BARTON a � c Clerk to the Board ` 'LORIOp' May 17 , 2011 SOLED WASTE DISPOSAL DISTRICT MEETING MINUTES The Board of Commissioners of the Solid Waste Disposal District of Indian River County , Florida, met in Regular Session at the County Commission Chambers , 1801 27 `x' Street , Vero Beach, Florida, on Tuesday , May 17 , 2011 . Present were Chairman Bob Solari , Vice Chairman Gary C . Wheeler, and Commissioners Wesley S . Davis , Joseph E . Flescher, and Peter D . O ' Bryan . Also present were County Administrator Joseph A . Baird , County Attorney Alan S . Polackwich , Sr . , and Deputy Clerk Maureen Gelfo . Chairman Solari called the meeting to order at 12 : 06 p . m . AMENDMENT I TO WORK ORDER NO. 28 TO GEOSYNTEC FOR PHASE 2 - PROCUREMENT OF CONSTRUCTION CONTRACT FOR CELL 1 OF SEGMENT 3 LANDFILL EXPANSION Himanshu Mehta, Solid Waste Disposal District Managing Director , recapped his memorandum of May 2 , 2011 , providing background and analysis regarding engineering services that would be required prior to obtaining a construction contract for Phase 2 of the lateral expansion of the Class I landfill . Ile thereafter presented staff s recommendation for the Board to approve Amendment No . 1 to Work Order No . 28 with Geosyntec Consultants , Inc . , in the amount of $ 159 , 690 , for the aforementioned services . Director Mehta advised that he would be returning with the engineer ' s construction estimate prior to bidding the project, and provided additional details on the landfill expansion in response to the Board ' s questions . ON MOTION by Commissioner Davis , SECONDED by Commissioner Flescher, the Board unanimously approved and authorized the Chairman to execute Amendment No . 1 to Work Order No . 28 , authorizing Geosyntec Consultants , Inc . , to provide engineering services for procuring a contract for the Phase 2 construction of Cell 1 of Segment 3 Landfill Expansion in accordance with the scope of work , for a not-to - exceed budget of $ 159 , 690 , as recommended in the memorandum of May 2 , 2011 . May 17 , 2011 2 S . W . D . D . 150 Be 2. AMENDMENT NO. I TO WORT( ORDER NO. 29 TO GEOSYNTEC FOR ONE YEAR OF GROUNDWATER MONITORING. INSTALLATION OF SIX NEW WELLS AND PREPARE REMEDIAL ACTION PLAN FOR THE FORMER SOUTH GIFFORD ROAD LANDFILL MOTION WAS MADE by Commissioner Flescher, SECONDED by Commissioner Davis , for discussion , to approve staff' s recommendation . Director Mehta introduced Principal Engineers Jim Langenbach and Nandra Weeks of Geosyntec Consultants , Inc . ( Geosyntec) . Jim Langenbach , P .E . , Geosyntec , 6770 South Washington Ave . , Titusville, through a PowerPoint presentation (copy on file) , provided background history and a comprehensive overview of past and ongoing remediation activities related to groundwater contamination found at the former Gifford Road Landfill . He conveyed that remediation measures , such as monitoring wells and emulsified oil bio barriers , have resulted in a decrease in concentration of the contaminant found in the groundwater plume . IIe divulged that in accordance with the Florida Department of Environmental Protection ' s (FDEP ) request , Geosyntec would be putting additional monitoring wells in the southeast corner of the landfill , as well as performing additional bio remediation in the former source area . Concluding his presentation , Mr . Langenbach outlined the long - term strategies for moving toward the ultimate goal of site cleanup and closure . Nandra Weeks , P .E . , Geosyntec Consultant Engineer 47 Barcelona Avenue ; Jacksonville , explained that now that the contaminants at the old Gifford Road Landfill are being remediated , it would be desirable to explore redeveloping the site into a beneficial and May 17 , 2011 3 S . W . D . D . sustainable community asset . Continuing the PowerPoint presentation , she outlined possible options for the site , such as commercial and residential development ; recreational uses ; and renewable energy , such as wind and solar farms . She told the Board that the Environmental Protection Agency (EPA) plans to provide assistance in the form a of a feasibility study (performed by the National Renewable Energy Laboratory) for communities that want to incorporate renewable resources on their contaminated sites , and asked if the Commissioners wished to participate in the program . She acknowledged that there was a short lead time on this item , that the application was due on Friday May 20 , 2011 , and that the feasibility study would cost 10 to 12 hours of Geosyntec ' s time . Commissioners Davis and O ' Bryan were reluctant to take action without additional information and on such short notice . Director Mehta emphasized that lie had wished to advise the Board about the possibility of ultimately converting the subject site into a beneficial use site for the community . Ms . Weeks added that hopefully , in the future , there would be time to provide sufficient information to the Board regarding other opportunities for redevelopment of the old Gifford Road Landfill site . She confirmed for Commissioner O ' Bryau that facilities could be built on a site that was still undergoing remediation and treatment . The Chairman CALLED THE QUESTION , and the Motion carried unaninioLlsly . The Board approved and authorized the Chairman to execute Amendment No . 2 to Work Order No . 29 , authorizing Geosyntec Consultants , Inc . to provide groundwater monitoring, reporting , and remedial action plan services for the former Gifford Road Landfill in compliance with Florida Department of May 17 , 2011 4 S . W . D . D . Environmental Protection (FDEP) requirements for a period of one year , at the not-to - exceed fee of $ 134 , 943 , as recommended in the memorandum of May 6 , 2011 .
