Present were Chairman Caroline D. Ginn; Vice Chairman Ruth M. Stanbridge; Commissioners Fran B. Adams and John W. Tippin. Also present were County Administrator James E. Chandler, County Attorney Paul G. Bangel; and Deputy Clerk Patricia "PJ" Jones. Present as well were: Supervisor of Elections Kay Clem; Elections Systems Analyst Steve Demers; Elections Chief Deputy Cathy Hart; Executive Aide to the Board Kim Massung; School Board Member Steve Mohler; School Board Member Kathryn Wilson; School Board Member Craig McGarvey; Sebastian City Councilman Joe Barczyk; and Fellsmere Mayor Joel Tyson. Chairman Ginn called the meeting to order at 7:00 p.m. Chairman Ginn noted that in May of 1999 the Council of Public Officials (COPO) was given the task of studying the existing boundary lines and making recommendations for changes. COPO is comprised of members representing the County and each of the 5 municipalities, as well as School Board members. This organization was founded to share common problems and seek common solutions. OCTOBER 16, 2001 -1- 19 '7 Chairman Ginn continued that University of Gainesville population numbers projected for 2000 were used as follows: District 1 - 291973; District 2 - 21,601; District 3 - 19,585; District 4 - 22,900; and District 5 - 17,567. The County must make changes every 10 years, based on the latest census figures. The Supervisor of Elections had purchased the GeoElections software and the Board agreed to accept the Supervisor's product which is being presented tonight. In making these changes, political parties are not considered. No decisions will be reached tonight as this is just a workshop to give the public an opportunity for input into the process. A public hearing will be held on October 23`d, 2001, at which time a plan will be selected. COPO met on September 19`h and is recommending Plan No. 2 and Plan No. 7 to the Board. Supervisor of Elections Kay Clem presented the plans to the Board and the public using the following Summary Sheet of Proposed Plans: Summary Sheet of Proposed Plans Plan 1 Beach in one district All of Sebastian in one district (only plan with Sebastian in one — rest are split) South County split All of west county in one district Plan 2 Beach split in three districts Sebastian mostly in one district South east part of county not split West County split on SR 60 Plan 3 Scrapped — pitted two school board members together Beach split in two districts Sebastian split on Easy Street South County split in three West County split on SR 60 Plan 5 Beach mostly in one district — Split at Orchid town limits Sebastian split on CR 512 South County mostly one district E, West County split on SR 60 �+ OCTOBER 16, 2001 _2- Plan 6 Beach all one district Sebastian split on CR 512 South County all one district West County split on SR 60 Plan 7 Beach split in two districts Sebastian split on Barber, then CR 512 South County all one district West County split on SR 60 Grand Harbor part of "beach" district Supervisor Clem noted that the software was purchased 1 % years ago and her office has been building the data base since then. There has been a lot of growth in the north and south of the County. No demographics were used and will not be used until the redistricting process is completed. Chairman Ginn announced that the public should feel free to come to the front of the Chambers to inspect the maps. She recessed the meeting at 7:22 p.m. to give everyone an opportunity to review the maps. The Chairman resumed the meeting at 7:35 p.m. and asked for any public discussion. There being none, the Chairman asked if any of the Commissioners had any questions. Commissioner Tippin questioned whether future growth had been considered. and Chairman Ginn noted that we are not allowed to incorporate future growth but must go by the available census numbers. Commissioner Tippin noted that reports on permitting show that the south portion of the County is the fastest growing district by far. Chairman Ginn stated that if the districts become too unbalanced, redistricting can be addressed in between now and the next census, in any odd -numbered year. OCTOBER 16, 2001 -3- Commissioner Adams and Commissioner Stanbridge both liked Map No. 4. Supervisor Clem commented that the new voting identification cards will use 4 digit number, with the first number being the commission district, the second number being the school board district, and the third and fourth numbers being the precinct numbers. Chairman Ginn closed the meeting by thanking the attendees for coming and inviting them to take copies of the maps.
