ENVIRONMENTAL CONTROL BOARD
MEETING MINUTES
The Board of Commissioners of the Environmental Control Board (ECB) met at the
County Commission Chambers, 1801 27th Street, Vero Beach, Florida, on Tuesday, February 12
2013. Present were Chairman Joseph E Flescher, Vice Chairman Wesley S. Davis, and
Commissioners Peter D. O'Bryan, Bob Solari, and Tim Zorc. Also present were County
Administrator Joseph A. Baird, County Attorney Alan S. Polackwich, Sr., and Deputy Clerk Leona
Adair Allen.
Chairman Flescher called the meeting to order at 11:45 a.m.

The Chairman asked if there were any corrections or additions to the Environmental
Control Board meeting minutes of July 3, 2012 or September 18, 2012. There were none.
ON MOTION by Commissioner O'Bryan, SECONDED
by Commissioner Solari, the Board unanimously approved
the minutes of the Environmental Control Board meetings
of July 3, 2012 and September 18, 2012, as written.

15.0.3. REPORT OF ACTIVITIES FOR THIRD QUARTER FY 11/12
(APRIL THROUGH JUNE, 2012)
ON MOTION by Commissioner O'Bryan, SECONDED
by Commissioner Solari, the Board unanimously accepted
the Report of Activities for the Third Quarter Fiscal Year
2011-2012 (April through June 2012), as recommended in
the memorandum of December 17, 2012.
15.C.4. REPORT OF ACTIVITIES FOR FOURTH QUARTER FY 11/12
(JULY THROUGH SEPTEMBER, 2012)
ON MOTION by Commissioner O'Bryan, SECONDED
by Commissioner Solari, the Board unanimously accepted
the Report of Activities for the Fourth Quarter Fiscal Year
2011-2012 (July through September 2012), as
recommended in the memorandum of December 31, 2012.
15.C.5. REPORT OF ACTIVITIES FOR FIRST QUARTER FY 12/13
(OCTOBER THROUGH DECEMBER, 2012)
ON MOTION by Commissioner O'Bryan, SECONDED
by Commissioner Solari, the Board unanimously accepted
the Report of Activities for the First Quarter Fiscal Year
2012-2013 (October through December 2012), as
recommended in the memorandum of January 8, 2013.
ALL BACKUP DOCUMENTATION, RESOLUTIONS, AND ORDINANCES ARE ON FILE IN THE OFFICE
THE CLERK TO THE BOARD AND ARE HEREBY MADE A PART OF THESE MINUTES
