Councilman E. Adloph Ellingsen and Attorney C. T.W1ker representing the City
of Sebastian; Councilwoman Mrs. S. B. Taylor, representing the City of Vero Beach; Lloyd
Ingram, Councilman representing the City of Fellsmere; Morgan Lewis representing the Ministerial
Association; Bert Mansfield and Attorney W. T. Erickson representing the Indian River County
Retail Beverage Dealers Association, and Many others were present. All of the aforementioned
representatives together with Bert LeBase of Wabasso participated in the discussion pertaining
to the regulation of the hours of sale of alcoholic beverages in Indian !liver County including
all municipalities. However, after all of the discussion pro and con there was no action
taken by the Board,
The Board accepted the resignation of Ben F. Wyman, Jr., A.I. D., Director of,
the Indian River County Health Unit, effective September la, 1953.
The matter of resolution pertaining to the business of platting and subdividing
lands was postponed.
A letter from Larry Hamilton requesting the Board build a road to his grove wase
received, read and ordered filed.
Notary Public Bond for Ernest H. Everett in the sum of $5UO, 00 with American
Fire and Casualty Company as surety was approved September 21, by Douglas Baker, Clerk Circuit,
Cour.t as provided by law.

The Board of County Commissioners of Indian !liver County met at the
Court
House in
a Special Meeting at 10:00 o'clock A. M., Friday, September 25, 1953, with
the
following
members present: Commissioners W. C. Graves, Jr., Aubrey L. Waddell, H.
C. watts,
J. J. P.
Hamilton, and Allison Warren. Also present were George Heath, Attorney;
E. E. Cartery
Road and
Bridge Superintendent; L. B. G'Steen, Sheriff; and Douglas Baker, Clerk.
Chairman Graves announced this meeting was called for the purpose
of adopting
the amended
1952-1953 budget and further discussion of all interested parties regarding
hours

RESOLUTION -- Adopting Tentative Budget
Commissioner Waddell introduced the following Resolution and moved its adoption,
to -wit:
WHEREAS, the Board of County Commissioners did receive and examine and tenta-
tively adopt a proposed budget of excess receipts and their expenditure for the fiscal year
ending..September 30, 1953; and,
WHEREAS, this Board did cause a summary.statement thereof to be advertised one

time in a newspaper of general circulation published in Indian River County, Florida, to -wit:
In the issue of September 17, 1953, of the {hero Beach Press Journal, as will more fully appear'
by proof of publication thereof filed in the minutes of this Board; -and,
WHEREAS, this Board did.meet at the time and place stated in said advertisement
for the purpose of hearing requests and complaints of the public regarding said supplemental
budget and for the purpose of holding a public hearing and.making whatever revisions in the
budget it may beem necessary; Now, therefore,
BE IT RESOLVED that the Board of County Commissioners of Indian River County,
Florida, does herewith tentatively adopt said supplemental budget for the fiscal year ending
September 30, 1953, in the form as heretofore tentatively adopted and duly advertised.
BE IT FURTHER RESOLVED that said supplemental budget shall be filed in the
office of the County auditor as a public record and the Clerk hereof shall transmit two copies
of the supplemental budget as adopted to the Comptroller of the State of Florida and said
supplemental budget shall be considered as finally adopted and as official upon approval as
to form by the Comptroller.
Upon being duly seconded by Commissioner Warren, the same was unanimously
adopted.
There being no further business, on motion made and seconded the meeting was
then adjourned.
