BARTON Clerk to the Board * xc ORI�p' May 3 , 2011 SOLID WASTE DISPOSAL DISTRICT MEETING MINUTES The Board of Commissioners of the Solid Waste Disposal District of Indian River County , Florida, met in Regular Session at the County Commission Chambers , 1801 27 `x' Street, Vero Beach, Florida, on Tuesday , May 3 , 2011 . Present were Chairman Bob Solari , Vice Chairman Gary C . Wheeler, and Commissioners Wesley S . Davis , Joseph E . Flescher, and Peter D . O ' Bryan . Also present were County Administrator Joseph A . Baird , County Attorney Alan S . Polackwich, Sr . , and Deputy Clerk Maureen Gelfo . Chairman Solari called the meeting to order at 10 : 50 a . m . 15. B. 1 . APPROVAL OFMINUTES MEETING OF FEBRUARY 15, 2011 15. B. 2. APPROVAL OFMINUTES MEETING OFMARCH 8, 2011 The Chairman asked if there were any corrections or additions to the Minutes of the Regular Meetings of February 15 , 2011 and March 8 , 2011 .. There were none . May 3 , 2011 1 S . W .D .D . ON MOTION by Commissioner O ' Bryan , SECONDED by Vice Chairman Wheeler, the Board unanimously approved the Minutes of the Regular Meetings of February 15 , 2011 and March 8 , 2011 , as written . 15, B. 3. REJECTION OF BIDS FOR BID NO. 2011026 AND AMENDMENT NO. 2 TO WORK ORDER NO. 9 TO CAMP DRESSER AND MCKEE FOR ENGINEERING SERVICES RELATED TO THE NEW OSLO CUSTOMER CONVENIENCE CENTER Himanshu Mehta, Managing Director SWDD , recapped the memorandum of April 10 , 2011 , to provide background and analysis pertaining to construction of the new Oslo Customer Convenience Center (CCC) on the old Oslo dump site adjacent to the existing facility . He reported that based on staff s initial plan to replicate the raised ramp system at the new Fellsmere CCC , staff had received bids for construction of the new facility that were not financially feasible . He explained that subject to Board approval , Camp Dresser & McKee , Inc . ( CDM) would provide an engineering analysis of an alternate design , based on a " flat" on grade -type facility (similar to one in Marion County) , which staff and CDM envision could be done less expensively . He asked the Board to approve the rejection of the received bids for the new CCC , and to approve Amendment No . 2 to Work Order No . 9 with CDM , for additional engineering services . MOTION WAS MADE by Commissioner Flescher , SECONDED by Commissioner Davis , to approve staff s recommendation . May 3 , 2011 2 S .W .D .D . Responding to queries from the Board , Director Mehta described the differences between the two types of Customer Convenience Center facilities , and explained why it would cost so much to build the Fellsmere model at the Oslo location . The Board wondered whether all the Customer Convenience Centers should have a universal operating system , and if the expense for redesigning and building the new Oslo facility would be equivalent to constructing the Fellsmere model at the site . Director Mehta proposed returning to the Board in several months with further information, after a feasibility study is done . Several Commissioners voiced concerns about the County having to go out to rebid , if the first part of staff s recommendation (to deny all bids ) , is approved . Discussion followed , with input from Attorney Polackwich, on how long the bids would be valid for , and whether they could be extended . Commissioner Davis suggested the prudent thing to do would be to approve only the second portion of staff s recommendation, to authorize additional engineering services to do the feasibility study of the alternate system . Director Mehta, via overhead projection , displayed slides of the Marion County facility , showing the " flat" on grade-type facility that utilizes a compactor . IIe responded to questions about the differences in operating costs for each of the systems , and whether it would cost more if there were two different systems . Dialogue continued as the Board , with input from Administrator Baird , discussed the best way to proceed with the feasibility study without losing the existing bids . May 3 , 2011 3 S .W .D .D . MOTION WAS AMENDED by Commissioner Flescher, SECONDED by Commissioner Davis , to : ( 1 ) TABLE until a future County Commission meeting, the decision on rejecting all received bids for Bid No . 2011026 ; and (2 ) to approve and authorize the Chairman to execute Amendment No . 2 to Work Order No . 9 to Camp Dresser and McKee (CDM) , in the amount of $ 13 , 855 . 00 , for additional engineering services related to the new Oslo Customer Convenience Center . Chairman Solari recapped the Motion . The Chairman CALLED THE QUESTION , and the Motion carried unanimously . AMENDMENT ON FILE IN THE OFFICE OF THE CLERK TO THE BOARD ALL BACKUP DOCUMENTATION , RESOLUTIONS , AND ORDINANCES ARE ON FILE IN THE OFFICE OF THE CLERK TO THE BOARD AND ARE HEREBY MADE A PART OF THESE MINUTES May 3 , 2011 4 S .W .D .D .
