SOLID WASTE DISPOSAL DISTRICT
MEETING MINUTES
The Board of Commissioners of the Solid Waste Disposal District met at the County
Commission Chambers, 1801 27th Street, Vero Beach, Florida, on Tuesday, June 5, 2012. Present
were Chairman Gary C. Wheeler, Vice Chairman Peter D. O'Bryan, and Commissioners Wesley
S. Davis, Joseph E Flescher, and Bob Solan. Also present were County Administrator Joseph A.
Baird, County Attorney Alan S. Polackwich, Sr., and Deputy Clerk Leona Adair Allen.
Chairman Wheeler called the meeting to order at 10:53 a.m.

The Chairman asked if there were any corrections or additions to the minutes. There
were none.

ON MOTION by Vice Chairman O'Bryan, SECONDED
by Commissioner Flescher, the Board unanimously
approved the minutes of the SWDD meetings of April 3,
April 10, and April 17, 2012, as written.

15. B.4. PUBLIC HEARING TO AMEND SOLID WASTE DISPOSAL
DISTRICT RATES BY RESOLUTION
Managing Director Himanshu Mehta, Solid Waste Disposal District (SWDD), announced
that this is a public hearing item relating to the amendment of Attachment 2 - Rates and Fees, of
the Solid Waste Disposal District's resolution, originally adopted on June 20, 1995. He
explained that the amendment is necessary in order to make the tipping fees for a certain
category of construction and demolition (C&D) materials consistent with the stipulations in
Ordinance No. 2012-011, adopted on May 15, 2012, which retains the current C&D rate of
$31.80 per ton for non-exclusive franchise haulers, and reduces the rate to $30.00 per ton for
everyone else.
The Chairman opened the Public Hearing
Bob Johnson, Coral Wind Subdivision, sought and received a reiteration as to why the
rates were being changed.
There being no additional speakers, the Chairman closed the Public Hearing.

ON MOTION by Commissioner Flescher, SECONDED
by Commissioner Solari, the Board unanimously approved
Solid Waste Disposal District Rate Resolution 2012-001,
amending a portion of Attachment 2 of the District's Rate
Resolution, relating to tipping fees for certain categories
of construction and demolition debris materials.

There being no further business, the Chairman declared the Solid Waste Disposal District
meeting adjourned at 10:58 a.m.
