The Board of County Commissioners of Indian River County, Florida, met in Special
Session at the County Commission Chambers , 1840 25 " Street, Vero Beach, Florida, on
Friday, October 19 , 2001 , for the purpose of holding a public hearing on the proposed
spending plan for the 2001 Local Law Enforcement Block Grant . Present were Caroline
v` D . Ginn Chairman ; Ruth Stanbridge , Vice Chairman ; Commissioners Fran B . Adams and
John W . Tippin . Commissioner Kenneth R . Macht was absent . Also present were Joseph
A . Baird , Assistant County Administrator; William G . Collins II, Deputy County Attorney ;
and Patricia Ridgely, Deputy Clerk .`

r Once again, it is time to review the spending plan for the Local Law Enforcement Block Grant
ILL
(LLEBG) 2001 program year. In meeting the special requirements of the grant each year, we are
required to present a proposed spending plan at a public hearing.
La Please allow this letter to serve as a request to set the public hearing date of October 16, 2001 atLILL
the Board of County Commissioners' Meeting scheduled for October 2 , 2001 . As allowed under

r LLEBG Program PuMose Area I• Law Enforcement support for equipment technology and
other material directly related to basic law enforcement functions the entire block grant and
match monies will be spent on furthering the Sheriff' s Office mobile computing project . The total I ILL
dollars earmarked for this year' s project is $95 ,552 ($85 ,997 federal - $9, 555 local match) .

Proposed Spending Plan : 2001 Local Law Enforcement Block Grant
The U. S . Department of Justice, Local Law Enforcement Block Grant Program allows for
spending in the following area:
Purpose Area L Law Enforcement support for: Procuring equipment, technology, and other
material directly related to basic law enforcement functions.
In accordance with the above purpose area, the Indian River County Sheriffs Office proposes to
spend the entire award on expansion of the mobile computing project:
2001 LLEBG Grant Award = $853997
Local Match = $97555
Total Program Money = $95,552
Expansion of the current mobile computing project will provide additional laptops for deputies in
the field . The market continues to increase the options available to meet the needs of law
enforcement; this in turn allows the Sheriffs Office to pursue more modestly priced
hardware/software options . Current laptops under review cost approximately $ 1 , 870 each to
acquire; once readied for field use and wireless access, the total cost per unit is approximately
$3 , 800 . We anticipate acquisition of 25 additional laptops .
Michael Zito , Assistant County Attorney, reviewed the memorandum briefly advising that
he was speaking for Chuck Kirby of the Sheriff' s Office who has been called to active National
Guard duty . Other Sheriffs staff members were present to address questions of the Commissioners .
The Chairman opened the public hearing and asked if anyone wished to be heard in this
matter . There being none , she closed the public hearing.
