SOLID WASTE DISPOSAL DISTRICT
MEETING MINUTES
The Board of Commissioners of the Solid Waste Disposal District met at the County
Commission Chambers, 1801 27th Street, Vero Beach, Florida, on Tuesday, January 15, 2013.
Present were Chairman Joseph E Flescher, Vice Chairman Wesley S Davis, and Commissioners
Peter D. O'Bryan, Bob Solari, and Tim Zorc. Also present were County Administrator Joseph
A. Baird, County Attorney Alan S. Polackwich, Sr., and Deputy Clerk Maureen Gelfo.
Chairman Flescher called the meeting to order at 10:34 a.m.
15.B.1. WORK ORDER NO. 6 TO CDM SMITH, INC. FOR ENGINEERING SERVICES
WITH THE 2013 ANNUAL FINANCIAL REPORTS
ON MOTION by Commissioner O'Bryan, SECONDED
by Commissioner Solari, the Board unanimously approved
and authorized the Chairman to execute Work Order No. 6
with CDM Smith, Inc., in the amount of $46,890, to
provide engineering services related to the Annual
Financial Reports, as recommended in the memorandum
of January 4, 2013.

15.13.2. FINAL PAY TO WORK ORDER No. 2 TO CDM SMITH. INC. FOR ENGINEERING
SERVICES WITH THE 2012 ANNUAL PERMIT COMPLIANCE
MONITORING AND REPORTING
Commissioner Solari was happy to report that the evaluation momtoring of ground and
surface water associated with the C-5 Canal has concluded, resulting in a savings of $25,000 to
the County.
ON MOTION by Commissioner O'Bryan, SECONDED
by Commissioner Solari, the Board unanimously approved
for payment CDM Smith's final invoice for the 2012
Annual Permit Compliance Monitoring and Reporting
services, in the amount of $3,351.40, as recommended in
the memorandum of January 4, 2013.
15.B.3. Won ORDER No. 7 TO CDM SMITH, INC. FOR ENGINEERING SERVICES
WITH THE 2013 ANNUAL PERMIT COMPLIANCE MONITORING
AND REPORTING

ON MOTION by Commissioner O'Bryan, SECONDED
by Commissioner Solari the Board unanimously approved
and authonzed the Chairman to execute Work Order No. 7
with CDM Smith, Inc., in the amount of $84,800 to
provide engineering services related to the 2013 Annual
Permit Compliance Monitoring and Reporting services, as
recommended in the memorandum of January 4, 2013.

There being no further business, the Vice Chairman declared the Solid Waste Disposal
District meeting adjourned at 10:35 a.m.
