EMERGENCY SERVICES DISTRICT
MEETING MINUTES
The Board of Commissioners of the Emergency Services District met at the County
Commission Chambers, 1801 27th Street, Vero Beach, Florida, on Tuesday, March 20 , 2012 .
Present were Chairman Gary C . Wheeler, Vice Chairman Peter D . O ' Bryan, and Commissioners
Wesley S . Davis, Joseph E . Flescher, and Bob Solari . Also present were County Administrator
Joseph A. Baird, County Attorney Alan S . Polackwich, Sr. , and Deputy Clerk Leona Adair Allen.
Chairman Wheeler called the meeting to order at 11 : 30 a. m.
I5.A. LACCEPTANCE BYEMERGENCYSERVICESDISTRICT OFDONATED
PROPERTY FROM VERO BEACH JAYCEES, INC.
Deputy County Attorney William K . DeBraal recapped his memorandum dated March
125 2012 , providing background, analysis , and funding information on a proposed donation from
the Vero Beach Jaycees, Inc . for 9 . 55 acres of property, located at 6780 261 ' Street . The
acceptance would be on the condition that two outstanding tax certificates are brought current,
and that a plaque be placed on the property or structure indicating that the donation of the
property was from the Vero Beach Jaycees , Inc .

MOTION WAS MADE by Commissioner Flescher,
SECONDED by Vice Chairman O ' Bryan, to approve
staff s recommendation .
Commissioner Davis wanted to move forward with the mowing of said property.

The Chairman CALLED THE QUESTION and the
carried . The Board unanimously : ( 1 ) accepted the
donation by the Vero Beach Jaycees , Inc . of a 9 . 55 -acre
parcel of land located at 6780 26th Street, Vero Beach,
Florida 32966 ; (2) authorized the Chairman of the Board
County Commissioners to execute the acceptance of the
Quit-Claim Deed by the Emergency Services District of
Indian River County, Florida, a dependent special district
of Indian River County, Florida, operating by and through
its Board of County Commissioners , with the condition
a plaque be placed on the property or structure indicating
the donation of the property by the Vero Beach Jaycees,
Inc . , (3 ) authorized the redemption of all tax certificates
the property as well as the payment of the property taxes
the year 2011 and including the payment into escrow with
the Tax Collector of the 2012 prorated property taxes no
later than March 31 , 2012 ; (4) authorized staff to record
Quit- Claim Deed in the Public Records of Indian River
County, Florida; (5) filed a copy of the corporation ' s plan
of distribution of assets with the Florida Secretary of State
with the prerequisite filing fee ; (6) authorized staff to
proceed with obtaining bids for the demolition; and
(7) authorized staff to bring back to the Board of County
Commissioners for adoption, a resolution cancelling taxes

AND 43RD A VENUE)
ON MOTION by Commissioner Solari, SECONDED by
Vice Chairman O ' Bryan, the Board unanimously
approved the Phase 2 Construction Services Contract, and
authorized the Chairman to execute same, as
recommended in the memorandum dated March 1 , 2012 .
AGREEMENT ON FILE IN THE OFFICE OF THE CLERK TO THE BOARD
ALL BACKUP DOCUMENTATION, RESOLUTIONS , AND ORDINANCES ARE ON FILE IN THE OFFICE
OF THE CLERK TO THE BOARD AND ARE HEREBY MADE A PART OF THESE MINUTES
