Frame General Services Director Subject: Fiber Optic Cable Right-O&Way Permit and Interlocal Agreement BACKGROUND : The County has an annual reoccurring Permit and Interlocal Agreement with Indian River Farms Water Control District for fiber optic cable running 1 . 73 miles within the Right-of-Way of the main canal which allows for connectivity between the Sheriffs complex, the Administration Building and the Courthouse. The fee is $2,076.00 for the period of one ( 1 ) year from January 1 , 2001 through December 31 , 2001 . 7he District has sent the County a 2001 agreement for execution. There is no increase in fees. Frame, General Services Director 7rv., � c.� • -� SUBJECT: Administration Building Chiller Service Contract BACKGROUND : Currently, Indian River County uses Johnson Controls to maintain the Administrative Building chiller. The service contract was entered into on December 1999, as the result of a competitive bid at a monthly cost of $492 . 50 ($ 5 , 910 annually) . That contract expired on October 1 , 2000. Staff contacted Johnson Controls about extending the service contract on the chiller prior to its expiration date. Johnson Controls at that time quoted a price in excess of $ 16,000 a year. At that time, the contract with Johnson was for $ 5 , 910 per year. Based on this substantial quoted increase, it was determined that it would be in the best interest of the County to re-bid this service. In order to keep the chiller under a maintenance contract until such time as a new maintenance contract could be bid, staff' negotiated with Johnson Controls for a month-to-month fee through the end of this month (December 2000) at a price of $650 per month . At the November 14, 2000, Board of County Commissioners Meeting, bid #3026 for the Maintenance of the Administration Building Chiller was awarded to York International at a bid price of $ 729 . 00 monthly . Subsequent to the execution of the bid, York representatives visited the site to inspect the set up . During that visit, York felt they should perform a pre-contract inspection of the covered equipment. The inspection was completed on November 20, 2000 by a York field serviceman and found an unsatisfactory noise in the drive area of-the machine . Further it is York' s position _ that they cannot accept the machine without certain diagnostic and repair work being completed at the County ' s expense. Since the machine is currently covered by an extended .. service contract with Johnson Controls, staff requested that they perform diagnostics to identify the problem . Johnson performed a vibration and oil analysis to ascertain the extent of the problem . Johnson believes that an additional vibration analysis should be performed in- approximately three months . However, Johnson' s currerit contract expires on December 31 , 2000 . DECEMBER 19 , 2000 BK 1 16 PG 526 _ -42 - ' c York now maintains a position that certain additional and diagnosis and repair be undertaken at the County' s expense. The estimate of those costs is approximately $5 , 850 for a slide-back analysis of the chiller motor and bearing in the impeller bearing, excludinS parts and labor for any repair required. While the chiller is down, an eddy current test of the chiller condenser and evaporator tubes should be performed and would costs an additional $3-450 with a $2,250 credit for that portion that would have been covered under the proposed new service contract (a total net cost of $7,050, all excluding parts and additional repair labor) . Johnson Controls has now offered to extend their current contract through the end of this fiscal year for a negotiated price of $650 per month. This charge was established (in September) while the County was completing the bidding process. The costs associated with any needed slide= back test would then be covered under their service agreement including any labor and parts necessary to repair the deficiencies found . The eddy current test would be an additional cost not covered under the agreement, . The actual cost of the test by Johnson Controls would be estimated to be at approximately the same price quoted by York ($3 ,450) . Regardless, the agreement with Johnson Controls still would be financially advantageous over the proposal requirements now required by York RECOMMENDATION : By extending the current agreement with Johnson Controls would save the County significant front-end costs over those that would be charged by York, it is recommended that the bid award #3026 to York International be rescinded, and the current contract with Johnson Controls be extended through the end of September of 2001 . It is in the County ' s best interest to maintain the current responsibility for the machine with Johnson Controls, whether or not another firm has submitted a lower bid . Deductions are included for metal pipe materials that the County purchase directly from the supplier, (in order to save sales tax) as well as reductions in the quantitie of sod , concrete pipe , and watering at the bid unit prices . The total savings for these deductions is ($26 ,473 . 04 ) . The net result of Change Order No . 1 is a deduction cf ($ 13 , 613 .29 ). To assist with daily process control of each facility , operating staff collects samples daily and analyzes for Solids Concentrations within the aeration system . This DECEMBER 19 , 2000 BK 11 6 PG 535 - 51 - test, Mixed Liquor Suspended Solids ( MLSS) , helps determine how many pounds cf solids are in the aeration system and the amount that should be wasted out each day . ANALYSIS : The Wastewater Treatment Facilities currently treat in excess of 3 . 121 gallons of raw sewage per day . Since the commissioning of these facilities , certain operational and mechanical improvements have been made by the operating staff to the facilities lo reduce the operating cost of these facilities . Staff has recognized that an additional piece of equipment would assist in daily operations by reducing the amount of timet e operator needs to spend in the lab and it would continue to modernize the facilities . Tf e County uses Hach Turbidity and Chlorine Analyzers at four of its Wastewater Treatme it Facilities to meet Florida Department of Environmental Protection permit reuse requirements with a total of 12 analyzers . Staff has found Hach Co . products to be very reliable equipment and the Hach Co . service representative very responsive . Ha h. Company has offered Indian River County a discount price on a Suspended Solids Turbidity Analyzer. Stanbridge - Commissioner I would like to discuss the traffic problems we are having on 58th Avenue and 49th Street, DECEMBER 19 , 2000BK 116 PG 538 - 54 - Commissioner Stanbridge noted that there have been a significant number of casualties in the last few years at this intersection and the traffic will continue to 3rrow . O Traffic Engineer Chris Mora presented a graphic indicating the intersections at 49`", 45 `" and 41 S` Streets at 58 `" Avenue and noted that flashing lights are provided at 45 1h and 41 S` Streets . 49 `" Street has a slightly lower accident rate but would certainly bene t from a flashing light . Chairman Adams asked for an explanation as to why 45 `" Street has an additional 700 cars , and Mr . Mora explained that the east side of 45 `" has a much higher volume f traffic but the figures are averaged . Also , 49`" Street west is unpaved . If the flashing 3ignal is installed, it will be installed with all equipment available for a change to full sign lization when the time comes . That signal could be added to the Traffic Signalization Plan as Item 19 . Chairman Adams then inquired about a time frame , and Mr . Mora stated it wc uld take 30 to 60 days for the design and then another 90 days to contract . The work s ould be completed within 5 to 6 months . Public Works Director Jim Davis stated that there are plans to build about 1 , 00 feet of pavement west of Kings Highway on 491" Street , Commissioner Stanbridge noted that she had received indications that the ret of the residents in that area may want to go to petition paving at a later date .
