SOLID WASTE DISPOSAL DISTRICT
MEETING MINUTES
The Board of Commissioners of the Solid Waste Disposal District met at the County
Commission Chambers, 1801 27h Street, Vero Beach, Florida, on Tuesday, May 22 , 2012 . Present
were Chairman Gary C . Wheeler, Vice Chairman Peter D . O ' Bryan, Commissioners Wesley S .
Davis Joseph E . Flescher, and Bob Solari . Also present were County Administrator Joseph A .
Baird, County Attorney Alan S . Polackwich, Sr . , and Deputy Clerk Maria Suesz .
Chairman Wheeler called the meeting to order at 10 : 54 a. m .

ON MOTION by Commissioner Solari , SECONDED by
Vice Chairman O ' Bryan, the Board unanimously
approved the minutes of the Solid Waste Disposal District
meetings of March 13 and March 20 , 2012 , as written.

M. B. J. REQUEST TO PARTICIPATE IN THE "2012 GREENSERIES " AT
INDIAN RIVER MALL
Himanshu Mehta, Managing Director, Solid Waste Disposal District ( SWDD), reported
that the 2012 Indian River Mall Green Series would offer three events hosted by the Indian River
Mall in collaboration with Keep Indian River Beautiful (KIRB) . He announced that there will
be a Rain Barrel Workshop on June 9 , 2012 ; a Green Thumb Clinic on July 14 , 2012 ; and the
August 1 lth event will focus on children and the KIRB Reuse Center and recycling iniatives .
Director Mehta relayed the details of the proposal from the Indian River Mall and KIRB for the
SWDD to be the title sponsor for the Green Series, and presented staff' s recommendation for the
Board to authorize participation as the sponsor .
Vicki Wild , Executive Director, Keep Indian River Beautiful (KIRB) , explained that the
focus of the 2012 Green Series is on education .
Ursula Gunter, Marketing Director for Indian River Mall, relayed that some staff
members of the University of Florida/Institute of Food and Agricultural Sciences (UF/IFAS) will
be conducting the Rain Barrel Workshops, and some 4 -H Club members will be assisting with
the Green Thumb Clinic .
ON MOTION by Commissioner Solari, SECONDED by
Commissioner Flescher, the Board unanimously
authorized participation in the 2012 Green Series at the
Indian River Mall with a sponsorship in the amount of
$ 4 , 000 , as recommended in the memorandum of May 14 ,
2012 .

15. B. 4. MEMORANDUM OF UNDERSTANDING BETWEEN THE CITY OF FELLSMERE AND
INDIANRIVER COUNTYSOLID WASTE DISPOSAL DISTRICT FOR
A SINGLE STREAMRECYCLING PILOT PROGRAM
Director Mehta provided background and analysis pertaining to the City of Fellsmere ' s
request for a limited single stream recycling pilot program . He reported that Waste
Management, Inc . of Florida (WMIF) will perform the single stream recycling services , and pilot
program data will be collected to help the County plan for future recycling programs .
ON MOTION by Commissioner Davis, SECONDED by
Chairman Wheeler, the Board, pending approval by the
City of Fellsmere Council, unanimously approved and
authorized the Chairman to execute the Memorandum of
Understanding (MOU) between the City of Fellsmere and
the Indian River County Solid Waste Disposal District
related to implementing a limited single stream pilot
program in the City of Fellsmere as recommended in the
memorandum of May 14 , 2012 .

NOTICE OF PUBLIC HEARING TO AMEND SOLID WASTE
DISPOSAL DISTRICT (SWDD) RATES BYRESOL UTION 2012-001
ON MOTION by Commissioner Solari, SECONDED by
Commissioner Flescher, the Board unanimously
authorized staff to advertise for a Public Hearing to be
held on June 5 , 2012 or June 12, 2012 , in accordance with
the 10- day pre-hearing requirement for a notice in the
local newspaper, as recommended in the memorandum of
May 17, 2012 .
ALL BACKUP DOCUMENTATION, RESOLUTIONS , AND ORDINANCES ARE ON FILE IN THE OFFICE
t OF THE CLERK TO THE BOARD AND ARE HEREBY MADE A PART OF THESE MINUTES
There being no further business , the Chairman declared the Solid Waste Disposal District
meeting adjourned at 11 : 00 a. m .
