ers of Indian River County, Florida, in the office of said Board in the Indian River County Court-
house, Vero Beach, Florida, on October 9, 1951, at 10:00 o'clock A.M.; and,
BE IT FURTHER RESOLVED, that this Board does herewith close, vacate and abandon
any public or private street, road, alleyway or other place used for travel and all portions
thereof and does herewith renounce and disclaim any right of Indian River County, Florida, and
the public in and to all land delineated as a street, road or highway as to that part of Cherokee
Street above described.
Motion for the adoption of the Resolution was duly made by Commissioner Hamilton
and unanimously carried.
Notary Public bond for Beverly A. Frank in the sum of $500.00 with St. ,Paul Mer-
cury Indemnity Company as surety was approved October 4, 1951 by Douglas Baker, Clerk Circuit
Court, as provided by law.
Notary Public bond for Ruby Bennett in the sum of $500.00 with St. Paul Mercury

The Board 9)f County Commissioners of Indian River County met at the Court House
in regular meeting at 10:00 o'clock A. M., Tuesday, November 6, 1951, with the following members
present: Tom N. Stewart, Chairman; W. C. Graves., Jr., H. C. Watts, J. J. P. Hamilton and Aubrey
L. Waddell. Also present were John Gould, Attorney, from the firm of Mitchell, Smith and Mitchell,
E. E. Carter, Road and Bridge Superintendent, L. B. 0?Steen, Sheriff, and Douglas Baker, Clerk.
At the request of Chairman Stewart, Vice -Chairman Graves presided over the meet-
ing.
Minutes of the previous meetings were read and the same approved upon motion of
Commissioner Hamilton, seconded by commissioner Waddell and carried.
A delegation representing Indian River Hospital, Inc., consisting of Messrs. Cox$
Gardner, Thatcher and Egan, together with Mrs. Radin and Mrs. Grant appeared before the. Board

tion and discussion of the matter, said delegation was advised funds%enot available at the pre- .

Mr. H. A. Elliot of the Blood Program Committee for Indian River County appeared
before the Board making an appeal for blood donors from the County Officials, Officers and em-
ployees. Mr. Elliot was assured that cooperation to the fullest extent would be given.

At the request of Paul Marchant and Ed Lochman, representing the V. F. W. and
American Legion, the Board appropriated and ordered paid the sum of $250.00 to Ray Ruch, Finan
cial Chairman, toward the expenses of the tri -county Armistice Day celebration. It was stated
' that the cost would be approximately $1000.00 and the sum of $250.00 each would be paid by the
V. F. W., American Legion and the City of Vero Beach.
A delegation from Wabasso consisting of Mr. and Mrs. John Cates, et al, together
with a number of teen-agers, appeared before the Board and requested that the matter of eviction
procedure relating to the Wabasso Beach property (Shipshewana Shores). be re -opened for further
discussion ,&A4 in order that a petition in behalf of the tenants or defendants, be presented to
the Board. After due consideration, Vice -Chairman Graves propounded the following question:
"does the.Board wish to re -open the matter for further hearing?" It was then moved by Commis-
sioner Hamilton, seconded by Commissioner Watts and unanimously carried, that the Board was not
in a position to re -open the matter for further hearing because it was now involved in Court
procedure and should be determined by the Court.

Mr. and Mrs. V. L. Whittier appeared before the Board and requested the County
to open: the Blue Cypress Road going north from State Road #30 through the property of W. H.
Surrency leading to land owned by them and described as Section 36, Township 31 South, Range 35
East, in order that they might have public access to the land, and stated that if the County
would re -open the old right-of-way that they would work with the Board and share expenses as to
the cost of filling in".and,constructing bridges.which would be.required. .After consideration --
and discussion, Gomm ssioner Waddell was named to work with Sherman N. Smith, .Jr.., Attorney,. wand
that the Attorney be instrucited to investigate the:matter in.order to determine what -legal grounds
the County has, if any, to re -open the road in question.

E. E. Carter, Road and Bridge Superintendent, was instructed to inquire of the I1
County Road and Bridge employees as to whether or not they wished to participate under the Social �
Security Act.
The Board authorized a letter to Mr. L. A. Davis, Wabasso, Florida, agreeing to
moving a fence line and re -locate same in consideration of his conveying to the State Road De -
,i
,partment the right-of-way for extension and improvement of State Road #510, as per copy of lett4r
on file in the Clerk's Office.
A letter was received from Mr. E. G. Thatcher, Secretary, Vero Beach Chamber of
Commerce, requesting a location survey relating to "INDIAN RIVER DRIVE" as an alternate route
to relieve traffic on U. S. No. 1. Upon motion of Commissioner Waddell, seconded by Commission=
er Hamilton and carried, said request was approved and E. E. Carter, Road and Bridge Superintenl
dent, together with Sherman N. Smith, Jr., Attorney, were requested to contact Hon. Merrill P.
,'Barber, Member State Road Department, to see if assistance could be obtained from the State.
Application for a license to carry fire arms from Melvin Koerner, Manager, Shell
Service Station, was referred to Sheriff L. B. O'Steen for investigation and report to the Boar4-

as provided by law.
The several bills and accounts against the County, having been audited, were ex-;.-
amined and found correct, were approved and warrants issued in settlement of same. Such bills �sr
and accounts being on file in the office of the Clerk of the Circuit Court, the warrants so
issued from the respective funds being listed in the Supplemental Minute Book, as provided by
the rules of the State Auditor, reference to such record and the list so recorded being made a
part of these minutes.
The County Depository filed its monthly statement, showing receipts and disburse-
ments of the various funds, which having been audited were found to be correct.
There being no further business, on motion made, seconded and carried, the Board
then adjourned.

After careful consideration and deliberation it was moved by Commissioner Stewart,
seconded by Commissioner Waddell and unanimously carried, that the contract be awarded to the
Manly Jail Works on the basis of the value of time to be saved over that indicated by the lowest
bidder; thereupon the Chairman and Clerk were authorized and instructed to execute a contract,
upon approval as to form, by the architects and engineers and County Attorney.
A check was received in the sum of $40.00 representing rent on the"Shipshewana
Shores' property and it was ordered by the Board that the same be delivered to Mr. E. E. Carter
and requested that the amount be placed with the other funds, that the present committee in
charge continue to function until possession is obtained by the new committee, and the Board
further requested that a report of all receipts and disbursements be made from the beginning up
to the present.
Notary Public bond for Marylynn C. Cole in the sum of $500.00 with Hartford Acci-
dent and Indemnity Company as surety was approved October 10, 1951 by Douglas.Baker, Clerk Cir-
cuit Court, as provided by law.
Application for admission to the State Tuberculosis Sanatorium of Dorothy Johnson
(colored) Box 77, Gifford, Florida, was approved October 12, 1951.
Notary Public bond in the sum of $500.00 for Chas. P. Diamond with American Surety
