HomeMy WebLinkAbout10/13/19251 1 TRAY OCTOBER 13, 1925. pursuant to adjournment, the Board of County Commissioners of Indian River County, Florida, met at the Court House, Vero Beach, Florida, on October 13th, 1925, with the following Commissioners present: John H Atkin, Chairman; George A. Braddock; D.Forbes; 0. 0. Heleeth and J. W. LaBruce. Also present was biles Warren, Clerk. On motion duly made, seconded and carried by unanimous vote the following reso- lution was adopted: RESOLVED, that the United States Mortgage & Trust Company of New York N.Y. is hereby appointed fiscal agent for payment of Principal and interest of $490,000. Road and Bridge bonds of Special Road and Bridge District lo. 4 of Indian River County, Florida, dated July 1st 1925, due serially July let 1926, to 1955 interest payable Janaary let and July let for ehioh service we agree to pay a semi-annual commission of 1/4 of 1¢.of the amount of Intesat paid and 1/20th of 1% of the amount of principal paid,or if the funds forthe payment of principal and interest of this issue of bonds are deposited 20 days prior to the maturity of sane, the above mentioned commission charged is to be waived. On motion duly made, seconded and carried by unanimous vote, the following resolution was adopted: RESOLVED, that the several bonds of William Atkin; Freeman L Knight and F.W. Rodenberg, Trustees for $490,000. bonds of Special Road and Bridge District No. 4 of Indian River County, Florida, in the penal sum of $25,000 each, with Royal Indemnity Company, on each of said bonds as Surety, be and each of said bonds are hereby • approved as to their form and sufficiency of Sureties. Pursuant to adjournment, the Board of County Commissioners of Indian River County, Florida, met at the CourtHouse in Vero Beach on October 15th 1925 with the following members of the Board present: John H Atkin, Chairman, J. 1. Cockrell in the sum of $500.00 with the Royal Indemnity Company as surety was approved. Notary Public Bond of L. A. Moeller, in the sum of $500.00 with the American Surety Company of New York, a corporation was approved. Notary Public bond of Eula Rippee in the sum of $500.00 with the American Surety Company of New York, a corporation, as surety was approved. The Constable bond of Donn A. Keifer in the sum of $500.00 as Constable District No. 5 with Axel T Peterson, Edward P. EnCorkle, Otis Y. Cobb and Eli C Aker, as sureti a was approved. The Pension application of Yrs D. W. Carter, widow of •.T.Carter, a Confederate Soldier was approved. It was moved, seconded and carried that the County Engineer be and he is hereby instructed to as quickly a s possible begin at the end of the asphalt paving on the ........,x.it:.w..er. 38 public road west of Roseland and clear a right of way and build necessary bridges to an extent not to exceed the sum of $4,000.00 which sum is hereby appropriated for that purpose. It vas moved, seconded and carried that the County Engineer be and he is hereby instructed to construct two it bridges across Lateral "A" near the City of Vero Beach, one to be constructed at the Z;Tedf A Grove, and one at a point 1/2 mile North of the $1 A& Gi vE , and that he be and is hereby instructed to construct one bridge across Lateral "B" at the property of L. S. Go11nok. It was moved, seconded and carried that traffic officers in Indian River County be required to wear a blue police uniform and a badge of authority of the same size,character and design as worn by the Sheriff of said County. C 1 e r k. o00000000000000 TUESDAY, OCTOBER 20th 1925 Pursuant to adjournment, the Board of County Commissioners of Indian River County, Florida net at the Court House in Vero Beach on Tuesday October 20th 1925, with the follow- ing members of the Board areaents John H Atkin, Chairman; G. A. Braddock and J. Y. LaBruce. Also preso t was Miles Warren, Clerk. The County Engineer was instructed to build connecting link connecting the road leading to Fellsmere from the Dixie Highway south of Sebastian. It being understood the Fellsmere Estates corporation will pay for all work done and material furnished. It was ordered the County Attorney bet instructed to prepare contract between the Fellsmere Estates Corporation and the County relative to this work. The County Assessor of Taxes for St Lucie County, Florida, having announced that he had completed the tax roll for Indian River County, Florida, as provided by Saw in the creation of said Indian River County, appeared before the Board with said roll, which was accepted by the Board of County Commissioners of Indian River County. The County Assessor of Taxes annexed his warrant for the collection of such taxes, which said warrant is in the words and figures followings - STATE OF FLORIDA To Gordon Olmstead, Tax Collector forthe County of Indian River. The Hoard of County Commissioners in and for Indian River County, Florida, met at the Court House at 10 o'clock A.li.Tueaday November 3rd 1925, with the following members of the Hoard present: John H. Atkin, Chairman; G. A. Braddock; J. W. LaBruce; Donald Forbes and 0. 0. Helseth. Also present was Miles Warren, Clerk. The minutes of the previous meetings were read and approved. The Notary Public bond of S. N. Smith, in the sum of *500 00 with the American Surety Company, a corporation. as surety was approved. Mrs. A. W. Young and other ladies appeared before the Board with respect to the employment of a County Nurse. After some discussion, it was ordered that a Nurse be employed at a salary of $150.00 per month for the next seven months, and was employed as such. The Bond of /red Z King, as Justice of the Peace, District Bo. 5 in the sum of $500.00 with Henry 0. Sharpley and Chas J. Brown as sureties was approved. Mr. h. w. Damerow and W. J. Mahar appeared before the Board with respect to securing_] Jr rights-of-way for Ocean Driveway in the County. The County Engineer was instructed to erect a sign at the North and South sat boundary line of the County to inform the traveling public that the Highway is patrolled by traffic officer. The Deputy Sheriff bond of William /rick. in the sum of *1,000.00 with William Atkin and Nellie Y. Babb, as sureties was approved. The County Judge filed his report of real estate licenses issued for the month of October .howing $350.00 collected for the State; $175.00 Collected for the County and $70.00 collected for the YlOrida Real Estate Board. It was ordered that the Clerk be instructed to write C. C. Braswell to put the road from the Dixie Highway to the Olney Bridge in as good condition as it was before it was damaged by his employees. Also that in the future all road work must be (Lone under the direction and supervision of the County Engineer, whether by individuals or the County itself. The following Road petition was received and read: ROAD PETITION STATE OF FLORIDA ) COUNTY Or INDIAN RIVER) To the Honorable Board of County Commissioners of said County: Gentlemen: We, the undersigned, citizens of the County of Indian River, State of Florida, respectfully represent that the necessities of the public require a County hoed to be laid out as follows, to -wit: Commencing at The south city limits of Vero Beach, Fla. thence running Southerly along the ocean beach to the South line of Indian River County. Said road right-of-way to be not lese than eighty feet in width. We therefore petition your honorable body to cause to be laid out and opened a County Hoed as above described, and we, the owners of the land through which said road is sought to be laid out, in consideration of the sum of tine dollar to us each and sever- ally in hand paid by the said county of Indian River the receipt of which is hereby acknowledged, hereby agree to give the right-of-way through our lands, as shown by the plat accompanying this petition, and relinquish all claims for damage by reason thereof. It was ordered that the petition be filed and D. L. Leisher, R. J. Maher and Albert 0. Helseth be appointed viewers to view mark at and lay out the road and report to this Board. It was ordered that the Chairman and the County :engineer be authorized to purchase a site for tool house and etc. for the best available price not to exceed $300.00 per acre. The following with respect to Culverts was adopted: 1. That all flumes. culverts, wood boxes. etc., now in existence, crossing under any of the roads to be paved under the Special Road and Bridge District #4 bond issue of July 1, 1925, shall be replaced or permanent culverts or. pipes of terra cotta, cast iron, galvanized iron (of an approved gage), or other permanent and durable material. 2. That these culverts shall be installed by the property owner maintaining the drainage dit hes served thereby. This work shall be done well in advance of any grading on the section of the road affected. The work of installing these culverts shall be done under the direction and in accordance with plans prepared by the County Engineer. 3. That the County Engineer be instructed to maintain at the County garage a supply of the sizes and types needed for sale to the property owners desiring the same for uas under this resolution at cost plus WI allowance for overhead. 4. That on all ditches, culverts not meeting with the requirements of this resolu- tion at such time as the work of construction Shall require, the County shall proceed to remove the existing culvert and close theditch. It was ordered that the County Engid•• eer be instructed to open up Clemons Ave,Road fros'Barber Ave. to South Gifford road, to -wit: That part of said road lying beyond the ?,*.Pits of the City of Vero Beach. TisrBgard agreed to defray the expenses of removing an aged blined lady from this Comity to her people at Ocala and pay the expenses of some person to accompany her to the poem. G. McCain to the County Engineer for road work during the term of sentence imposed upon him. The several bills against the County were examined, audited and found correct, and warrants ordered issued in settlement of same. It was ordered that the County Kngineer prepare plane and specifications for Roads in the boundary of Special Road and bridge District >to. 4 and advertise for bids to be received at 2 P.M. It was ordered that the County-'ngineer prepare advertisement for equipment to build any and all roads designated in upecial Road & bridge i)ist. ho. 4 by its own force, in the event a satisfactory bid for such road building ie not received. Such notice calling for bide to be received at 2 r.I:.Tuesday, .ianuary 5th 1926. A Committee compoeed of Geo T.Tippin, Chairman, Chas B.Jenninga and L.H.Vinnedge appeared before the board with respect to the proposed exhibit at the South Florida lair to be held in Tampa in February. it was ordered that financial arraiggements be made to put on a first class exhibit at the South Florida Fair and the Chairman and Clerk be authorized to arrainge the cost and expense of such preparation and transportation and other expenses incident thereto. Such coat to be paid out of the Publicity rund when available, and not to exceed 42,000.00 The Sheriff having appeared before the board and advised there was no facilities to keep in custody M.F.wright; John uontford and crank S. barnstead, prisoners held by Indian River County; it was ordered on motion made, seconded and carried that the Sheriff deliver such prisoners to the Sheriff of St. Lucie County for safe keeping in the common County Jail of said County on behalf of Indian River County and the Sheriff of'St Lucie County is hereby requested to receive and incarcerate such prisoners to be . released only on the orders and instructions of the Sheriff of indianRiver County. The Board of County Commissioners of Indian River County, Florida, met at the Court Rouse is Fero Beach, Florida, st 2 o'clock P.Y.Wednesdy, January 6th 1926, pursuant to adjournment of yesterdy, with the following members of the Board present: John R Atkin, Chairman; ti A Braddook; J.W.IaBruoe; Donald Forbes and 0. 0. Helseth. Also present was Niles Warren, Clerk. The Board pr000ede: to go into executive ssssion for the purpose of further con- sidering the bids received for road construction in special Road b Bridge Distriot No.4. and after carefully oonsidering the bids submitted, it was ordered, on motion made, seconded and oarried that all such bids be rejected. The Board then proceeded to consider the bids for motor trnok equipment bids, and after giving all bids careful oonsidsration and having discussed at some length the propositions so submitted in said bids, it was ordered that the bid for the Indiana Trucks be accepted at the price of $2603.00 each, and the Chairman and Clerk were instruoted to enter into a contract for ths purchase and delivery of ten sash trucks.
