RESOLUTION 97-85
BE IT HEREBY RESOLVED BY THE BOARD OF COUNTY CON&USSIONERS OF
INDIAN RIVER COUNTY TRANSIT AUTHORITY (hereinafter somclimes called th,
"AUTHOR]=) that as a result of the implementation of Section 1003 (b)of the Intermodal
Surface Tr=sporta =EtEciawy Act of 1991,which provided that except to the extent that the
Secretary of the U.S.Department of Transportation amcdnafter rafarred to s"DOT^)determines
otherwise,not las than ten percent ofthe amounts authorized to be appropriated under the Act shall
be ocpeoded with small business conoems owned appropriated under the Act shall be expended with
small business concerns owned and controlled by socially and economically disadvantaged
individuals;and
WIMREAS,the TRANSIT AUTHORITY has developed an afbiimative action plan to assure
that Disadvantaged Business Enterprise QIC mAp. _.bit d "DBE"), shall have the maximum
Practicable oPPOMMity to participate in the performance of contracts financed in whole or in part
with funds derived from the U.S.Department of Transportation for the Authority;and
WHEREAS,the AUTHORITY,in keeping with this commitment has established a DBE
Goal of 12%of all Federal Transit Administration Omminaft reffirM lu jge,wA,,)funds for FY
1996-1997 available for contracting to be expended with disadvantaged business enterprises)and;
WHEREAS, the AUTHORITY authorizes the Executive Director of the Indian River
County Council on Aging to submit a Disadvantaged Business enterprise Affirmative Action Plan
to the FTA;and
VMMAS,the AUTHORITY understands that failure to carry out this Plan may result in
the termination of FTA funding
THE DIRECTORS do hereby declare that it is the policy of the AUTHORITY to establish,review
and maintain specific measurable and attainable percentage goals for DBE participation in contracts
utilizing FTA funds.
