HomeMy WebLinkAbout07/21/2004July 21, 2004 SOLID WASTE DISPOSAL DISTRICT The Board of Commissioners of the Solid Waste Disposal District met at the County Commission Chambers, 1840 25th Street, Vero Beach, Florida, on Wednesday, July 21, 2004 for the purpose of adopting the Solid Waste Disposal District budget for FY 2004/05. Present were Caroline Ginn, Chairman; Arthur R. Neuberger, Vice Chairman; and Commissioners Fran B. Adams, Thomas S. Lowther and Kenneth R. Macht. Also present were Joseph A. Baird, County Administrator; William G. Collins, II, County Attorney; Kimberly Massung, Executive Aide to the Board; Jason Brown, Budget Manager; Erik Olson, Utility Services Director; Polly Kratman, Solid Waste Disposal District Managing Director; and Patricia Ridgely, Deputy Clerk. PUBLIC HEARING - PRELIMINARY ASSESSMENT HEARING TO ADOPT THE SOLID WASTE DISPOSAL DISTRICT BUDGET AND THE SOLID WASTE CHARGE/ASSESSMENT (DISPOSAL CHARGE) The Chairman called the meeting to order at 1:30 p.m. It was announced that this was a public hearing concerning the proposed budget for the Solid Waste Disposal District for FY 2004/05. PROOF OF PUBLICATION IS ON FILE IN THE OFFICE OF THE CLERK TO THE BOARD July 21, 2004 S.W.D.D. 1 Administrator Baird advised the total proposed budget was $10,722,233, which reflects an increase of $149,385. or 1.4 %. The proposed rates for FY 2004/054 are: Commercial -Waste Generation Unit of $31.89, a reduction of $0.64 or .2% per WGU; Residential Waste Generation Unit of $46.86, a reduction of $0.59 (1.2%) per WGU; Equivalent Residential Unit (ERU) of $74.98, a decrease of $0.94; Readiness to Use Fee (W.G.U.) of $20.02, a reduction of .2%. The reasons for the budget increase are salaries, health insurance, the contract for the Landfill is up $192,000, and curbside recycling is up $300,000. Offsetting those numbers, the yard recycling contract is down $250,000 and there is a reduction of $28,975 on workers' compensation. Also staffing has been reduced by one position. (Clerk's Note: See Pages 13 and 26 in FY 2004/2005 Budget Workshop booklet/backup in the file.) The Chairman opened the public hearing and asked if anyone wished to be heard regarding this matter. There being none, the Chairman closed the public hearing. ON MOTION by Commissioner Lowther, SECONDED by Commissioner Macht, the Board unanimously adopted the Solid Waste Disposal District proposed budget and assessment rates. ALL BACKUP DOCUMENTATION IS ON FILE IN THE OFFICE OF THE CLERK TO THE BOARD AND IS HEREBY MADE A PART OF THESE MINUTES There being no further business, on Motion duly made, seconded and carried, the Board adjourned at 1:33 p.m. July 21, 2004 S.W.D.D. 2 1 YS
