M. Tuesday, September 2, 1952, with the following members present: W. C. Graves, Jr., Chairman; H. C. Watts, J. J. P. Hamilton, Aubrey L. Waddell and Allison Warren. Also present were S. N. Smith, Jr., Attorney; E. E. Carter, Road and Bridge Superintendent; L. B. O'Steen, Sheriff; and Douglas Baker, Clerk. Minutes of July 1st, 1952,were read and approved on motion made by Commissioner Hamilton, seconded by Commissioner Waddell and carried. Minutes of July 3rd, 1952, were read and approved on motion made by Commissioner Warren,- seconded by Commissioner Watts and carried. Minutes of July 15th, 1952, were read and approved on motion made by Commissioner Waddell, seconded by Commissioner Hamilton and carried. Minutes of July 23rd, 1952, were read and approved on motion made by Commissioner Hamilton, seconded by Commissioner Warren and carried. Minutes of August 5th, 1952, were read and approved on motion made by Commissioner Waddell,, seconded by Commissioner Watts and carried. Minutes of August 11th, 1952, were read and approved on motion made by Commissioner Hamilton, seconded by Commissioner Watts and carried. George Saunders and W. R. Duncan appeared before the Board regarding the Oslo Cemetery and after considerable discussion in the matter, the Board authorized E. E. Carter,' Road and Bridge Superintendent, to survey the land and put in corner markers and further stated to Mr. ;Saunders that the County would cooperate by furnishing some equipment and labor on a 0 • 1 E i 1 0 25,37 Notary Public Bond for Josephine Martindale in the sum of $500.00 with Massachusetts Bonding and Insurance Company as surety, was approved August 22, 19529 by Douglas Baker, Clerk Circuit Court, as provided by law. Notary Public Bond for A. 0. MacConnell in the sum of $500.00 with American Surety Company of New York as surety, was approved August 30, 1952, by Douglas Baker, Clerk Circuit Court, as provided by law. HOME RULE AMENDMENT RESOLUTION Commissioner Watts introduced the following Resolution and moved its adoption as follows, to -wit WHEREAS, there will appear on the ballot at the general election in November of this year a proposed Constitutional Amendment relating to counties as political subdivisions of the State of Florida; and, WHEREAS, the said proposed Constitutional Amendment, if adopted, would permit the abolishing of all county officers or the change in the duties or functions of all county officers; and, WHEREAS,.if adopted, said Constitutional Amendment could result in there being sixty-seven (67) different and unrelated systems of County Government in the State of Florida, thus creating a chaotic condition and destroying uniformity and simplicity of Government; Now, therefore, BE IT RESOLVED by the Board of County Commissioners of Indian River County, Florida, that this Board does herewith call to the attention of the voters of Indian River County, Florida, these objections to said proposed Constitutional Amendment and this Board does respectfully request and invite the voters of Indian River County to give the same their serious thought and consideration and requests all civic organizations and public bodies to rise up in a determined and concerted action to cause the defeat of said proposed Constitutional Amendment. BE IT FURTHER RESOLVED that a certified copy of this Resolution be furnished to 5' the Press and Radio of this County. clean-up day to be sponsored and designated by the interested parties. The Board approved a provisional appointment of Elizabeth M. Homer as Clerk #1 of the Indian River County Health Unit, replacing Alberta Martin who plans to attend school, said action was taken on motion of Commissioner Waddell, seconded by Commissioner Watts and carried. A letter was received from Mr. and Mrs. Charles R. Homer and other residents in regard to having street signs placed in their district and particularly relating to the street running east across Highway No. 1 from the Primitive Baptist Church on the Old Dixie Highway and their own street, one block east and parallel to Highway #1, which were unmarked. Commissioner Warren was appointed Chairman of a sign Committee regarding signs and markers for 'County roads and streets. Mrs. Anne Christensen, County Welfare Case Worker, made a report of her activities for the month of August, 1952, which was filed with the Clerk, and further reported a cash refund of $5.00 for a grocery order which she had given, this amount to be deposited in the General Rev- enue Fund. Notary Public Bond for Frank F. Ehrhard in the sum of $500.00 with American Surety Company of New York as surety, was approved by Douglas Baker, Clerk Circuit Court, as provided by law. Taylor in'the sum of $500.00 with American Surety Company of New York as surety, was approved August 22, 19529 by Douglas Baker, Clerk Circuit Court, as provided by law. The several bills and accounts against the County, having been audited, were ex- amined and found correct , were approved and warrants issued in settlement of same, Such bills and accounts being on file in the office of the Clerk of the Circuit Court, the warrants so issued from the respective funds being listed in the Supplemental Minute Book, as provided by the rules of the State Auditor, reference to such record and the list so recorded being made a part of these minutes. The County Depository filed its monthly statement, showing receipts and disburse- ments of the various funds, which having been audited, were found to be correct. There being no further business, on motion made, seconded and carried, the Board then adjourned until 9:00 o'clock A. M., Tuesday, September 9, 1952. M., Tuesday, September 9, 1952, with the following members present: W. C. Graves, Jr., Chairman; H. C. Watts, Aubrey L. Waddell and Allispn Warren. Also present were S. N. Smith, Jr., Attorney; E. E. Carter, Road and Bridge Superintendent; L. B. O'Steen, Sheriff; and Douglas Baker, Clerk. Commissioner Warren, Chairman of the Sign Committee, reported on cost of various signs and markers for roads and streets and recommended a citizens committee for each district to name roads and street not already named, and that same be designated on County plats, and further that the County proceed to erect concrete signs on County roads. Chairman Graves then requested the Committee to carry on with this work.- Motion ork.Motion was made by Commissioner Warren, seconded by Commissioner Waddell and un- animously carried, that certain equipment be purchased from the Shell Service Station for the Road and Bridge Department in the sum of $1490.00. Attorney Smith and Clerk Baker were requested to prepare an article for publica- tion as to the tax increases and/or decreases brought about by the several political subdivisions of the County. Mr. Hans Barker of the Barker -Williams Electric Company, was authorized to move air conditioning units from the Sheriff's Office to the County Judge's Office at a cost not to exceed $100.00. The motion was made by Commissioner Waddell, seconded by Commissioner `fatts and carried. <Commissioner Warren, E. E. Carter and Douglas Baker were appointed a Committee on insulation for the Court House. A copy of the advertising containing the estimates of Budget made by the Board of County Commissioners at a meeting held at the Court House on the 11th day of August, 1952, with the P'ublisher's affidavit annexed and presented to the Board and ordered spread upon the minutes' and is in words and figures as follows, to -wit:
