INDIANRIVER COUNTY Utilities Director Erik Olson advised that he was planning to talk with Mr . Martens . He also pointed out some of the differences between our two counties ' systems , particularly that Indian River County does not have mandatory pickup . Although the reports from our north county convenience stations indicated that Brevard residents are dropping off their trash , it could be just the perception that Brevard people are coming to our convenience stations . He specified that these convenience stations (Fellsmere and Sebastian) are small and are meant for household trash drops . He stated he would be getting together with Mr . Martens to find some commonalities , have discussions , and share the lessons learned post-hurricanes 2004 . 13 QUESTIONS AND COMMENTS FROM BOARD MEMBERS There were no questions . Appreciation was expressed all around for the productive meeting . 14 . PUBLIC COMMENTS There were no public comments . 15 . AUGUST 24 , 2005 12 Joint Meeting with Brevard County Am obtain library books without payment of non- resident borrower fees . She hoped such an agreement could be entered into with Indian River County . B. INDIANRIVER COUNTY General Services Director Tom Frame advised that Main Library Director Mary Snyder said in the past there has been resistance to joint agreements , principally because of concerns about getting back the books loaned out of county . The topic also came up in the joint meeting with St . Lucie County . He suggested that staff work toward an agreement that can be taken as a recommendation to the Indian River County Board . 12 . SOLID WASTE A . BREVARD COUNTY Utility Services Director Dick Martens spoke of his facilities , locations , and services . He predicted a need for white goods disposal services and a transfer station in south Brevard County to take care of the citizens in that area . During discussion on Indian River County ' s Roseland and Fellsmere transfer stations , it was mentioned that Brevard County has mandatory curbside pick up and that residents are already paying for the pickup . Chairperson Voltz suggested a presentation to the Micco Homeowners ' Association . There appeared to be consensus that there was insufficient need to warrant a transfer station in south Brevard County , but perhaps a joint one to serve residents of both counties would be a good solution . AUGUST 24 , 2005 11 Joint Meeting with Brevard County County Administrator Baird discussed transportation issues of veterans for medical care due to regional differences . A . BREVARD COUNTY Transit Services Director Jim Leisenfelt advised he was open to cooperation . He inquired about transportation possibilities for shoppers in south Brevard to go to Sebastian ' s Wal - Mart and users of medical services in Sebastian because it was closer to them than Palm Bay . A rider survey was undertaken some time ago but he agreed another could ', be done when suggested by Chairperson Pritchard . B. INDIANRIVER COUNTY Community Development Director Bob Keating used another PowerPoint document ( copy on file with the backup in the Clerk ' s office) in his presentation of this topic . He explained the existing transit service routes and improvements that have been made since 2002 . He showed charts of the ridership trend and ridership by routes . Route 5 is the route that serves the north portion of Indian River County and according to the statistics with only 8 riders per revenue mile it is below the threshold for financial feasibility . 11 . LIBRARY INTERLOCAL AGREEMENTS A . BREVARD COUNTY Library Services Director Cathy Schweinsberg advised that Brevard currently has interlocal agreements with other counties for library services . People appreciate the convenience -because they may live , visit or work in another county . These agreements allow the borrowers to AUGUST 24 , 2005 10 Joint Meeting with Brevard County ' association meeting to determine a radio frequency to be used by each department . They would like to be able to communicate by radio with -Indian River County regarding emergencies of mutual concern . He advised they have maintained their licenses for VHF radios and still have the ability to communicate on them . B. INDIANRIVER COUNTY Emergency Services Director John King advised that in Indian River County all municipalities and the public works department are all on the same frequency . We have a multi- jurisdictional countywide 800 MHz radio system . He displayed a PowerPoint presentation (on file with the backup in the Clerk ' s Office) to show how the crews must be able to communicate with each other and that it needs to be "bullet-proof ' . He noted that we actually had the vendor in our EOC during our 2004 hurricane events to assist with any difficulties . The County is very happy with our system . He advised of various communication failures encountered (particularly cell phones) and noted that we also lost our public safety answering point ( 9 - 1 - 1 ) at the Indian River County Sheriffs Office . Because the hour was getting late , the Chairperson suggested they skip over items 10 and I I on the agenda and take 12 first . There was agreement to the suggestion but these minutes are written in agenda order for continuity . 10 . TRANSIT SERVICE TO SOUTH BREVARD COUNTY At the conclusion of the presentation on solid waste , Vice Chairperson Voltz announced that the next presentation would be on transportation issues . She inquired about how to get the residents of Barefoot Bay bussed down to Indian River County for shopping . AUGUST 24 , 2005 9 Joint Meeting with Brevard County shelters in south Brevard County are minimal and most particularly for residents of Barefoot Bay . She asked that Indian River County communicate each year before hurricane season about new shelters and evacuation plans . B. INDIANRIVER COUNTY Emergency Services Director John King advised that his department communicates quite a bit with staff from Brevard County . He used a PowerPoint presentation ( on file with the backup in the Clerk ' s Office) while he explained the procedures to make the wheels of government begin turning from the Commission ' s declaration of a local emergency to when the Governor issues an Executive Order to make the school facilities available , and when the President makes a Disaster Declaration as well as the pertinent statutes , shelter plans , shelter capacities , evacuation routes , what makes a hurricane a category 1 , 2 , 3 , 4 , or 5 and explained the workings of a Special Needs Shelter . In response to questions , Director King advised that our pet shelters (Humane Society and veterinary offices) did an admirable job when called upon for the 2004 hurricanes . He stressed that our emergency shelters were very overcrowded for Hurricanes Frances and Jeanne but that no one is turned away . He also commented that people often arrived without their own food, water, even prescription medicines , and had high expectations that the shelter would provide for all their needs . 9 . EMERGENCY RADIO COMPATIBILITY A . BREVARD COUNTY Joe Lamers, from the Information Technology Department, explained the communication problems they encountered between their multiple fire departments because they - were all using the same radiofrequency . They solved that by having a countywide fire chiefs AUGUST 24 , 2005 8 Joint Meeting with Brevard County opportunities for funding . With regard to local option gas taxes (6 ¢ out of possible _ 12 ¢ ) , the constitutional gas tax in Brevard County has been bonded out to 2021 and for which they will be doing major maintenance and improvement projects with major price tags . From the local option gas tax revenue , the County receives about 43 % . The County is looking at issuing bonds for some new and old countywide projects for about $ 20 - 25 Million . Mr . Denninghoff responded to various questions on various topics regarding impact fees and local option sales tax uses from the Commissioners and staff. B. INDIAN RI VER COUNTY Community Development Director Bob Keating provided another Power Point presentation ( copy on file in the Clerk ' s Office) while he explained our capacity charges . He specified that in May 2005 the Board adopted eight new impact fees that became effective July 1 st . All 5 municipalities in the county participate with us in these impact fees . He explained the impact fees and how they are distributed to the municipalities . We have already discovered the impact fees are too low because land costs are rising faster than the comparables used when the fees were determined . ( Clerk ' s Note : Commissioner Carlson left the meeting at 3 : 07 p . m . ) It was agreed to revisit school fees within a year . He responded to questions regarding millage and balances for taxes . He stated that it is our Board ' s policy that development shall pay for itself. A brief recess was called at 3 : 20 p . m . and the meeting was reconvened at 3 : 30 p . m . 8 . EMERGENCY SHELTERS A . BREVARD COUNTY County Manager Peggy Busacca was assigned by staff to make this report because Emergency staffers were dealing with concerns regarding Hurricane Katrina . She noted that AUGUST 24 , 2005 7 Joint Meeting with Brevard County Commissioner Davis asked if Mr . Kamm would like to be invited to our , MPO and Mr . Kamm advised that he thought it could be worked out at staff level and that he had: been speaking with MPO Staff Director Phil Matson and they are looking for an interlocal agreement between Brevard County and Indian River County . Mr . Kamm spoke of help needed from FDOT on cooperation between Districts 4 and 5 . Be INDIANRIVER COUNTY Community Development Director Bob Keating agreed with Mr . Kamm . He used a PowerPoint outline (filed with the backup in the Clerk ' s Office) to focus his presentation and explained concepts under consideration . He advised the requirements under our TRIP (Transportation Regional Incentive Program) , stressed that FDOT (Florida Department of Transportation) has new funding priorities . He agreed there is a huge gap between coordination of transportation between Districts 4 and 5 and supported Director Kann ' s suggestion to work together on the roadways we share . He advised that our long-range transportation plan (LRTP) is underway as part of the regional study with Martin and St . Lucie Counties . The : Board will be asked to adopt the County ' s LRTP by the end of the year . 7 . IMPACT FEES - GAS TAX A . BREVARD COUNTY Transportation Engineering Director John Denninghoff listed Brevlard County ' s impact fees and advised that Melbourne and Palm Bay are working independently ', on their own impact fees . It is important to understand that most of the growth is occurring in the south portion of the county and in Palm Bay . Funds collected within districts have to be spent within -those districts and within a 7 - year period . As a result, small impact fee coIlections limit AUGUST 24 , 2005 6 Joint Meeting with Brevard County years ago provided it would be privately -funded , but Micco is no longer a preferred location for an interchange due to certain properties changing hands and the amount of environmental land at the location of the proposed interchange . A major developer in the county is currently working toward an interchange at Palm Bay (connecting to the Palm Bay Parkway) that would go south of Palm Bay , around the west side to US 192 , and even continue north to another proposed interchange that would connect to Melbourne International Airport . A connection down to Micco Road on the east side of such an interchange would be beneficial . It is a very ambitious program , but the punch line is all of the Commissioners sit on the MPO . As MPO planner, he recounted that the Legislature passed a new program called the Transportation of Regional Incentive Program (TRIP ) . It is a 50 - 50 matching program to encourage localities to develop regional roadways . The local 50 % match is quite liberal and can be of just about anything (land , private funding, impact fees , etc . ) . It does require an interlocal agreement between two adjacent MPO ' s in order to qualify . Brevard is talking to the neighbors to the west about an alliance to qualify for TRIP funding and talking to Indian River County staff. His view of a similar alliance may be desirable because , as private developments come on line and as private commitments are made to Babcock for the Parkway , we can match it with State money and get a lot more bang for our buck. He listed the benefits of such an alliance regarding the roadways mentioned along with local roads . He met at a workshop with the Orlando Expressway Authority and suggested an idea for a toll road connection from US 192 ( St . Cloud vicinity) to the Greenway (interchange at Lake Nona) and they are reserving land to continue that arterial road . The Osceola County delegation made the very same suggestion independent of one another . Should that occur , residents of Indian River County could drive all the way to the airport , to 1- 4 (north- south) without using SR 528 (formerly Beeline now officially the Beachline) . Brevard staff will be meeting next Tuesday with FDOT colleagues to discuss this Parkway and Interchange concept and FDOT is very interested in it . He thought there was a similar opportunity for Babcock and that we should begin working on interlocal agreements at the MPO level to qualify for funding . Mr . Kamm responded to questions of Commissioner Davis and others . AUGUST 24 , 2005 5 Joint Meeting with Brevard County he predicted development in Fellsmere would soon surpass Sebastian . He advised of pending growth management provisions and changes that have come out of two committees : the Growth Task Force and the Growth Awareness Committee . He stressed we have a tight urban service area (USA) and there is an initiative underway to require a referendum before an expansion of that USA . He responded to questions concerning number of acres of land in I conservation , vacant land available to build , turn-lane requirements , traffic concurrency, small - lot subdivisions for affordable housing . A discussion on affordable housing ensued and he advised of our SHIP program , our CDBG program , and private - sector initiatives under the leadership of Joe Paladin . He specified that our land acquisition program now includes not only environmentally sensitive land but also cultural heritage properties and development rights . Discussion included topics related to a visioning process , new town plan , the next EAR ( Evaluation and Appraisal Report) , and echoed the difficulty in finding planners . Commissioner Carlson suggested working on the EARs combining the southern part of Brevard and northern Indian River County . Chairperson Pritchard invited Mr . Paladin to work with them . With regard to questions on area and population numbers within Brevard County , County Administrator Baird will be provided the demographics . 6 . INTERREGIONAL TRANSPORTATION PLANNING A . BREVARD COUNTY Transportation Planning Director Bob Kamm focused on roads our ' counties have in common . He advised they desire to maintain AIA as a two -lane road . They believe that US # 1 will not need any improvements in the near future . He mentioned that the B > cvard County section of I - 95 would soon be widened . He discussed Malabar Road , CR512 , and the level of service on Babcock that is approaching LOS "F " . They are working with developers to address issues on the development impact on Babcock . Using a locater map , he advised they are also - working toward an 1 - 95 interchange . He advised that an interchange at Micco was approved 16 AUGUST 24 , 2005 4 Joint Meeting with Brevard County II 5 . GROWTH TRENDS A . BREVARD COUNTY Planning and Zoning Director Robin Sobrino advised of the growth and development occurring particularly in their south county . She noted that many people are concerned about loss of rural areas . Her department is experiencing difficulty in recruiting planners because planners are joining the private sector . Palm Bay citizens are concern that expansion will jeopardize their urban flavor . She also addressed development concerns on the barrier island noting that in the 1990s densities were reduced along the AIA corridor . A roll back in density is being considered to aid in hurricane evacuation . She responded to questions and spoke about the zoning classifications in Brevard County . (Clerk ' s Note : Commissioner Jackie Colon arrived at 1 : 30 p . m . during this presentation . ) It was pointed out that Brevard County is due in August 2006 for their Comprehensive Plan update submission . A visioning process is going on now . A possible new I- 95 interchange , between Palm Bay and Micco , is under consideration . It would take about $ 60 million to do it and developers would aid in its funding . Community input is still being sought as to the location of a proposed interchange ; it is being considered with sensitivity for increased development wherever it is built . She advised of joint planning agreements with the following municipalities : Melbourne , Titusville , Palm Shores , and Rockledge ; they are presently negotiating with Palm Bay . B. INDIANRIVER COUNTY Community Development Director Bob Keating pointed out that Indian River County is a lot smaller than Brevard . He used PowerPoint charts (copy on file in the backup ) for his presentation when giving growth statistics and projected 2030 population .
