SOLID WASTE DISPOSAL DISTRICT
:The Board of Commissioners of the Solid= Waste Disposal' District , me * at; the County
Commission Chambers , 1840` 25th Street, Vero Beach, Florida, on Wednesday, July 12 , 2006 , to
hold a public hearing and to present the Solid Waste Disposal District budget fol FY 2006/07 in
accordance with Generally Accepted Accounting Principles (GAAP) . Present were Chairman
Arthur R. Neuberger, Vice Chairman Gary C . Wheeler, Commissioners Wesley S . Davis and
Thomas S . Lowther . Commissioner Sandra L . Bowden was absent due to family illness . Also
present were County Administrator Joseph A . Baird ; County Attorney William G . Collins IT ;
Executive Aide to the Board Kimberly Massung ; Management and Budget Director Jason
Brown; Utility Services Director Erik Olson ; Solid Waste Disposal District Managing Director
Polly Kratman; and Deputy Clerk Patricia Ridgely ,
PUBLIC HEARING - PRELIMINARY ASSESSMENT HEARING TO
ADOPT THE SOLID WASTE DISPOSAL DISTRICT BUDGET AND THE
SOLID WASTE CHARGE/ASSESSMENT - REFUSE/SANITARY
LANDFILL/RECYCLING
The Chairman called the meeting to order at 1 : 30 p . m .
County Administrator Baird announced that this was a public hearing concerning the
proposed budget for the Solid Waste Disposal District for FY 2006/07 .

Administrator Baird advised the total proposed budget was $ 12 ,231 , 100 , which reflects a
$ 693 , 668 decrease or 5 . 4% from last year . Last year' s budget included $ 1 , 143 , 750 of expenses
due to Hurricane Wilma. He explained the hurricane ' s effect on the proposed budget . The
County is reducing the rates for residential and commercial service again this year as has
occurred in the last 10 years . The proposed residential Waste Generation Unit is $46 . 50 per
WGU , 18 cents less than last year, a 0 . 4 % reduction, and the commercial-WGU is $ 31 . 41 per
WGU , a reduction of $ 0 . 25 . The ready-to-use fee will remain the same amount of $ 20 . 02 . There
are no new positions in this budget .
The Chairman opened the public hearing . There were no speakers and the Chairman
closed the public hearing .

IS HEREBY MADE A PART OF THESE MINUTES
There being no further business , on Motion duly made , seconded and carried, the meeting
