BARTON Clerk to the Board March 20, 2012 SOLID WASTE DISPOSAL DISTRICT MEETING MINUTES The Board of Commissioners of the Solid Waste Disposal District (SWDD) met at the County Commission Chambers, 1801 27t1 Street, Vero Beach, Florida, on Tuesday, March 20, 2012. Present were Chairman Gary C. Wheeler, Vice Chairman Peter D. O'Bryan, and Commissioners Wesley S. Davis, Joseph E Flescher, and Bob Solari. Also present were County Administrator Joseph A. Baird, County Attorney Alan S. Polackwich, Sr., and Deputy Clerk Leona Adair Allen. Chairman Wheeler called the meeting to order at 11:35 a.m. 15.B.1. CONSTRUCTION & DEMOLITION PILOT PROGRAM UPDATE Managing Director Himanshu Mehta, Solid Waste Disposal District, provided the Board with background, analysis, and update on the Construction and Demolition (C&D) Pilot Program. He recognized Republic Services (Republic) for making the effort to implement the three-month C&D recycling pilot program on top of the active landfill, and their challenges in recovering/marketing additional materials, despite it not being successful, and thereafter discontinued. He said that staff did not recommend pursuing other alternatives for a C&D recycling program at the landfill, and requested Board authorization to submit a letter to the Florida Department of Environmental Protection (FDEP) requesting the removal of the landfill permit condition since it is not a financially viable alternative for SWDD. March 20, 2012 1 BK 142 PG 251 ON MOTION by Vice Chairman O'Bryan, SECONDED by Commissioner Flescher, the Board unanimously authorized staff to submit a letter to the Florida Department of Environmental Protection (FDEP) requesting the removal of the landfill permit condition that requires construction and demolition recycling, based on it not being financially viable for SWDD as recommended in the memorandum dated March 12, 2012. MEMORANDUM OF UNDERSTANDING BETWEEN THE CITY OF VERO BEACH AND INDIAN RIVER COUNTY FOR MONITORING WELL INSTALLATION ON CITY AIRPORT PROPERTY MOTION WAS MADE by Commissioner Flescher, SECONDED by Commissioner Davis, to approve staff's recommendation. Vice Chairman O'Bryan voiced concerns over the Florida Department of Environmental Protection (FDEP) continually requiring more and more data and the amount of employee hours that it entails. Director Mehta explained the monitoring programs and process, the submittal of required reports and additional data that is sometimes requested, and complying with their regulations. The Board unanimously approved, pending approval by the Federal Aviation Administration and the City of Vero Beach Council, the Memorandum of Understanding between the City of Vero Beach and Indian River County related to the installation of monitoring wells on the City of Vero Beach Municipal Airport property for continuation of groundwater monitoring for the former Gifford Road Landfill, and authorized the Chairman to execute same, as recommended in the memorandum dated March 12, 2012.
