lith er and are chiefly valuable for recreational purposes. That the Plan of Recreational Development proposed by said County is that of establishing a public park and picnic grounds for use of the general public in picnicing, bathing and similar public recreational activities and that when acquired, said lands will be improved in order to provide facilities for such purposes. That the acquisition of said lands is sought through purchase. That the Chairman and Clerk of this board are herewith authorized and directed to sign any other or further application necessary or required in order to effect said pur- chase for said purposes and that this Resolution is the authority of said designated offi- cials for any and all such purposes. BE IT FURTHER RESOLVED that this Resolution and application for the purchase of said land be forwarded, in duplicate, to the District Land Office, Bureau of Land Management, Department of the Interior, for forwarding to the General Land -Office and that certified copies thereof be furnished as required by the various departments of the Gover- nment of the United States of America. The foregoing Resolution was duly seconded by Commissioner Watts and unanimously adopted. A committee consisting of Commissioners Stewart and Waddell together with E. E. Carter, Road and Bridge Superintendent were appointed to look into the matter of obtaining and removing lumber from former government buildings located at Melbourne. TO THE HON. BOARD OF COUNTY C©MIVIISSIONERS OF INDIAU RIVER CO., VERO BEACH, FLORIDA. Gentlemen: I, Minor Platt, of the County of Brevard State of Flerida, .being the owner of Tax Sale Certificate No. 185 dated the 1st day of June 1943, in the sum of $82 covering the following described property, to -wit: Tract 1923, Twp. 31 S., Rge. 37 E. hereby make application to your Honorable Body to issue a duplicate Tax Sale Certificate in lieu of the original described herein for the following reasons: (1) That said Tax Sale Certificate was purchased by me June 4, 1945 for which I paid the sum of $4.24. (2) That said Tax Sale Certificate, or any interest therein, has not been hypothe- cated,.sold, assigned, transferred or delivered by me and I have received no consideration therefor. (3) That said Tax Sale Certificate has been lost or destroyed and that I have made diligent search and am unable to locate said certificate. (4) That if duplicate Certificate is issued in lieu thereof and the original should at any time be located, the same will be surrendered to the Clerk of the Circuit Court of Indian River County for cancellation. Douglas Baker Clerk to Board • 1 The several bills and accounts against the County, having been audited, were ex- amined and found correct, were approved and warrants issued in settlement of same. Such bilis and accounts being on file in the office of the Clerk of the Circuit Court, the Warrants so issued from the respective funds being listed in the Supplemental Minute Book, as provided by the rules of the State Auditor, reference to such record and the list so recorded being made a part of these minutes. The County Depository filed its monthly statement, showing receipts and disburse- ments of the various funds, which having been audited were found to be correct. There being no further business on motion made, seconded and carried, the Board then adjourned. ATTES /14p/4,4. CLERK WEDNESDAY, OCTOBER 11, 1950. The Board of County Commissioners of Indian River County met at the Court House in special meeting at 1Qa00 O'clock A. M., Wednesday, October 11, 1950, with the following members present: W. C. Graves, Jr., Chairman; H. C. Watts, Aubrey L. Waddell and Tom N. Stewart. Absents Sylvester Woods. Also present were S. N. Smith, Jr., Attorney; E. E. Carter, Road and Bridge Superintendent and Douglas Baker, Clerk. As provided by Law the Board then proceeded to review the Registration Books of Indian River County, Florida, and after such review and examination it was moved by Commissioner Stewart, seconded by Commissioner Waddell and unanimously carried, that the Board found no names to be erased from the Registration books of the County. Notary Public Bond for John R. Gould in the sum of $500.00 with American Surety Company of New York as surety was approved October 6, 1950, by Douglas Baker, Clerk Circuit Court, as provided by law. Harry W. Demerow, Superintendent of Public Utilities, representing the City of Vero Beach, appeared before the Board and presented the following letter. City of Vero Beach, Florida October 10, 1950 • To the Honorable County Commission, Indian River County, Florida Gentlemen: - The Mayor and City Council of Vero Beach have asked me to make this formal request that the County Commission askethe State Road Department for all the salvage material in the old Vero Beach Bridge remaining west of the Channel and that the part of the bridge east of the channel to be left in place for a public fishing and recreation pier; that the contractor be authorized to deliver the salvaged materials to the east bridge -head instead of tb the Ft. Pierce, and that the salvaged bridge material be turned over to the City for use in con- structing docks, bulkheading and other improvements on the City owned property on the east shore of the Indian River.
